Politics › FLASHBACK- I’ll Not Appoint Corrupt Persons In My Govt, Says Buhari by erunz(op): 5:48pm On Oct 22, 2015
General Muhammadu Buhari, the All Progressives Congress (APC) presidential candidate has stated that corrupt persons will not be appointed into his government.
Buhari said this he addressed Chatham House, London today. The former head of state promised that Nigeria will be restored to its old glory.

“In the face of dwindling revenues, a good place to start the repositioning of Nigeria’s economy is to swiftly tackle two ills that have ballooned under the present administration: waste and corruption. And in doing this, I will, if elected, lead the way, with the force of personal example,” he said.

Noting that: “on corruption, there will be no confusion as to where I stand. Corruption will have no place and the corrupt will not be appointed into my administration. First and foremost, we will plug the holes in the budgetary process. Revenue producing entities such as NNPC and Customs and Excise will have one set of books only. Their revenues will be publicly disclosed and regularly audited. The institutions of state dedicated to fighting corruption will be given independence and prosecutorial authority without political interference.
“But I must emphasise that any war waged on corruption should not be misconstrued as settling old scores or a witch-hunt. I’m running for President to lead Nigeria to prosperity and not adversity.

“In reforming the economy, we will use savings that arise from blocking these leakages and the proceeds recovered from corruption to fund our party’s social investments programmes in education, health, and safety nets such as free school meals for children, emergency public works for unemployed youth and pensions for the elderly.

“As a progressive party, we must reform our political economy to unleash the pent-up ingenuity and productivity of the Nigerian people thus freeing them from the curse of poverty. We will run a private sector-led economy but maintain an active role for government through strong regulatory oversight and deliberate interventions and incentives to diversify the base of our economy, strengthen productive sectors, improve the productive capacities of our people and create jobs for our teeming youths.

“In short, we will run a functional economy driven by a worldview that sees growth not as an end by itself, but as a tool to create a society that works for all, rich and poor alike. On March 28, Nigeria has a decision to make. To vote for the continuity of failure or to elect progressive change. I believe the people will choose wisely,” he stated.

Nigerian military sources say 250 South African mercenaries hired to meet December deadline to defeat extremists.

Nigeria has hired mercenaries to combat Boko Haram as military chiefs face a December deadline to crush the militants, according to senior military sources.

The mercenaries, estimated at around 250 personnel and hired from South Africa-based private contractor Specialized Tasks, Training, Equipment and Protection (STTEP), are being deployed along with fighter jets in Operation Fire Force, a source at Nigeria's defense headquarters said on condition of anonymity.

"The mercenaries have been reengaged and their platforms are being deployed," the source said. "By platforms, I mean fighter jets, helos [helicopters], coms [communication], surveillance, medics, etc."

STTEP includes veterans from the South African apartheid era who will work with and train a Nigerian strike force, according to the source.

Another army source confirmed the development to Anadolu Agency. "There is definitely something happening in that direction," the source said, again on condition of anonymity.

According to STTEP's official website, the company's trainers and advisers are drawn from "conventional, clandestine, and covert units of the pre-1994 South African Defense Force".

It claims to have a proven track record of success in Africa, the Middle East, the Far East and Central and South America.

Describing the use of mercenaries to fight militants as "shameful" during the March 2015 election campaign, Nigeria's President Muhammadu Buhari condemned the practice. Buhari, a retired general, said the practice represented the depth of weakness of the Nigerian army.

Asked why the Buhari administration is again deploying mercenaries, the defense HQ source said it appeared to be the most practical option if headway was to be made against militants whose guerilla tactics are new to the Nigerian military.

Nigeria claimed significant success against the militants in the run-up to the March election, with some analysts crediting the mercenaries.

Boko Haram threat

Boko Haram has emerged as a serious threat in Nigeria. More than 1,700 people have been killed since Buhari took office on May 29, according to an Oct. 7 report from the International Society for Civil Liberties and the Rule of Law. Since then, more than 100 have died in suicide bombings in Borno and Yobe states.

According to the army HQ source, the Buhari administration initially terminated the mercenary contract because it was "opaque and without accountability". However, a new agreement was reached to boost the counterinsurgency operation.

"As it stands now, huge amounts of monies are owed to the contractors as fulfillment for the previous engagement," the HQ source added. "So they are starting a new engagement for an initial period of three months. As for their outstanding balances, investigations are being carried out to ensure everything is above board."

The Nigerian military did not respond to Anadolu Agency's request for comment.

However, presidential spokesman Garba Shehu denied the government was engaging mercenaries again.

"It is true that the previous administration hired South African mercenaries to fight Boko Haram," he said. "They, however, left with the government that brought them."

"Since coming into office, this government did not have any engagement with mercenaries of any kind and there are no plans to do so."

Siphiwe Dlamini, a spokesman for the South African National Defense Force (SANDF), said his country did not have any troops in Nigeria but could not say if private mercenaries were operating there.

"I wish to reiterate there are no SANDF personnel in Nigeria fighting Boko Haram," he told Anadolu Agency. "If there are South Africans who are there as you allege they are not our members but private citizens."

"I cannot comment on what private citizens are doing in any part of the world."

STTEP did not respond to emailed requests for comment.

Earlier this year, South Africa's Defense Minister Nosiviwe Mapisa-Nqakula issued a stern warning to South African mercenaries, saying they had no business in Nigeria and should be arrested on their return.

"Now that the matter has been brought to our attention, it is [up to us] to verify that information as the government," she told broadcaster SABC at the time. "The police have a responsibility to make sure that when they come back these people are arrested."

South African law forbids its citizens from participating in foreign wars. Most South African mercenaries are believed to be soldiers who fought for the apartheid regime.

- Impending campaign

The Nigerian army has spoken about impending military deployments against Boko Haram, saying in a statement over the weekend that the country's sovereignty was under threat.

"The next few days would be crucial to the operation Lafiya Dole [Peace by Force]," army chief Lt. Gen. Tukur Buratai said in a message to troops. "It is also crucial to our country Nigeria. Our sovereignty as a nation is threatened."

"The Nigerian army and indeed the military as the symbol of our nationhood is being challenged. Our ability to stand and defeat the Boko Haram terrorists in the next few weeks will determine the future of our country."

The use of mercenaries is not a new phenomenon in Nigeria's conflicts. Hundreds of French mercenaries fought on the side of Biafran rebels against the Nigerian army in the late 1960s.

The country also hired mercenaries to weaken Boko Haram between February and early April 2015 when the army rolled back much of the militants' advances. However, the government claimed the mercenaries only operated as instructors.

Kayode Sesan

Deputy Senate President, Senator Ike Ekweremadu is under intense pressure to facilitate the ministerial confirmation of embattled ministerial nominee and former Governor of Rivers State, Rotimi Amaechi as Senate President Bukola Saraki is scheduled to make a second appearance at the Code of Conduct Tribunal (CCT) on Wednesday, SIGNAL can report.

A top National Assembly source who did not want to be named disclosed to SIGNAL on Tuesday a high-wire political plot engineered to ensure Ekweremadu creates an easy passage for Amaechi when his case comes up on the floor of the Senate Wednesday while Saraki is away on trial at the CCT. Ekweremadu as Deputy Senate President is required by law to stand in for the Senate President in his absence.

Senate spokesperson, Senator Dino Melaye on Tuesday in an interview with Africa Independent Television (AIT) confirmed that the Senate will sit on Wednesday to consider the report of Senate’s Ethics and Privileges Committee on the petitions against Amaechi, after which the Senate will take a decision on his ministerial nomination either by adoption of the committee’s report or amendment of same. Melaye also revealed that a meeting of the APC Senate caucus has resolved to ensure Amaechi gets a hitch-free clearance, considering his “contributions to change.”

“Senators loyal to APC National Leader, Asiwaju Bola Tinubu and mobilized financially by Rotmi Amaechi are behind the plot to compel Ekweremadu to give an easy pass to Amaechi on Wednesday in Saraki’s absence”, an informed source on the Amaechi nomination saga told SIGNAL on Tuesday on condition of anonymity.

Masterminds of the plot, the source said were concerned about the unpredictability of Saraki’s next move regarding his loyalty to the APC and a possibility of denying Amaechi’s nomination – a development that could spark a final crack in the wall of APC’s attempts to keep a crisis-prone party together.

Amaechi was Director-General of the APC presidential campaign organization and played a visibly important role in the campaign that led to the election of Muhammadu Buhari as President.

Beyond fears about the uncertainty of Saraki’s next move, the APC National Leader Bola Tinubu’s interest in the matter appears to be more of a personal issue. Tinubu has been accused by independent observers for instigating several attempts to publicly humiliate the Senate President, Bukola Saraki, including a stoning incident carried out against Saraki in the premises of a Muslim prayer ground in Saraki’s Ilorin hometown.

Tinubu has been locked in a power supremacy battle with Saraki since the latter emerged as Senate President against Tinubu’s desires.

In what appeared to be another display of hire wire politics, the Nigerian Court of Appeal on Tuesday surprisingly backed out of delivering judgment in a case brought before it by the Senate President challenging his trial at the CCT a few minutes before a time it had originally scheduled to deliver judgment. No explanation was given by the Court for arresting judgment in the case.

Politics › FUEL SCARCITY: 10 Litres Of Petrol Sell For N2,500 In Rivers by erunz(op): 9:42am On Oct 20, 2015
PORT HARCOURT— Scarcity of petroleum product yesterday worsened in Rivers State as 10 litres of petrol cost N2,500, even as there was no end in sight to the ongoing strike by the Nigeria Union of Petroleum and Natural Gas Workers, NUPENG, and its Petroleum and Natural Gas Senior Staff Association of Nigerian, PENGASSAN, counterpart.

The strike, which enjoys the support of Trade Union Congress of Nigeria, TUC, was declared last week to protest alleged harassment by the police at the premises of Weatherford Nigeria Limited.

Members of the union were picketing the firm over alleged unfair labour practices when they had a confrontation with some policemen.

However, state Police Public Relations Officer, PPRO, Ahmad Muhammad, denied the allegation of police harassment and molestation of NUPENG members, claiming that the policemen were only drafted to ensure that court bailiffs from the National Industrial Court, NIC, in Bayelsa discharged an assignment from the court to some staff of the firm without problem.

As a result of the strike, black market operators were having a field day when Vanguard went round some of the major roads in Port Harcourt metropolis yesterday.

They were seen making brisk business on major roads and in front of some filling stations in the state capital, Port Harcourt yesterday.

“We get products from the filling stations to sell on the streets. It is not our fault. We did not order the strike. We are just doing our business,” one Ebuka, who sells at Amadiama Roundabout said.

Commercial buses had also taken advantage of the scarcity to hike transport fares.

For example, from Rumuokoro to Education bus stop, which before the strike cost N100, now attract a fare of N150.00, as bus drivers blamed the fare hike on the scarcity of petrol.

Aggrieved motorists who spoke to Vanguard lamented the situation and wondered why the oil workers decided to subject residents of the state to the harrowing experience.

Mr Agbi Festus, who described the action of the oil unions as an abuse of position, said the matter should have been settled in court instead of punishing innocent citizens.

Meantime, Port Harcourt zonal Chairman of NUPENG, Mr Godwin Eruba, yesterday dismissed speculations that the strike had been called off, saying it was still in force.

Eruba confirmed that there was a meeting with the state Police Commissioner, Mr Musa Kimo, on the matter, but said that no agreement was reached.

According to him, the strike would only be called off when conditions given by tlabour were met. Top among them was the recall of all its members whose appointments were allegedly terminated by their employers.

Politics › APC Not Ready To Govern – Afenifere by erunz(op): 9:31am On Oct 20, 2015
Chairman of a Pan-Yoruba socio-cultural and political organisation, Afenifere, Chief Ayo Adebanjo, said yesterday that the All Progressives Congress (APC) was not ready for power when it won the presidential election on March 28.
He said the party only planned to oust former president, Dr. Goodluck Jonathan, from office.
Adebanjo said this during the public presentation of a book written by former minister of Education, Prof. Tunde Adeniran: Serving My Fatherland Volumes One and Two, in commemoration of his 70th birthday in Ibadan yesterday.
The occasion was graced by eminent Nigerians such as the Ondo State governor, Dr. Olusegun Mimiko; former governor of Ekiti State, Mr. Segun Oni; former Military Administrators, Gen Raji Rasaki (retd) and Oladayo Popoola; former minister of Sports and Special Duties, Prof Taoheed Adedoja and others.

Adebanjo, who said he doesn’t want Buhari to fail, argued that the leadership crisis that rocked APC at the inception of the current administration showed that decision-makers in the party never agreed on the sharing formula for positions before the general elections.
“The APC only agreed on sending Jonathan away. What they would do for the country, they never agreed on. They have various vested interests.
“That was why there was crisis in the party. You don’t share the booties after winning the war. You should have agreed on how to share the booties when you were still fighting the war,” he said.
Governor Mimiko, who commended Prof Adeniran for writing the book, asserted that it was very important for politicians to document their experiences so that people would also know that they had rendered selfless services to uplift humanity.
His words: “I am here because I am excited about the personality of Prof. Tunde Adeniran, not only as an intellectual but also as a politician. It is important for the intellectuals in politics to document their experiences.”
