PoliticsIgp/misau’s Feud: Idris Agrees To Appear Before Senate Committee by engineerboat(op): 7:46pm On Nov 03, 2017
The Inspector-General of Police, Ibrahim Idris, says he is ready to honour the invitation of the ad hoc committee set up by the Senate to probe the allegations levelled against him by the lawmaker representing Bauchi Central Senatorial District, Senator Isa Misau.

The police boss made his position known while addressing newsmen in Abuja, adding that he would appear before the panel as a mark of respect for the Senate.

The committee had, on Thursday, reported the police boss to the Senate over his non-appearance.

While Idris failed to appear before the committee on Wednesday, he wrote through his lawyer, Mr Alex Iziyon, informing the panel that his appearance would be sub judice as there were pending cases in court on the matter.

Following a meeting with the President, Muhammadu Buhari, he said he was consulting with his legal team on his appearance.

“These are legal issues. We are discussing with our legal team. Obviously, if there is a need, we are going to appear for the sake of having respect for the Senate. I will appear before them,” he stated.

Furthermore, the IGP explained that his mission to the Presidential Villa was to brief the President on some security challenges confronting the country and how he was fixing them.

He also noted that part of the discussion bordered on the upcoming election in Anambra State and the increased rate of kidnapping in parts of the country.

PoliticsI Can’t Remember If Metuh Received N400m To Provide Security Services – by engineerboat(op): 3:21pm On Nov 03, 2017
The detained former National Security Adviser, Sambo Dasuki, told the Federal High Court in Abuja on Friday that he would not be able to remember if the sum of N400m paid to a former National Publicity Secretary of the Peoples Democratic Party, Olisa Metuh, in 2014, was for the provision of security services.

The Economic and Financial Crimes Commission had alleged in some of the seven counts preferred against Metuh and his company, Destra Investments Limited that the ex-PDP spokesperson fraudulently received the sum of N400m from ONSA without any justification and spent same on the party and personal affairs.

Dasuki, Metuh’s eighth defence witness, was fielding questions under cross-examination by the counsel prosecuting Metuh on behalf of the Economic and Financial Crimes Commission, Mr. Sylvanus Tahir.

The ex-NSA, who was earlier led in evidence-in-chief by Metuh’s lawyer, Dr. Onyechi Ikpeazu (SAN), said without recourse to his records which he had no access to while in the custody of the Department of State Services, he would not be able to confirm the payment of N400m to Metuh or the purpose it was meant for.

The witness also said he could not remember if the ONSA under his watch had relations with Destra Investments Limited, the company, through which Metuh allegedly received the N400m from ONSA in 2014.

When shown and asked to confirm the content of the e-payment mandate earlier tendered as exhibit in the case and on which his name and signature appeared, authorising the payment of N400m, Dasuki said, “My name has been typed out there.”
Asked to read out the purpose of the payment as contained in the “e-payment mandate”, the ex-NSA said, ” the purpose of payment: payment for security services.”

Then the prosecuting counsel, asked, “What services did the company, Destra Investments Limited, the second defendant render to entitle the company, the payment of N400m.”
In response, the Dasuki said, “If you want an answer, I still have to refer to my records.
“It would be useful for the counsel to make himself familiar with the NSA Act.”
The witness was also shown Exhibit D1, which was a letter from Diamond Bank in response to a request by EFCC.

When asked to read the narrative in a document attached to the letter, Dasuki said, “I have seen in the document that was produced, exhibit D1, that there is an entry that purports that payment from ONSA in the sum of N400m into the account of Destra Investment Limited.”

Dasuki has concluded his testimony and has been discharged by the court.
The case was adjourned until December 4 to entertain the defence’s next witness, billed to be former President Goodluck Jonathan.

This is ridiculous

1. The contract was first awarded on October 14, 2012, at the cost of N4.5bn and was to be completed within eight months. With nothing to show

2. It was later reviewed to N11bn. To be completed in another 8 months again in 2014. Still nothing to show

3. 2017 rewarded and concessioned To AWOL (away without Allowance) for N69 billion. A nee registered money bag company with not tract records in nigeria. More or less preparing ground for 2019 election campaign money

2016 it cost 11 billion and 25% complete

Fast forward 2017 to gulp 69 billion

Against the background of opposition’s criticisms of the MKO Abiola International Airport, Ido Osun in Osun, the Consultant Engineer to the state ‎government on the project, Wemimo Adebajo, has revealed that the airport when completed will rank among airports with the longest runways in Nigeria.

Mr. Adebajo, during an inspection tour of facilities at the airport with journalists stated that the present site of the MKO Abiola International Airport was the first place where aviation activities took place in West Africa.

The consultant, speaking on the percentage of work done at the airport, noted that government, having spent N2.7 billion out of the revised total cost of N11billion for the project, work could be said to have reached 25 per cent.

He added that the West African Frontier Force was lifted from the Ido-Osun aerodrome, the present site of the MKO international Airport project during World War II, hence the conscious effort by the state to make it the best in Nigeria if not in Africa.

He told journalists that the tour of the facilities became germane to allow journalists be adequately informed about the magnitude of the work done in order to situate the criticisms of the opposition in their proper context.

According to the consultant, the runway of the airport waiting to be laid with 500 mm asphalt is 3.5 kilometre in length, 12.3 metres excavation and re-filling with laterite. He added that both sides of the runway are equipped ab initio with water pipes which will be the first of its kind in Nigeria.

He explained that with such a feature, the airport will have been equipped with facilities that will make emergency fire fighting readily available near the runway in case of any emergency landing or fire outbreaks.

He pointed out that though the runway has not been completed, but in case of an emergency, the runway at its present state can be used by any pilot to land an aircraft at the MKO International Airport.

“Still more to be done, I believe the airport is good for the state. The main delay right now is a question of funding and the state is seeking ways on how to make it available.

“We are approaching the federal government for 50 per cent of cost of building the airport which is Federal Government policy, right now. What the contractor is doing is site maintenance so as to ensure that when work resumes there won’t be any case of deterioration of the huge work that had already been done here,” the Airport Consultant stressed.

Mr. Adebajo also added that the Control Tower nearing completion is at the third floor of four sitting on a foundation of an excavated ground of nine metres.

He said, “A lot of work has been done, and as we go round, you will see the control tower which we have built and it is almost completed. You will see the terminal building built to the foundation, the airport fire station has reached the stage of roofing.

“The runway is going to take about 60 per cent of the cost of any airport project. A lot of work has been done on the runway, there are about 8 streams in the path of the runway. It therefore became necessary to excavate and build box covets so that the water in the stream will flow unhindered under the runway.”

He explained that the essence of the facility tour of the airport with journalists was to allow people know what the state is doing at the airport and not just respond to allegations.

“I think the State government is trying to make sure that the press, the people of the state and Nigeria as a whole are briefed on what they have actually been doing. If it was just to respond to some political allegations, you will be talking to a politician, not a technocrat like myself.

“I have actually read in the newspaper that the contract has been inflated to 15.5billion Naira which is not true, I have just told you it is 11billion Naira and if you compare this with every others in Nigeria, you will realise that the cost of this one is cheap”.

The Consultant Engineer confirmed to journalists that the airport project predated the Rauf Aregbesola administration stating that the project had since 2010 been reviewed to over N7.5 billion even before the coming of the Aregbesola administration.

In an earlier statement issued by the state government, the Director, Bureau of Communication and Strategy, Semiu Okanlawon, had debunked insinuation of contract inflation, saying considering exchange rate factors, and the fact that the scope of the project was reviewed to make the airport more sophisticated than earlier projected, allegation of inflation was mischievous and misplaced.

PoliticsBuhari Aware Of Maina’s Reinstatement, I Warned Him —hos In Leaked Memo by engineerboat(op): 8:51am On Oct 31, 2017
The Head of Service of the Federation, Mrs. Winifred Oyo-Ita, has said President Muhammadu Buhari is aware of the reinstatement of a former Chairman of the Pension Reforms Commission, Mallam Abdulrasheed Maina, into the civil service.

She however said she warned the President against it.

Oyo-Ita said that her warning was based on the implications such reinstatement would have on the anti-corruption war of the Federal Government.

The HoS stated this in her memo to the Chief of Staff to the President, Mr. Abba Kyari.

The memo, with reference number HSCSF/HCSF/LU/COR/FCSC/750/T, was dated October 23, 2017.

The memo, titled, “Re: Abdulrasheed Abdullahi Maina,” was received in the office of the Chief of Staff to the President on October 23.

A copy of the memo was sighted by our correspondent in Abuja on Monday.

The President had directed the HoS to investigate the circumstances that surrounded the return of Maina to the civil service.

He gave the directive following the public outcry that trailed Maina’s reinstatement.

Maina, whose whereabouts is still unknown, has been accused of embezzling pensioners’ funds running into billions of naira and is currently under investigation by the Economic and Financial Crimes Commission.

Explaining further, the HoS said she met the President after the Federal Executive Council meeting of Wednesday, October 11, where she verbally warned Buhari against bringing Maina back to the service.

She, however, did not say what the response of the President was after briefing him.

Oyo-Ita said, “Please, note that the OHCSF was never in agreement with the reinstatement and consequently never conveyed the approval of the FCPC to Mr. A. A. Maina, nor approved his posting to the Ministry of Interior or any other MDA

“Rather, I sought audience with His Excellency, Mr. President on Wednesday, 11th October, 2017 after the FEC meeting where I briefed His Excellency verbally on the wide-ranging implications of the reinstatement of Mr. A. A. Maina, especially the damaging impact on the anti-corruption stance of this administration.”

The letter partly read, “Further to your letter Ref. SH/COS/100/A/1570 dated 23rd October, 2017 on the above subject matter, I write to inform you of the circumstances leading to the irregular recall of Mr. Abdulrasheed Abdullahi Maina.

“I wrote to place on record the following facts as it permits to Mr. A. A. Maina who was dismissed from service on 21st February, 2013.

“The move to recall Mr. A. A. Maina was at the instance of a series of letters from the Attorney General of the Federation to the Federal Civil Service Commission requesting the commission to give consequential effect to the judgement that voided the warrant of arrest issued against Mr. A. A. Maina which formed the basis for the query and his eventual dismissal.

“The letters herewith attached as Annexes I-III are:

(a) Ref. HAGF/FFCSC/2017/VOL.1/1 dated 19th January 2017,

(b) Ref. HAGF/FFCSC/2017/VOL.1/ 2 dated 21st February 2017; and

(c)Ref. HAGF/FFCSC/2017/VOL.1/1 dated 27th April 2017.

“The FCSC thereafter requested that the Head of the Civil Service of the Federation should advise the Permanent Secretary, Ministry of Interior to consider the AGF’s letter and make appropriate recommendations to the commission and this was so communicated to the Ministry of Interior.

“The Ministry of Interior took the matter to the Senior Staff Committee of the ministry and recommended the reinstatement of Mr. A. A. Maina into the service as Deputy Director.

“The OHCSF forwarded the recommendation to the FCSC which has the constitutional responsibility for appointments, promotion and discipline for further action.

“The FCSC in consideration of the letter from the AGF and the recommendations of the SSC of the Ministry of Interior consequently approved and conveyed the reinstatement of Mr. A. A. Maina with effect from 21st February, 2013 vide letter herewith attached as Annex IV.

“(vi) The letter of reinstatement, as communicated to HCSF Ref. FC. 4029.82/Vol. III/179 dated 18th September, 2017 attached herewith as Annex IV, ostensibly also copied the Ministry of Interior which is the one erroneously used to document Mr. A. A. Maina on a claim that he has resumed work since 28th September, 2017. The Ministry of Interior informed the OHCSF of this development vide letter Ref. MI/1436/II/24 dated 16th October, 2017 from Ministry of Interior stating that Mr. A. A. Maina has resumed with effect from 28th September, 2017 is attached as Annex V.

“Please note that the OHCSF was never in agreement with the reinstatement and consequently never conveyed the approval of the FCSC to Mr. A. A. Maina nor approved his posting to the Ministry of Interior or any other MDA. Rather, I sought audience with His Excellency, Mr. President on Wednesday, 11th October, 2017 after the FEC meeting where I briefed His Excellency verbally on the wide-ranging implications of the reinstatement of Mr. A. A. Maina, especially the damaging impact on the anti-corruption stance of this administration.

“However, I have requested the Permanent Secretary, Ministry of Interior, to provide any documentary evidence to support the claim of reinstatement and posting of Mr. A. A. Maina by OHCSF, since after his dismissal.

“The letter to the Permanent Secretary, Ministry of Interior is attached as Annex VI. The foregoing is accordingly submitted for your information and further consideration.

“Please accept the assurances of my best regards.”
