Personally i am not inclined to having other ethnic groups in a nation we want to build unless they say that they want to part of it not us forcing and believing that they will want to belong.
I know Asha, this is our nature, but like I mentioned in the original post there would be problems especially skirmishes in 'buffer zones' like Okrika et al if we don't absorb them and leave them be within what is a very loose and flexible union Biafra. Within Biafra, Alaigbo is ours, everyone else develops on their own.

I use germay because we are almost in the same boat the germans were before otto bismark united all the german speaking groups at that time except for those that are in the present austria and switzerland.

As for the language it should be the written igbo as we know since no part of igboland speaks exactly the written igbo or 'central igbo'.

I was once in a plane with a gearman lady and she told me that actually no part of germany actually speaks exactly the written german you see.She said that the part of germany that speaks the closest to written germany are the people from the hannover part of germany.She said that the bavarian part of germany(where munich is the largest city) speaks a totally different german from the written german and that she cannot really understand[b] a bavarian well.[/b]

Definitely central Igbo with the emphasis on "central" as a point of unity. In our three years of our own country we were rated the most advanced Black country in the world. We need to continue where we left off. Re-awake our Igboness and supress europeanism.
Hmmm, there's some stuff brewing up over this, better to get this resolved asap. Many scholarly articles have pointed the need to keep all dialects (which I support with a view to gradual integration). As Igbo have no kings, so is no one dialect more superior than any other is the argument put forward on this issue.

I think Biafra has to be well defined especially to the minorities this time so they can understand no one will take advantage. Hence in the groupings I had Ndigbo as a nation and Ibibio, Efik etc as other nations with presidents/prime ministers. We then practice rotation amongst the head of these nations to ceremonially head Biafra for a period of say 6 months each.

I am not sure how currency comes into this but if you ask me entrance into army should be of equal chance for everyone.ie on the forms sub group or clan indication should not be there as it is not needed.

At the end of the day, I still see myself as an Aro Igbo. Hence I said Aro first. I am loyal to the Igbo people, but my clan comes first.

Some do while some do not.However those that do from my experience increases as the years go by but quite a substantial amt still bieleve in clanhood.

However it depends on the type of government we are to adopt.
This is an Ndigbo trait (reason why we survive too) with many advantages often misconstrued as individualism. But with a worst case scenario that say 80% believe in clanhood, what system of govt. should we adopt?

- Protection of a language, the national language can be used everywhere without considering other language, because there are no other national languages apart from dialects.
- Protection of culture and history, again you won't have to worry about others
- Strong sense of national identity (you've provided points for why there would be this)
- Clear basic history of the country, there would be one story of origin of the country, even if the story is a myth.
- Easy identification of an original culture for a diaspora (e.g the African diaspora can claim a whole nation and be properly claiming their homeland).

Agree with the first additions as parts of the conditions for nationhood. I was alluding to the ramifications however.

As for the classifications; lets take the French. When contesting elections, as long as the candidate is French, his origin (Paris, Lyon, etc) does not put him at a disadvantage; he is accepted as French. Same with the English.

When the Frenchman from Paris is applying for a job in anywhere in France, he is considered equal with those even from the surrounding location of the job. A Parisian can get a job as VC in Lyon university and the sky won't fall.

The borders of Paris would be sorted overnight if discrepancies arise; let Italy try their luck with claiming some corn fields in France,

Obviously as the Frenchman differs from the Englishman in culture, language etc  hence different constitutions, all agreement have to satisfy both parties; no shotgun weddings etc

Configuration for the new nations

It is not a matter of 'if' but of 'when' the country eventually breaks up. The signs are clear and there is no need to begin to trot out all we already know that would cause the break up. Thus the preparation for the new nation(s). The clamour for a new 'arrangement' is even more inherent in all Africa today. I will use Ndigbo (my race) as a case study that could be adopted by other emerging nations all over Africa. We won't be caught out in the coming scenario (as always Ndigbo are always prepared) but there are some the pressing issues of governance (perharps highlighted elsewhere)  that I would like to bring up. In this discourse I would introduce a framework that seeks to address at 99% of the present condition in Nigeria today.

As we know this continent is a very unique continent with unique problems; the Europeans carved up this continent for exploitation and planted psychological bombs (by omission or comission) before leaving. The 'nationhood' they bequitted was a false one, however even that 'false one' was perharps the little good they thought they could do before leaving. They locked nations into geographical confinements and left. The creation of nations (by definition) was too much work and if they decided to work by the arrangement (nation definition) that they had back in Europe, they would have had to create nothing less than 500 nations in all S.S Africa. There were more sinister motives (which we already know) no doubt, but let it be assumed that they meant well. 500 nations is a bit much we would agree; I'd be the first to quit, given that task. Of course the word banded about as a justification was 'diversity'.

From this point onwards I would use Nigeria as the microcosm representing Africa. Nigeria has no less than 30 nations* (*based on the European definition). The foremost of these nations* is Ndigbo (this is not open to opinions). Thankfully these days a good number of African nations* are at about 4.00am of their sleep; this century will be very interesting. Of these geographical enclaves the foremost is Nigeria (again not open to opinion). We know what the 1960's brought us as a result of 'being awake' or 'tearing eye'.

Now for this 'diversity'(adversity) to 'be felt we had to come up with this strait-jacket formula called quota-system and federal character so that a (pseudo-)national development in all spheres seemed possible without anyone 'feeling cheated'. This meant all nations* within the geographical enclave had to be relatively at the same level and any attempt for a nation* (esp. the foremost nation*) to move forward was met with dexterous resistance. This resistance has its own limit and tends to eat itself out while assuming its job of resisting. The signs are clear and there can be only one outcome in this who-will-thrive-when-geographical-enclave-gives-in-contest: Ndigbo. All areas of human endeavour succumb to this fact which is not open to discussion. However this is not about survival; were it not Chineke we would have been all consumed, hence our survival is guaranteed. However, it is about excellence. We do not want to be overburdened with taking care of unsettled nations*, border skirmishes, foreign (African) aiding, peace keeping, immigration, citizen safety outside Alaigbo etc. It is on these premises that the new structure is proposed.

Firstly, let us consider the ramification of nationhood*:
- Being able to participate in any organization without origin bearing any relevance
  i.e. a Frenchman can work in all of France without the need for affirmative action'.
- Being able to be from the specific area of birth and not necessarily paternal migration.
  Manchester born parent give birth to children in Liverpool; the children are from Liverpool.
- Being able to run for any governmental position without exclamation emanating from place of origin.
  very obvious,
- Ability to have a defence (army) with a COMMON cause
- Total allegiance to a constitution and to no other interests
- Have DEFINITE geographical boundaries
- Ability to grant citizenship and assimilate people of other races 100% or there about. etc

As we know, these thing are amiss in virtually all S.S Africa.

There are tiers of society that are necessary to form and meet the ramifications of this nationhood* and not simply a geographical point on a map. I would use myself as an example of the tiers that would be relevant to me and some Ndigbo in the present day Nigeria .

Compare this to a man from Birmingham or a man from Paris.

The tier of Europe is present due to the fact that Nigeria is best suited to being an economic union (e.g. ECOWAS or a EU-lite). Historically speaking the European configuration has proved adequate for peace and development (see Israel and the 12 tribes (sub-nations) and the configuration). From economic cooperation to ally-building, a 2/3 tier configuration has been adequate. Taking the lowermost 2 tiers of the Nigerian situation, and equating with the European version, Anambra ought to be a nation (assuming Igbo is the only present nationality*). NO!. Alaigbo - YES!, with commas. To remove these commas, the lowermost 4 tiers need to be broken, since we are also in the west of the Niger and some little portions in Benue. We would have:

  Nigeria
     |
  Alaigbo

Equating this to the British condition, we would have:

  Africa
     |
  Nigeria
     |
  Alaigbo

This configuration would mean well over 500 nations* when used for nations* like Ogoni, Efik, Ibibio etc. Honestly U.N's database and workforce, budget etc  will need tripling (at least!); it is not easy doing this. An attempt to address this huge number is then presented (not applicable to nations* like Yoruba):

       Africa

       W.Africa Zone 1 (Former Nigeria, Chad, Benin Republic and Togo)
          |
       Biafra 2.0
     |     |     |
  Alaigbo Ogoni Efik etc.

Outside of Biafra under this arrangement, we can be more assured that our interests will be well respected and secured. Biafra has more a structural similitude with the Britain configuration. The most authoritative and clear document within reach of this configuration is available at http://www./BGIE/Biafra%20Charter.htm .

I like the province structure presented within that document. It is not distinctive enough however with respect to the component nations*. We should have a discourse on this with credible resources such as those provided by Richy et al. Also a list of the various constituencies (on the map) would shed further light on these issues. Maazi Eziachi please enlighten us with your experience.
