(20.4% higher than 2016 estimates)
Assumptions, projections
Benchmark crude oil price – $42.5 per barrel
Oil production estimate – 2.2 million barrels per day
Average exchange rate – N305 to the US dollar.
Aggregate revenue available to fund the federal budget is N4.94tn
Deficit – N2.36tn (about 2.18% of GDP)
The deficit will be financed mainly by borrowing which is projected to be about N2.32tn.
067tn of borrowing will be sourced from external sources while, N1.254tn will be borrowed from the domestic market.
Expenditure Estimates
The proposed aggregate expenditure of N7.298tn will comprise:

Recurrent Expenditure
A significant portion of recurrent expenditure has been provisioned for the payment of salaries and overheads in institutions that provide critical public services. The budgeted amounts for these items are:

87bn for Ministry of Health.

These capital provisions are targeted at priority sectors and projects.

Thirty-nine-year-old president-elect of France, Mr. Emmanuel Macron, has said those who keep wondering at the age difference between him and his 64-year-old wife are misogynists and homophobes.
A misogynist is a person who dislikes, despises, or is strongly prejudiced against women; while a homophobe is a person with an extreme and irrational aversion to homosexuality and homosexual people.
Critics of his marriage to a much older grandmother are of the view that the marriage is not just a smokescreen for his homosexuality, it also provides him the opportunity to live what they call “parallel life.”
In an interview with the Le Parisien newspaper, Macron addressed the speculations about his sexuality and a so-called “parallel lives” that people had attached to him.
He said misogyny and homophobia were to blame for assumptions that he could not be in love with his wife.

He noted that if his wife was younger than him, nobody would question the validity of their relationship.
“If I had been 20 years older than my wife, nobody would have thought for a single second that I couldn’t be (an intimate partner),” he said.
“It’s because she is 20 (sic) years older than me that lots of people say, ‘This (relationship) can’t be tenable, it can’t be possible.”
Reports concerning his relationship, he claimed, were due to “misogyny” and people submitting to “traditional, homogenous” views about society.
Mr. Macron first met his wife, Brigitte Trogneux, when he was a 15-year-old drama student. They developed a closer relationship when they worked together to re-write a play.

The couple married in 2007, when he was almost 30 and she was 54. During the presidential campaign, Ms Macron has been a constant figure by his side.
The Independent says a new biography of the politician revealed that the teenager’s parents were shocked when they discovered he had started an affair with his married school teacher.
Brigitte had three children in her first marriage. They are now all grown up and work as an engineer, a cardiologist, and a lawyer.

Mr. Macron, who beat Front National candidate Marine Le Pen at the weekend with 66.1 per cent of the vote, also addressed rumours that he was gay.
He claimed there was “rampant homophobia” as people would accuse him of being a homosexual as if it was a “stain” or a “hidden disease.”
Mr. Macron said that people who peddled or accepted such rumours had “lost their sense of reality” and had a “big problem with homosexuality.”
“There is a big problem with the presentation of society and [how they see] the place of women,” he added.
The President said such rumours about him were also “destabilising” for those who were closest to him and he was “sad” that politics was not more “civilised.”

IPOB: The Anatomy Of A Journey Without Map By Churchill Okonkwo
To think that an Independent State of Biafra is in the best interest of Ndigbo in Nigeria is still puzzling to me.

I n a treacherous Nigerian political terrain, embarking on a journey without a map is akin to a ram going to a head-fight without a skull. Even with a map, you still need to know the contours and other geophysical attributes of your domain in order to navigate the challenges you will encounter in the course of the journey. Ndigbo have a saying that, if a child is not well prepared and mature enough to seek what killed his father, what killed his father may kill him, too.
Some of the consequences of embarking on a journey without a map are that your trails will be lined with thorns rather than roses; your vision will be blurred rather than clear, all of which could make your journey endless. In the case of IPOB, the interesting outcome of attempting to navigate the complex Nigerian political terrain without a map was getting stuck, only to be rescued by your uncles you once characterized as “saboteurs”. The first lesson for IPOB: a newborn child does not throw his father up and a boisterous show does not imply knowledge.
Talking about noise, it is an irony that Nnamdi Kanu, who is meant to be Odimegwu Ojukwu reincarnate, landed in the tummy of FKK, who in an attempt to belittle Ndigbo once claimed to have slept with Ojukwu’s wife. What a journey, what an embarrassment. I hope that by now, my IPOB brothers would have admitted that they were heading in the wrong direction after watching the IPOB leader run into the arms of the Yoruba tribe they characterized as “betrayers”. Second lesson: during a famine, you will be forced to eat what you earlier said you disliked.
So, what should you do when you realize that you are facing the wrong direction in the course of a journey? Keep wallowing in the wilderness? Turnaround? Ask for direction? I guess the Chinese proverb “to know the road ahead, you need to ask those who are coming back”, is a good start. Where will IPOB find those that are coming back? In history books, oral and written.
The Pan-Africanist writer and historian, Prof. John Henrik Clarke, wrote that even though history is not everything, it is a starting point. He referred to history as a clock that people use to tell their political and cultural time of day. This history, he stated, is a compass we should use to find ourselves on the map of human geography.
Using a compass to navigate your way to a destination is not a dumb luck. It is paying attention to a wonderful tool of science. If the brains behind IPOP had paid attention to the history of Biafran Civil War or the history of the last two independent countries in Africa, Eretria, and South Sudan, they would have realized the folly in a headless ram initiating a head-fight. As such, they should have started by drawing a map, even if it is a sketch.
Without a clear map, one will certainly not know where he or she is. To think that an Independent State of Biafra is in the best interest of Ndigbo in Nigeria is still puzzling to me. To imagine that an independent country could be realized by going to an International Court of no consequence even to countries that obey laws was an illusion. It is also laughable and an act of lazy analysis to compare the EU or Scottish referendum to the realization of Biafra. Without any political backing, therefore, it is a big joke to be calling for a referendum on social media.
Here is a fact: no matter how long one travels in the wrong direction, getting to the right destination will remain elusive. The navigation to any destination should truly begin in the hearts of the voyager. This is the most important map of all. Where is the heart of Ndigbo? If we generate a heat map of Ndigbo, what will be the spread of our data matrix on the map of Nigeria?
If those behind this journey without map had measured the footprint of Ndigbo in Nigeria, they would have realized that the fastest way to get to the top of the mountain is to climb down. Because more than 60% of the heat map of the heartbeat of Ndigbo in Nigeria are outside the domain of the enclave of Igbo states, any map of our domain should be boundless.
IPOB should make a heat map of Ndigbo in Nigeria and distribute it to all their followers and sympathizers. The intent is for them to stare at the spatial distribution of the heartbeat of our brothers and sisters anytime they get that strange feeling of destroying the “zoo”. By so doing, they will realize that destruction of the “zoo” is like committing suicide.
The struggle to ensure an equitable Nigeria, essential to the vibrancy of Ndigbo should not be about changing the map of Nigeria. Rather, what is needed is mapping a change of the way we assert ourselves in our domains irrespective of whether it is in Lagos or Kano. My duty is to bring Ndigbo out of this lethargy of always seeing themselves as poor victims that are being trampled by every other tribe in Nigeria. Not everyone is trampling on us. We are champs.
This botched journey should be a lesson that an old woman that provokes a fight but is not pushed to the ground, will provoke again. It is hoped that the voyagers have discovered that Biafra is not and should never be all about them. From here, it is hoped that they will learn to be who they are meant to be in the first place - ordinary mortals with no superior powers. When a black ant bites the buttocks, it learns common sense.
Before IPOB, there was MOSSOB. Like Uwazurike, like Nnamdi Kanu? Time will tell. After this distraction from what the focus of Ndigbo should be in Nigeria, there is currently a pause, a space. In that space lies our freedom to choose how to respond. How should Ndigbo respond? Push for restructuring of Nigeria state? Look inwards and develop the Igbo States? Or Both?
I am happy to hear that Ohaneze will attempt to “convince” Nnamdi Kanu of the need to push for a restructuring of Nigeria rather than acting like a turtle that geared up beside a river that swallowed an elephant as if it will fly over it. To succeed, however, Ohaneze should let the experience from IPOB’s journey without map shape their approach in agitating for restructuring.
As the call for restructuring garner momentum, Ohaneze, just like IPOB, should know that some renegades in the zoo that made the most out of the captivity of Nnamdi Kanu, will be key players. They should know that it will take the cooperation of the dissatisfied ethnic nationalities and different interest groups in Nigeria to make headway with restructuring. As such, Ohaneze should be careful in their actions, not to destroy the bridges that will be crucial in crossing the shark infested rivers of a restructuring. A word is enough for the wise.
In the final analysis, the need to have a map before embarking on any checkered political journey in Nigeria, including restructuring is very crucial. The concept of ebule ji isi eje ogu (A ram goes to fight with its head), without a strategy, even with courage, is outdated and folly.

If you listen to the soldier's side story, you may not totally blame them. Think of their Counterterrorist training, risks they take being on highway, harsh weather condition and all. What the lecturer should have done was to submit the phone and beg seriously then sincerely apologize if the phone is released. I witnessed one scene on abuja keffi road; a woman was receiving a call too, when the solider asked her to come down and submit the phone, she knelt down and started begging that she didn't know the rule. everyone there with the soldiers just laughed and they just asked the woman to joined us in the bus with her phone. Being humble at times can save one from danger even from an arm robber let alone a sane soldier.

Buhari cited that section of the constitution amd transmitted a letter

The section does not even empower him to mention anybody as acting President if not he could have nominated his wife or mentioned any other person.

As soon as that letter was read on the floor, the VP becomes the acting President AUTOMATICALLY until another letter comes in tindicating that the President is back.

The reason Jonathan had issues was because such letter does not exist and it led to a constituional crisis hence DOCTRINE of NECESSITY was invoked to be able to recognise the then VP as Acting President.

6:1 Therefore leaving the principles of the doctrine of Christ, let us go on unto perfection; not laying again the foundation of repentance from dead works, and of faith toward God,

6:2 Of the doctrine of baptisms, and of laying on of hands, and of resurrection of the dead, and of eternal judgment.

6:3 And this will we do, if God permit.

MESSAGE:

In the midst of delay, man often comes up with alternatives to God’s original plan or purpose. This is a dangerous thing to do because man’s alternative charts a new course, which can completely take the individual concerned out of God’s original plan. Also, any such alternative is usually nothing more than a quick fix compared to God’s permanent solution. Speaking of quick fixes, the age we live in encourages that. We live in an age of instant gratification. Most people are no longer interested in any type of process; whatever they want they want now! This is what I term the “Microwave Mentality”. People are so much in a hurry that they cannot dedicate time to do what they should do properly.

Sadly, the trend of microwave mentality has crept into the church and has given birth to what I call “Microwave Christianity”. Microwave Christianity is doing more harm than good to the Body of Christ. A preacher says, “All you have to do is just believe”. The sinner says, “I believe” “Praise God, you are now born again”, the preacher replies. He is in so much of a hurry to get the sinner saved that he cannot even tell him or her to confess his or her sins to God. Can God save a sinner who has not confessed his or her sins (Romans 10:10)? That is “microwave salvation”! The name of that sinner may be written in the preacher’s book or register of church members, but is it in the Lamb’s book of Life? What about discipleship? Everything follows the same pattern – microwave! When products of this anomaly are confronted by the storms of life or persecution for their faith, they find it difficult to endure. Isaiah 28:10 reveals to us the pattern we must follow in raising champions for God:

”For precept must be upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little:”

In this age of instant gratification, God remains unmoved and unchanged: He still follows His order and timing in raising those He will use. Every spiritual microwave product portends problems, sorrow and regret in the future. From salvation to discipleship, no stage must be skipped. Diligence plays a key role in everything that concerns the Kingdom of God. Hence, Hebrew 6:1 says the elementary principles must be laid first, before you can move on to perfection. If the foundation is tampered with, the product will be unstable. When people are recommended to occupy spiritual positions that they are not spiritually qualified for, those sponsoring them are only creating problems for the future. Are you a product of Microwave Christianity? Go back to the basics and rebuild yourself!

Key Point:

If we fail to diligently fight for the faith that was delivered to us, a time will come when all we would be left with will be fakes!
