Politics › The Defeat Of President Buhari’s Idealism – Femi Aribisala by erunz(op): 9:01am On Oct 13, 2015
Things have not been going according to plan for President Buhari. For the last four months since his famous victory, the president has been engaged with a battle royal with the very people who put him in power. In order to win the election, Buhari had to form an alliance with wily politicians of the old-school; men seasoned at getting their hands dirty and adept at manipulating the system to power-political advantage.

Buhari had tried to make it without these men in the past, but without success. On his third attempt in 2011, he opted for Tunde Bakare as his running mate. Bakare was not a politician but a man of known integrity: a radical Christian pastor to boot. Nevertheless, Buhari still lost by 10 million votes to the lesser-known Goodluck Jonathan.

Dining with devils

In 2015, he chose Yemi Osinbajo as his running-mate, another man of integrity and, yet again, a Christian pastor. But there was something different this time around. He agreed to dine with known political devils. He formed an alliance with the very political elite he had long despised. These are men who know the crooked ropes of the Nigerian political system. They know how to finance a nationwide campaign with funds obtained magically; no questions asked. They know how to buy and manipulate the press. They know how to conjure votes with the sleight of hand.

With their help, Buhari finally became president against all the odds. The million naira question then became how he would rule alongside these strange bedfellows. How is he going to be their anointed president without becoming one of them? How is he going to be president without becoming another politician? How can he become president through the help of these men without becoming hostage to them in his victory?

Buhari has kept Nigeria waiting as he struggled with this dilemma. While the press nicknamed him “Baba Go-Slow,” behind the scenes, he was fighting an epic battle against his strange allies the best way he knew how. In that free-for-all, Buhari has thrown his best punches and made his best moves. Finally, after four months of protracted infighting in which his media handlers tried all they could to put the best spin on the situation, he finally caved in and accepted defeat.

On 30th September, 2015, Buhari was forced to accept he could not go it alone. On that day, he finally decided to join the APC politically as its president. Even more significantly, he finally agreed to join forces as president with those he had despised all his political life; the PDP. On that fateful day, President Muhammadu Buhari jettisoned his earlier druthers. He relinquished his much-ballyhooed “change” programme and became reluctantly a full-fledged old-school politician.

National Assembly defeat

Buhari’s first mistake was to presume his campaign idealism could carry him through his presidency. Having won the election comfortably, the president decided the decent thing to do was to allow the legislators in the National Assembly to choose their own leaders without interference from Aso Rock.

This was a departure from the procedure of his predecessors and his naïve supporters praised him for it. This was the Buhari they voted for; a man who would breathe new life into the clogged political system. But the whole thing backfired disastrously as the president became a victim of his own attempted saintliness.

What the system required was a president determined to ensure the right people are in leadership positions in the National Assembly to ensure his programmes are implemented expeditiously and to the letter. What we got instead was a president so idealistic, he allowed his opponents to turn the tables on him.

Buhari’s hands-off vis-à-vis the National Assembly ensured that he ended up with a House and Senate leadership well-positioned to frustrate his programmes. In spite of APC ‘s victory at the polls, the PDP used the backdoor to steal the control of the legislature; using a template perfected while the APC was still in opposition by Aminu Tambuwal.

Both the Speaker and the Senate President were elected by minority PDP votes against majority APC votes. Moreover, both the Speaker, Yakubu Dogara, and the Senate President, Bukola Saraki, are now former PDP men. Both of them secured their positions by forging alliances with their former PDP colleagues; instead of their current APC party-members. As a result, while Buhari was still celebrating his victory at the presidency, he woke up one morning to discover that the PDP had regained the legislature by a coup d’état.

It could even have been worse. The PDP could have gone the whole hog and secured a PDP man as Senate President. With 49 senators out of 109, all the PDP needed were 6 more votes to achieve this. This could have been squeezed out with a few back-room deals with the Trojan Horse PDP senators currently sitting pretty as turncoat APC members. But they decided not to be too greedy. They installed wily Saraki, a former PDP man, as Senate president. They then made the deals and secured their own PDP man, Ike Ekweremadu, as Deputy Senate President.

This was a wake-up call for the president. Finally, he learnt that his idealism just would not cut it in the murky waters of Nigerian politics. He cannot stand aloof but has to dive in and get dirty himself. Accordingly, recalcitrant Saraki was declared persona non grata in Aso Rock; but this could only work for so long given that he is the Senate President. His wife was invited for lunch by the EFCC; but a battalion of senators showed their defiance by escorting her there. Thereafter, the dogs of the Code of Conduct Bureau were unleashed on Bukola Saraki himself.

Fight for supremacy

On his election, Buhari had served notice that he would be his own man and not anybody’s dogsbody. He declared: “I belong to everybody and I belong to nobody.” This must have irritated those who put him in power to no end. He then went ahead to declare his political independence by telling APC governors they would have no say in his choice of ministers. He also refused to consult his party hierarchy in his early appointments and with regard to his choice of presidential aides.

With this, all hell broke loose. The same press that had been used to his advantage during the election was unleashed against him. The Teflon president was now presented as a sectional ethnic leader determined to northernise the country through regionally-lopsided appointments. The APC party hierarchy declared it would have none of this. Party chairman, John Odigie-Oyegun, declared: “The party will henceforth be fully involved in the subsequent appointments, which is where the supremacy of the party will come to bear.”

Ministerial appointments

Thereby, the battle was joined. Would the “noise-makers” in the APC prevail against the president and force him to use his ministerial appointments to pay back his political debts to those who successfully manipulated the process to get him finally elected after three failed previous attempts? Or would Buhari, now that he is elected, go it alone and bring in his own team of carefully selected technocratic saints and angels?

If he succumbed to the party, he would end up with the same old crop of yesterday’s politicians, many tainted with corruption, but would safeguard his political flanks. However, if he prevailed with his own men, he could present a new face of Nigerian politics by asserting the primacy of technocratic savoir faire over political compensations and “come and chop.” The one would confirm him as the new hero of the Nigerian public. The other would make him a traitor to his questionable political allies.

The outcome of this struggle was announced with his ministerial list. This revealed that Buhari surrendered after being roundly defeated by the old politicos of his party. The president has been forced to contradict his own promises and rhetoric by succumbing to APC pressure. From now on , what we are going to get is no longer Buhari the idealist, but Buhari the new-fangled politician.

Buhari’s fallen angels

It is clear from the announced names of Buhari’s proposed ministers that these are not the people he took four months to select. Buhari does not need four months to come up with the likes of Babatunde Fashola, Rotimi Amaechi, Lai Mohammed, Ogbonnaya Onu, Kayode Fayemi and Chris Ngige. These are old-time politicians whose names could have been announced 24 hours after his inauguration. None more so than Audu Ogbeh, a man who was a minister 33 years ago and is recycled by Buhari yet again.

Significantly, out of the 21 nominated names, 8 of them were formerly associated with the “abominable” PDP. Indeed, Audu Ogbeh was a former chairman of the PDP. There are actually more former PDP men in Buhari’s ministerial list than there are former ACN, CCP and technocratic men and women. So much for Buhari’s much-touted “change” from the PDP.

Whatever could be said about these nominees, they are hardly the men and women of stainless-steel that Nigerians have been led to expect as Buhari’s ministers. As a matter of fact, many of them have huge corruption allegations hanging over their heads. Two of them are associated with Afri-projects Consultants; an organisation tainted with corruption while Buhari was chairman of the PTF.

Clearly, these were not the men and women Buhari wanted to have as his ministers initially. They are those he was forced to accept after four months of struggle with party chieftains. Even now, the struggle continues. Not surprisingly, Buhari prematurely badmouthed his nominees as “noise-makers” on his trip to Paris; inadvertently showing his disenchantment with having to make do with those he would rather do without. Nevertheless, the president’s reluctant nominees can still be waylaid by his opponents in the Senate, including the acolytes of Bola Tinubu whose preferences Buhari flagrantly ignored.

Buhari’s body language

The president’s answer is a resort to old-fashioned political maneuvering, in the tradition of the infamous APC “navigator;” Olusegun Obasanjo. Put the fear of Buhari into Senate President Bukola Saraki by arraigning him before the CCB tribunal on outdated charges paradoxically similar to the ones Tinubu was acquitted of several years ago. If Saraki knows what is good for him, he will quickly ensure that the president’s list sails through the Senate without any hiccups.

The jury is still out on whether Saraki and his Senate colleagues will succumb to this now famous “body language” of Mr. President.

I just watched the Chief of Army Staff (COAS), Lt. General Tukur Buratai on CHANNELS TV after he visited troops in Geidam Community of Yobe State, as a result of Wednesday’s attack by Boko Haram militants who over-ran the military, killed 3 soldiers, carted away many weapons and ammunition abandoned by the military on the run and looted mostly food and petroleum products from the popular Wednesday market.

I was particularly touched by the honesty of General Buratai who was obviously angry with the troops who had run away from Geidam Town. In his words, the COAS said “How can you allow these criminals over-run you? How can you run away from this rag-tag and untrained criminals? You allowed them to operate here for 12 hours unchallenged. You refused to come back until they withdrew.”

Deji Adeyanju
On the surface, the words of COAS Buratai are very hurtful to the image of the Nigerian Army but this is the painful reality today. The Nigerian Army seems to be overwhelmed and demoralized.

The image of the Nigerian Army has suffered so much damage in the eyes of Nigerians and the international community mainly because of the way they have handled the war against Boko Haram in the past 3 years.

Boko Haram has repeatedly for over 2 years embarked upon massive propaganda using social media to demonize the Nigerian Army. They have through so many of its online propaganda campaigns portrayed our army as a weak and a cowardly army that cannot stand to fight. Many online media and personalities helped the insurgents to achieve their propaganda campaigns either intentionally or otherwise.

All wars are fought both on ground, air, sea, land and in the minds of all parties involved in the war and most importantly in the psyche of the citizens. To win this war against Boko Haram, we must conquer the minds of Boko Haram with fear, win over our allies and friends by convincing them our army is capable and reliable and also boost the confidence of our troops through citizenry support since the morale of our troops are boosted when they know the citizens of their country are solidly behind them.

The Nigerian Army and our other security agencies are our last line of defense against these barbarians since we cannot defend ourselves against their satanic attacks. If not for the efforts of the Nigerian Military and our other security agencies, these barbarians would have taken over the entire nation, enforced their barbaric and misguided religious tenets on all of us, restricted us to their false Sambisa Sharia law system, forced our sisters into sex slavery like they have done to the Chibok Girls and make us live in perpetual fear of terror. If not for the Nigerian Army and other security agencies, many Muslims and Christians across our country would not be able to go to the mosque on Fridays or the church on Sundays.

Boko Haram seeks to destroy Christianity and Islam and do not wish any of us well, Nigerians, irrespective of religious consideration, party affiliation and tribal affinity, must realize that Boko Haram are our common enemies and not just he Nigerian Army’s. The Army means well and are doing their very best to protect us all despite the overwhelming odds, they need our support at all times.

This was what the opposition party in the days of President Goodluck Jonathan was admonished with but they refused to listen. They politicized everything. They politicized the attempt by the former president to list Boko Haram as a Foreign Terrorist Organization (FTO); they politicized the procurement of arms to prosecute the war; they politicized appointments of service chiefs; they politicized State of Emergency in the North East; they politicized Chibok and turned it into a campaign tool against Jonathan, the PDP-led Federal Government and the Nigerian Army which for inexplicable reasons, they chose to see as an appendage of the PDP rather than the federal government.

Nasir El Rufai and many leading APC chieftains, then referred to the Nigerian army as Jonathan’s army. They politicized everything as regards the fight against the deadly sect. At some point in time, their presidential candidate now President Muhammadu Buhari called an attack against Boko haram an attack against Northern Nigeria.

If the political class and all Nigerians had supported the then Federal Government and our security agencies in the fight against Boko Haram, maybe, we would have long won the war. The politicization of the war against Boko Haram caused more damage than good on the whole nation. Those who saw the war against Boko Haram as an avenue for them to keep scoring needless and cheap political points in the North sabotaged the efforts of our security agencies.

They got the Arewa Consultative Forum (ACF) to be issuing press releases kicking against the ban on Boko Haram and the plan of the then FG to list Boko Haram as an FTO which was needed to get arms from our allies to effectively prosecute the war.

And finally, when Boko Haram was listed as an FTO, they began another campaign against the army saying former Chief of Army staff, Lieutenant General Ihejirika was also a sponsor of Boko Haram and was the one supplying arms to Boko Haram on the orders of former President Jonathan. Their allegations were so scary and consistent that our allies became skeptical of supplying us with arms, and the United States and Israel refused selling arms to us to fight the deadly sect. We had to turn to Russia for help. As if that was not enough, the former governor of Adamawa State, Murtala Nyako even did the unbelievable, accusing the Federal Government of genocide against Northern Nigeria and suggested that federal troops were the ones dropping arms for Boko Haram with helicopters.

Furthermore, it was Mallam Nasir El-Rufai now governor of Kaduna State that built a propaganda foundation which suggested former President Goodluck Jonathan was the one sponsoring Boko Haram against the North. He also tried to bring in the Christian Association of Nigeria, CAN, ex-Niger Delta Militants and others as possible sponsors of the terrorist group. El-rufai ensured he poisoned the minds of young people from the North and many of his followers on social media against the then President Jonathan by maintaining this lie. He further justified this lie when he spoke at Chatham House by presenting this fable to justify his propaganda theory.

The questions all Nigerians must now begin to ask those who refused to support the former administration of Goodluck Jonathan and our security agencies in their fight against Boko Haram then and who are suddenly supporting the Federal Government and the army now is, what has changed? Is Goodluck Jonathan still the one sponsoring Boko Haram with the help of his Niger Delta ex-militants? Is CAN still the one sponsoring Boko Haram?

Explanations were offered to APC on why they should see the battle against the terrorists as a national issue rather than treated as a political one just for parochial and mundane reasons, that where national security is concerned, we must not play politics with it but they did not listen. They threw caution to the wind and were playing loudly to the gallery. Now see where that has gotten us to, in just 120 days of President Buhari taking over, the deadly group has killed more than 1,300 Nigerians and bombed Abuja three times.

The message here is this, the enemy is Boko Haram, not the Federal Government, not President Buhari, and definitely not the brave men and women of our armed forces, and not the security agencies who daily spend their days in the heat and their nights in the cold while the rest of us spend time with families in the comfort of our homes.

The military deserves our respect and support as they remain in the forefront in the fight against these barbarians.

Not less than 22 children within the ages of four and seven have been abducted in various parts of the state in the last two months.
This was even as the state governor, Samuel Ortom promised that the government would collaborate with security agencies to tackle the rising spate of kidnapping in the state.
Addressing newsmen in Makurdi, the state capital yesterday, mothers of the kidnapped children recounted the different stories of how their children went missing without any trace.
One of them, Mrs. Ngodoo Amiaser, 30 and a mother of three, said her 4-year-old son, Tersoo Paul Amiaser, who was a pupil of Joel Model school, Gboko road, Makurdi went missing since August 29, this year.
Ngodoo a tader at Wurukum market said the young boy who had accompanied her to the market on that fateful day had gone to play somewhere within the market but failed to return.
She further said, “My son went to play close by within the market. He left my shop about 4pm but by 5pm when he would usually come back I didn’t see him. So, I went looking for him and in the process, a young girl said she saw my son with a woman whom she could not identify and asked where he was going but the woman told the girl she was my sister and that I had asked her to go and buy Bobo juice for my son.”
Her story is not different from that of Mrs Wandoo Hemkya, Mrs Charity Otumala and Doosuur Aer as their children were taken away by unidentified persons at different locations in the state.
While speaking, Hemkya broke down and wept profusely, saying she left her son, Saaondo with her sister to attend a burial programme in the village but on getting back, she was told that somebody who introduced himself as an ‘uncle’ took him away, claiming that he was going to buy Bobo for him.
Otumala and Doosuur who live within the same neighbourhood in Wadata area of Makurdi also lost their sons same day after an unidentified person picked them away from where they were playing.
The women whose husbands are mostly commercial bus drivers said they had reported the matter to the police and appealed to members of the public to among other things pray along with them and as well give information to the police to enable them find the children.
Meanwhile, Members of the House of Representatives yesterday began deliberations on strategies to curb the gale of in the country, especially in the South-south and South eastern parts of the country.
Speaker of House of representative, Yakubu Dagora, called the attention of the members on the motion raised by a member representing Aguata federal constituency in Anambra state, Honurable Eucharia Azodo Okwunna on the increasing cases of kidnapping in that part of the country.
Okwunna cited the kidnapping of Sir James Uzochukwu Uduji, Chief Executive officer, Conel Star Cabel and Wire as one of the most recent cases which exposes the level of insecurity in the country.
According to the Okwunna, Uduji was kidnapped on September this year and the Kidnappers demanded a one million dollar ransom as condition for his release, lamenting that even when the family gave them one million naira, they are yet to release him.
“We also learnt that the police and the Department for State Security, DSS, were alerted immediately the man was kidnapped, yet there is no positive outcome of whatever investigation they might have conducted. Till now there is no meaningful information on how to secure his release”, she stated.

Politics › Nigeria’s Power Supply Drops To 3,373.18mw by erunz(op): 10:23am On Oct 09, 2015
Nigeria’s power generation has been experiencing continuous drop in the last one month, declining from the 4,810.70 mega watts (mw) recorded in August this year to 3,408.87mw. Power supply has also dropped to 3,373.18mw as at Wednesday this week.
For instance, the country’s power supply dropped from the 4,131.71 mega watts (mw) recorded as at August 26 to 3,843.99 mw in the first week of September. The decline continued, dropping from 4,008.53mw to 3,619.70mw last week.

The Presidential Taskforce on Power, which made this disclosure on Wednesday in its power sector performance report, put the daily energy generated at 81,812.76mw while energy sent out stood at 80,956.43wm.
This is again a far cry from the 104,794.26mw generated and 102,490.25mw of energy sent out as at September 23.
The Chairman of the Nigerian Electricity Regulatory Commission (NERC), Dr. Sam Amadi, had said recently that power generation could rise to 6,000 mega watt before the end of the year.

Amadi identified corruption, poor budgeting as the problem facing the growth of electricity sector.
He however added that from 2010 to date it has been bedeviled by project management problem, stating that the problem was mostly caused by corruption and inefficient budget circle, which has made it difficult for effective delivery of projects within a target time frame in the sector.

He said: “Today the real problem of this sector is performance management. We have moved from modeling, we have set a fairly good enough model that will allow us to create sustainable electricity. The problem is poor project management, it includes corruption, which is the beginning because if you miss procurement, if you award contracts to those who cannot deliver, there is no magic. So it is a NERC problem, it is a problem of delivery.

“If we had delivered all the NIPP projects, recovered all the capacity of existing electricity generation companies, we would have been doing over 8000mw or 9000mw today. So the problem of the electricity sector is that we need to develop the skills, project and deliver. Some of them are budget circle, think about the Transmission Company of Nigeria.

“TCN gives a bill of N50 billion, government appropriates N30 billion and release N10 billion. There is nowhere in the world where projects can be completed with that kind of budgeting circle. So what we are trying to do in our own little way as regulators is to in this meeting put our finger on why are we not executing efficiently and effectively,” he said.

Don’t approve Amaechi, Fashola, other ministers unless they publicly declare their asset, Nigerian workers tell Senate

Nigerian workers on Thursday urged the National Assembly to ensure that all ministerial nominees declare their asset publicly before confirmation.
Among the 21 persons nominated as ministers by President Muhammadu Buhari are former Lagos State governor, Raji Fashola, ex-Rivers State governor, Rotimi Amaechi, and spokesperson of the ruling APC, Lai Mohammed.
The workers, members of the Trade Union Congress of Nigeria, TUC, stated this in a joint statement by the union’s president, Boboi , and General Secretary, Musa Lawal.
The TUC said that the declaration would be in the public interest.
The labour union said the public declaration of asset was necessary following “worrisome” allegations of fraud against some ex-ministers and officials.
“There is need to verify the financial and material status of each nominee before they are allowed to assume such high offices,” the workers said.
Although Nigerian law does not mandate public declaration of asset by public officials, President Muhammadu Buhari and his deputy, Yemi Osinbajo, have both publicly declared their asset as part of the new administration’s policy to entrench transparency and anti-corruption in governance.
The Senate, which has the responsibility to approve ministerial nominees is not expected to heed the call of the workers as even the senators declined to declare the asset publicly with only one member, Shehu Sani, doing so.
On Thursday, the TUC said time had come to allow only people with proven integrity to head government ministries and urged the Senate to screen the nominees based on their integrity and past records irrespective of their status.
The congress noted that many youth in the country have gotten into crime due to unemployment caused by corrupt leaders in the past.
“It is sad how much shame politicians have brought upon this country.
“There is rarely any month we do not hear news of Nigerian youths being executed in other parts of the world due to involvement in one crime or the other.
“We will not be in this backward situation if the economy is doing well, if we had steady power and adequate infrastructure and if successive governments were interested in creating jobs for the army of unemployed youths,” it said.
