Lagos State Government has quarantined 39 Nigerian evacuees from Ghana, The PUNCH reports.

The returnees and 12 others from different West African countries were isolated in the Badagry area of the state and have begun the 14-day isolation supervised by the Nigeria Centre for Disease Control.

The Nigerians in Diaspora Commission, who made this known on Sunday via Twitter, said the state government took up the cost of their quarantine period including lodging and feeding
39 returnees who came from Ghana were brought in two luxury buses with registration numbers, Lagos LSD 614 YR and KTU 833XY.

“They arrived at about 3:30 a.m. from Ghana and other African nations and are currently on a 14-day quarantine. All the quarantine expenses paid for by the Lagos State Government,” NIDCOM tweeted.

Meanwhile, the state Health Commissioner, Prof Akin Abayomi, has said three of the returnees recently evacuated from Dubai tested positive for coronavirus and have been moved to one of the state Isolation Centres.
The PUNCH reports that the NCDC on Saturday night announced 95 new infections in Lagos, bringing the total COVID-19 cases recorded in the state to 2,372 including 541 recoveries and 36 associated fatalities.

The Akwa Ibom State Government has rejected the 10 vehicles donated by ExxonMobil for use in contact tracing of COVID-19 patients.

In a statement signed by the Commissioner for Information, Mr Charles Udoh, and made available to newsmen in Uyo on Sunday, the government said the vehicles were too old and not considered good enough to withstand the rigors of contact tracing.

Udoh said the decision was taken by the State COVID-19 committee following an evaluation of the vehicles and other donations made to the state by the oil company.
He stated that the government had, however, accepted the two ambulances and 20 hospital beds donated by the oil company, though it claimed that the ambulances are converted buses, while the beds were below the standard of those currently in the state’s secondary healthcare facilities.

“The Akwa Ibom State Government has rejected the 10; very old, used vehicles donated by ExxonMobil for use in the COVID-19 contact tracing in the state.

“The decision was taken at the State COVID-19 Committee meeting yesterday following an evaluation of the vehicles and other donations to the state by the oil company.

“The vehicles are considered too old and not in good enough operational conditions to withstand the rigors of contact tracing which they were meant to serve.

“However, the state government has accepted the two ambulances and 20 hospital beds also donated by the oil company, despite the fact that the ambulances are converted buses while the beds are below the standard of those currently in secondary healthcare facilities in the state,” the statement read.

According to Udoh, the government is appreciative of the material and financial support of corporate bodies and private individuals, and urged the people of the state to continue to keep to the prescribed safety measures against the spread of the disease.

ExxonMobil had, on Friday last week, announced the donation of two ambulances for emergency cases and 15 vehicles to the Akwa Ibom State government.

The company also said World Health Organization (WHO) certified COVID-19 test kits, sample collection kits and hospital beds valued at more than N90 million will be given to the Nigeria Centre for Disease Control (NCDC), Akwa Ibom and Rivers states.

The donation of ExxonMobil followed complaints by the Akwa Ibom State government that the oil giant has not given any support to the state towards the fight against COVID-19.

The United Kingdom is in the process of training dogs to ‘sniff’ out symptoms of coronavirus before they appear in humans.

Trials to see how the novel works out are to commence soon, according to the London Mail.
The UK government is supporting the landmark trials to the tune of £500,000 under its funding of vital research into early methods of detecting the virus.

If successful, the dogs could be used to sniff out up to 250 people an hour in a bid to ramp up testing.

The dogs, a mixture of labradors and cocker spaniels, can already identify deadly diseases including cancer, malaria and Parkinson’s disease.

They will now undergo intensive training to spot Covid-19 before symptoms appear.

They will be trained using samples of people infected with coronavirus and those who are uninfected, as some respiratory diseases are known to change body odour.

Research has revealed the dogs are able to detect the odour of disease at the equivalent dilution of one teaspoon of sugar in an astonishing two Olympic-sized swimming pools of water.

The first phase of the trials will be conducted by researchers at London School of Hygiene & Tropical Medicine (LSHTM), in collaboration with the charity Medical Detection Dogs (MDD) and Durham University.

A hopeful Professor James Logan, head of the department of disease control at the LSHTM, is quoted as saying: “Our previous work has shown that malaria has a distinctive odour, and with Medical Detection Dogs, we successfully trained dogs to accurately detect malaria,” he said.

‘This combined with the knowledge that respiratory disease can change body odour, makes us hopeful that the dogs can also detect Covid-19.”

Akwa Ibom State Government has discharged five more COVID-19 cases with only one positive patient remaining in the state.

Updating the press on the situation of the pandemic in the state, the Commissioner for Health and state COVID-19 Incident Manager, Dr. Dominic Ukpong, said the discharge followed two negative test results recorded by the patients as required by the Nigeria Centre for Disease Control (NCDC).

Dr. Ukpong, who had briefed the press last week on the receipt of five results of the thirty samples sent to the NCDC for testing, announced the receipt of full result with only one testing positive.

He however solicited the anonymity of the discharged patients to be maintained as demanded by them.
In his words, “following the last 30 cases that we sent for test, the final results came out yesterday and I’m glad to inform you that out of the lot, only one case came positive the rest were negative. So what we have done today is to discharge those patients that we were testing for the last time and we have just discharged them. Many of them, essentially all of them will like to be anonymous.

“ I don’t want to publish their photographs, we don’t want to give their names, but they have just been discharged,” Ukpong stated.

The Health Commissioner affirmed Akwa Ibom State has so far tested over a hundred persons, out of which it has recorded only sixteen positives.

Two of these, he confirmed, died while thirteen of the remaining positive cases have all recovered, leaving only one positive case.

“So far we have tested over a hundred patients and we’ve only got sixteen that were positive. Two left us, they came in very bad condition as you know. We’ve told you this before. That left us with fourteen. The fourteen positive have all been converted to negative except one. That is the new case that is there with us. So we are blessed by these results and I’m happy to announce”.

He noted that COVID-19 is not a death sentence and that the government is doing a lot to make sure that nobody dies, thereby enhancing the confidence of the people and encourage healthy interaction with the state COVID-19 situation room and emergency response system.

Dr. Ukpong lauded the commitment of the State Governor, Mr. Udom Emmanuel for ensuring that the State COVID-19 Management team has all that is required to combat the contagion in the state.

He also thanked the state-based Respiratory Health expert, Professor Etete Peters, the Chief Medical Director of Ibom Multi-Speciality Hospital, Professor Emmanuel Ekanem and the entire Incident Management team for their dedication to service of the state.

Ukpong urged the media to disregard the speculation that 50 medical workers are awaiting testing at the University of Uyo Teaching Hospital.

He described the report as baseless rumour, maintaining that the one that was actually profiled and met the criteria for testing was taken into isolation and was among last discharged.

Maria Branyas, a 113-year-old believed to be the oldest woman in Spain, has recovered from COVID-19 after being diagnosed with the disease in March.

Branyas was said to have tested negative weeks after she suffered mild symptoms of the ailment, making her the oldest reported person in Spain, and possibly the world to survive COVID-19.

She was said to have tested positive for the disease and later got isolated at her care home in Olot, Catalonia, which has reported the deaths of several people suffering from the disease.

“Now that she is well, she is wonderful, she wants to speak, to explain, to make her reflections, it is her again,” BBC quoted the woman’s daughter to have said following her recovery.

Branyas was born in Mexico in 1907, but was said to have later moved north to San Francisco in the Catalan province of Girona during World War One with her Spanish journalist father.

She has raised three children, one of whom recently turned 86; has 11 grandchildren, the oldest of whom is said to be 60-year-old; and 13 great-grandchildren.

The case of Branyas, who has also lived through the flu pandemic of 1918 alongside the 1936-39 Spanish civil war, comes after a 106-year-old Spaniard also won the war against COVID-19.

Spain has been greatly hit by COVID-19 with nearly 27,000 deaths recorded from the disease so far as well as 269,520 confirmed cases, according to Worldometres.

The Federal Ministry of Humanitarian Affairs, Disaster Management, and Social Development said it will commence the school feeding programme Thursday, May 14, 2020 in Abuja.
The ministry also noted that Lagos and Ogun states will commence shortly after FCT before the other states of the federation join.

Despite the closure of schools, President Muhammadu Buhari had on March 29th, 2020 directed the Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq to liaise with state governments to develop strategies on the continuation of the school feeding programme.

The Deputy Director of Information in the ministry, Rhoda Iliya in a statement in Abuja on Tuesday said 3,131,971 households of children in primary 1 to 3 in public schools will benefit from the intervention.

The ministry explained that each household will receive uncooked food items valued at N4, 200.

According to the ministry, the ration has been assessed and approved by nutrition experts as sufficient for the children.

The ration contains a 5kg bag of Rice, 5kg bag of beans, 500ml vegetable oil, 750ml of palm oil, 500mg of salt, 15pieces of eggs, and 140gm of tomato paste.

Giving further update on the programme, the minister during the daily Presidential Task Force briefing on COVID-19 said the ration is expected to last for a month.

Contrary to notion that it will be difficult to reach the pupils whose phone numbers and houses may not be known, the Farouq said: “We don’t need their phone numbers. It is a small community where the pupils are and from all indication, everybody knows everyone who attend the public schools.

“We are using security operators and structures on ground to ensure that the process is properly monitored and evaluated.

“We just inspected the stores where the food ration have been taken to and by Thursday, we are going to flag-off the food distribution in FCT to the households where the children come from. The dry food ration will last for one month”

The ministry in its statement also stated that over 6,000 schools will serve as distribution centres for clusters of communities except in some states with unique security and safety issues where other structures will be used.
The ministry also stated that with vouchers which are QR coded, serialized as well as dated and time-stamped, identified households will be able to access ration from distribution centres.

On how the ministry was able to identify beneficiaries, it said: “The Ministry in consultation and collaboration with state governments identified the distribution of Take-Home Rations (THR) to the households of the children on the programme as a feasible method of achieving this directive after exploring several options.

“This is a globally accepted means of supporting children to continue to have access to nutrient-rich foods despite disruptions to the traditional channels of school feeding.

“The Ministry has requested states to carry out mapping exercises in order to trace the households of the children using all available data sources including the School-Based Management Boards, community focal persons, cooks on the programme and most importantly existing school registers in the LGAs where the schools are domiciled, which is the primary source of data of beneficiaries used by the National Home Grown School Feeding Programme (HGSFP).

“As a second level of verification, the door to door voucher distribution process will be used.

“The provision of Take-Home Rations will, therefore, be carried out based on data provided and structures put in place by the HGSFP over the years, with the Federal Government providing funds to the States for implementation.”

The ministry also said based on requests from Kwara and Bayelsa states where the programme was not fully operational before the lockdown, the two states will be able to benefit from the modified programme once certain requirements are fulfilled.

As part of measures put in place to ensure adequate safety, the Ministry said it has incorporated rapid sensitization into all phases of the model so that people are equipped with the knowledge they need to stay safe and maintain social distancing while accessing and delivering the service.

“The Ministry is also deploying resources to provide oversight for these processes to ensure equity and accountability. Field personnel and monitoring teams have been set up and are ready to move.

“As an extra layer of monitoring, the ministry has requested other agencies of government including the DSS, EFCC, ICPC, Code of Conduct Bureau, and a host of NGOs and CSOs to help monitor.

“The Ministry’s hotlines will be made available to the public to provide accurate information and for grievance redress.”

For those who are yet to be captured on the programme, the ministry said: “While the intervention is primarily for school children currently enrolled in the programme, the Ministry has also been engaging partners and other agencies to explore options for those children who are not current beneficiaries.

“Going forward, there is a need to critically examine and review data management strategies so that when faced with emergencies such as this, there will be easy access to rich, readily available and accurate data of all persons of concern for swift implementation of critical interventions. The Ministry is working diligently to actualize this in the shortest time possible.”

The ministry also urged state governments to deploy security agents to ensure the safety of beneficiaries, sensitize the communities and programme personnel on the need to ensure that the intervention reaches the intended beneficiaries, and facilitate the timely delivery of quality food supplies provided by the state aggregators.

It also called on well-meaning Nigerians to continue to donate to the poor and support those in need, noting that the resources available to the government are limited.

A member of the Katsina State House of Assembly, representing Bakori constituency, Abdulrrazaq Tsiga is dead.

Tsiga was the deputy House leader and chairman House Committee on Business and privileges died on Monday morning.

According to a family source, the lawmaker died at Malumfashi General Hospital on Monday after a protracted illness.

‘He has been in and out of the hospital for various health conditions since he was sworn in on June 6, 2019, sources declared.
The deceased had since been buried in his home town, Tsiga according to Islamic injunctions.

Before his death, the lawmaker was the House Deputy Leader and Chairman, House Committee on Business, Ethics and Privileges.

Obasa in the letter personally signed by him informed the ex-governor that the event would hold for five days even though he knew it would take place for only three days between Friday, August 3 to Sunday, August 5, 2018.
In a breakdown of the demand, Obasa said the money would be for the payment of flight for a minimum of six legislators per state, feeding and accommodation among other things.
However, it was gathered that there was no payment for flight for participants while some of his personal companies were also used as conduit to launder over N24m for himself

Ekiti State Government on Monday disclosed that five patients of the deadly coronavirus pandemic have been discharged from the Isolation Centre in Ekiti on Monday.

This is just as the government revealed it’s a plan to expand the Isolation Centre to 100-bed space capacity for more preparation on the Pandemic.

Governor Kayode Fayemi had on Saturday evening broke the news on his Twitter handle that the state recorded new three cases.

According to the tweet from the Governor, “We got information from NCDC tonight that three more persons tested positive to COVID-19 virus. Two are contacts of the medical doctor still in our care and another person who sneaked into the state before he was quarantined. This underscores the need for extra vigilance.
With the development so far, Ekiti has 15 confirmed cases, 9 discharged,1 death, and five active cases.

Briefing Journalists on Monday on the update of the activities of the State task force on COVID-19, the state commissioner for Health and human services, Dr. Mojisola Yahaya Kolade said, “we are discharging 5 Patients today out of the 10 active cases, the discharged patients are healthy now, they have been tested negative of Coronavirus

“Because of the increase in the Pandemic the governor has approved the expansion of the bed capacity in the Isolation Centre,as at today we have the 100-bed capacity, in case of any eventuality”

The Coordinator of Ekiti task force on COVID-19, Prof Bolaji Aluko said the government is making concerted effort to tackle the influx of strangers at the border.

Aluko added that the government is expecting 40 trucks of palliatives, he gave assurance of accountability before distribution.

A former Governor of Abia State, Mr. Orji Uzor Kalu, has remained in Kuje Prison because the judgment of the Supreme Court does not affect him.
The Apex Court did not issue any order for Kalu’s release because he did not file any application for such.

The judgment only covers the Appellant, Mr. Ude Jones Udeogu, who challenged the propriety of a Court of Appeal Judge, Justice Mohammed Idris to try him.

The Comptroller-General of Nigeria Correctional Service Mr. Jaafar Ahmed, has also refused to release Kalu because there was no any order from the Supreme Court.

It was learnt Kalu may have to approach the Court of Appeal, where he has a pending matter, to ask for his release following the dismissal of the judgment of the Federal High Court, Lagos by the Supreme Court.

According to a copy of the judgment obtained by THE NATION, the Supreme Court clearly stated that the judgment relates only to the Appellant.

The lead judgment delivered by Justice Ejembi Eko reads in part: “I hereby allow this appeal. Section 386(7) of the Administration of Criminal Justice Act ( ACJA), 2015 is in my view, an unnecessarily gratuitous legislative interference with, intrusion into or an outright usurpation of the appointing powers of the Executive arm consigned specifically to the President of the Federal Republic of Nigeria by the Constitution in Sections 250(1) and 238(2) thereof.

“The “FlAT/permission” issued on 2nd July, 2018, by the President, Court of Appeal to the
Honourable, Justice M.. B. ldris, JCA to proceed to the Federal High Court, Lagos and conclude the part-heard .criminal matter: FHC/ABJ/CR/56/07-, notwithstanding the fact that the Honourable, Justice M. B. Idris, JCA, upon his elevation to the Court of Appeal had ceased, not only to be a judge of the Federal High Court but also to have and exercise the powers and jurisdiction ofthe Federen High Court, is ultra vires Sections 1(2)(a) and 19(3) and (4) of the Federal High Court Act, the same being an outright usurpation of the powers of the Chief Judge of the Federal High Court.

“The said FIAT/Permission, issued without any lawful or constitutional authority and being a nullity, is hereby set aside. AII steps, including actions, proceedings and decisions and orders issued, taken and/or conducted pursuant to the said FIAT/Permission dated 2nd July, 2018 as they pertain to and relate to the Appellant(Ude) herein are hereby set aside. The judgment of the Court of Appea\ No. ‘CA/L/1064C/2018, delivered , deIivered on 24th April 2019, particularly in respect of the Appellant and as it affected him is hereby set aside.

“The case No. FHC/ABJ/CR/56/2007 as it pertains or relates to the Appellant as the 2nd Defendant at the trial court, is hereby remitted to the Chief Judge of Federal High Court for re-asdignnent to another judge if the Federal High Court for trial de novo. Appeal allowed. ”

As at press time, the Comptroller-General of Nigeria Correctional Service Mr. Jaafar Ahmed has refused to release Kalu.

Former President of the Nigeria Bar Association (NBA), Chief Onueze Okocha (SAN) has defended the actions of Rivers State Governor, Nyesom Wike, including his recent demolition of two hotels in the state, saying the governor acted appropriately.
Okocha advised persons uncomfortable with the Executive Orders which the governor relied on to pull down the two hotels, to approach the courts.

Speaking in Port Harcourt, Okocha lauded the steps taken by the governor to fight coronavirus insisting they were designed to check the spread of the virus.

He said: “I believe strongly that the measures taken by the Rivers State Government, particularly the Governor, Nyesom Wike are well thought out, well advised and I believe that they will to a large extent help us to avoid or at least minimize to the barest level the spread of this coronavirus that they now say causes the illness they called COVID 19.

“And the Executive Orders put in place by the state governor are appropriate. Everybody accepts that they are calculated to secure our safety and to reduce to the barest minimum the spread of this coronavirus. So I don’t believe that anybody has quarreled with any of these orders.

“What I have heard are people flouting those orders and Nigerians sometimes do not understand, some of these measures put in place, some of these regulations, these laws and orders are for there own good, and everybody should do each of their very best to comply with them.”

He said the state’s Quarantine Coronavirus (COVID 19) and other Infectious Diseases Regulations No. 2 of 2020 was in line with Quarantine Act of the Federal Government.

“It’s not everything that is going to be on written law. By the authority of written law, some orders are made, some regulations are put in place and those flow naturally from the provisions of written law.

“This is why the Rivers State Government passed a law recently and we also have the Federal Act, Quarantine Act and many other such regulations that are aimed at dealing with safety and security and then health and wellbeing of the people.
“So, anybody that is arguing that the Executive Orders are unconstitutional should know his options.

“He should seek legal advice and if necessary go and challenge those orders in a court of law, duly constituted.”

On the demolition of Prodest Hotel, Alode, Eleme and Etemeteh Hotel, Onne in Eleme Local Government Area, Okocha justified the actions of the governor.

He said: “I do not blame the governor for his action because I am aware that the regulation was put in place over two weeks ago for hoteliers and those operating drinking parlours and entertainment centres to close down at least temporarily until we get grip on how to deal this coronavirus pandemic.

“Now people have been making all kinds if comments, the press and I have heard some on the airwaves. They do not seem to know the full facts of the matter”

“Two hotels and they were warned to stop operating. Indeed, a taskforce was sent to remind them about the Executive Order put in place by the governor and they got their thugs and some local boys to beat members of the taskforce, so the Governor left with no other option wielded the big stick.

“So, the governor I think was justified in wielding the big stick on the hoteliers and anybody who feels that he has any reason to dispute should approach the appropriate quarters and let’s us see how far that approach will get him.”
