When Jesus said He came to fulfil the law he was not talking about the Israelites law they made for themself that guide them, but rather the law which I AM THAT I AM gave to Moses, in the Ten Commandment there was no where it was written that if you commit a particular crime you will be stoned or beheaded, it was the Israelites that put a purnishment for a crime commited in order to check their excesses and not God.
