Maybe, but the issue (as I learnt) was that lawyers and some other professionals thought they could take over tax administration by virtue of registering with CITN. Whereas, the original tax practitioners were accountants. They formed the nucleus of CITN along with tax office staff, before others joined. Each accounting firm had a tax department. The fact is that taxation law is different from the implementation which is mostly based on calculations with basic finance principles.

Not only in the US. It is done everywhere in the world. CITN almost took tax administration away from ICAN in Nigeria but for ICAN lobbying.

US is a receding nation and most of their smart guys have moved from government bureacracy to privates and corporates. Their corporate world successfully lure their well-trained experienced but disenchanted personnel in public service into privates. The US public service is bleeding and losing dangerously.
