THISDAY over the weekend, exclusively took hold of the original copy of a report by the Petroleum (Special) Trust Fund (PTF) Interim Management Committee, instituted on July 7, 1999 by former President Olusegun Obasanjo.
Based on this report, the PTF under Buhari's supervision was mismanaged. The report was however neither made public nor was it acted upon by the former president.
In its summary, the Committee had advised Obasanjo to "set up a high powered judicial panel to recover the huge public fund and to take necessary action against any officer, consultant or contractor whose negligence resulted in this colossal loss of public funds."
According to the report, the sum of N25,758,532,448 was mismanaged by the Afri-Project Consortium (APC), a company contracted by the PTF as management and project consultant. Buhari as PTF chairman was said to have also "delegated to them the power of Engineer in all appropriate project requiring such power," which made them assume absolute powers to initiate, approve and execute all projects by the PTF.
The mismanagement that took place in the PTF under Buhari's watch was said to have been carried out by the APC (the company) in their capacity as management and project consultants. Both their management services fee and budget for several projects carried out during the existence of the PTF were greatly overpriced.
While carrying out its obligations, the Committee made up of Dr. Haroun Adam as Chairman, and Alhaji Abdu Abdurrahim, Mr Achana Gaius Yaro, Edward Eguavoen, Mr. T. Andrew Adegboro and Mr. Baba Goni Machina as members, engaged three management consulting firms to verify all payments made to PTF from inception to September 30, 1999.
On verification, according to the Committee, "it was found that they (the consulting firms) had overcharged PTF for their services to the tune of N2,057,550,062". Also, while intervening on behalf of the PTF in the road and waterways, education, food, health, and other sectors, the APC, according to the report, inflated all the prices.
For instance, intervention in the health sector, was said to have totalled N9 billion. Projects in this sector were said to have been executed by the APC and PTF in-house staff, and loss of billions of naira were recorded due to price inflation of products and services.
To purchase spectacle frames, which could have been done locally at a price between N80 to N880, the APC, under the watch of the PTF chairman, bought them at an inflated price of N1,900 each. Ambulances were said to have been purchased at N13 million per unit, instead of N3 million. And then price inflation of drugs were done to the tune of N1.5 billion.
The report also said that the PTF lost money to the tune of N3.5 billion from its bank account operations. The PTF operated its bank accounts under three different categories: Administration, Project and Treasury accounts, and the loss of money to these accounts were said to have been due to "overcharge on Cost of Turnover (CoT), non-payment of interest on current account balances as stipulated by the Central Bank of Nigeria (CBN), short payment of interest on deposited funds, and other various discrepancies."
While discharging their duties, the Committee discovered that an average income of N182 billion accrued to the PTF from its inception to the date of filing their report. According to the Committee’s report, the PTF used about 70 per cent of that income on highways and urban road projects.
The report stated further that, "In this project sector there was total variation of contract sums of N68 billion. These variations were not done with properly priced bills of quantities and approved civil contracts procedure as stipulated by government regulations.
"Taking the experience of what has been discovered after verification of various contracts awarded by PTF the minimum potential recovery will be about 15%. This estimated percentage will be about N10 billion. The verification of this project sector was about to take off when the committee members were replaced." This Day [/s] Trash! The story:
A retired General wanted the No 1 position of the Republic! Everything was just moving fine for him until someone leaked an info that the only document submitted by the General was an Affidavit.
This caused his opponents to demand for the where abouts of his certificates especially that of the secondary school.
The General was not forth coming! His layers went to court to sue all those asking for the certificate, arguing that the general did not any certificate but rather just to have attended school.
While this was going on, a group of hot heads, formed an association called the Affidavit Club!
Members could go to any court, swear to any oath and clame whatever they wanted.
One of them, a chemist went to court and swore an oath that he lost his medical certificate, and then began to practice medicine with with it.
One of them, went to court swore an affidavit that he was married to one particular rich lady, but that the lady was denying him and he had lost the marriage certificate! So, with thw affidavit, he was asking to pack into the lady's house.
Even a criminal shocked the court, when he produced an affidavit that he was innocent of the crime he was being tried for!
Towards the end of part one, the reasonable people were demostrating all over the land, asking for the affidavit madness to stop! They called for the trial of the general.
The general got angry, called for a press conference and was annoucing a decree 4 that would ban the use of the word certificate and ensure the arrest and jailing of anyone who mentions the word.
Some people were seen shouting in the crowd
"this is democracy, no way for decrees".

I am not GEJ supporter but I agree with most of what you listed except the last part. The problems of GEJ's campaign are not limited to what you have listed and disagree with you on the last part where you advised he moved his campaign team to Yenegoa. Communication apparatus, accommodation, comfort and security are available in Abuja unlike Yenegoa. They can get their messages out of Abuja faster than Yenegoa. How do you expect someone like Abati, FFK, Okupe, and other campaign team operatives to function in a land that is foreign to them? Don't forget, GEJ said on national tv recently that "commercial kdnappings" are going on in that part of the country. Here are some reasons why GEJ campaign is in disarray: 1. Over reliance on old discredited bumper sticker accusation against Buhari which people are not buying into anymore. For example, Islamization of Nigeria, Boko Haram sponsor tag, Sharia general tag are not sticking. In fact, the general has been buoyed by those tags in recent months. People have done research on their own and found out the general did non of what he has been accused of. 2. Yemi Osinbajo Factor. Choosing the Pastor/Professor of Law was a masterstroke. It took out gas out of GEJ's campaign. GEJ's campaign operatives e.g FFK, Okupe and co were hoping for Fashola. Instead, Buhari chose Osinbajo and that ran gas out of their tank in GEJ's camp. GEJ's camp led by FFK didn't see that coming. They had prepared and positioned their war machineries against Muslim/Muslim ticket.  3. Amaechi Factor. They were busy mocking Amaechi  . Instead of getting out message against Osinbajo after he was chosen by Buhari, GEJ team spent the next two weeks attacking Amaechi for losing out V.P slot. Was Amechi ever in the running? They got on TV accusing Amaechi of spending 33 Billion naira, 17 Billion Naira and 20 Billion Naira. GEJ had three of his associates on TV talking about three different numbers of what Amaechi spent on Buhari campaign and people didn't buy any of it. Only a foo.l would have believed Amaechi spent that on Buhari's campaign. 4. Co-Ordinated Attack by APC. This was another masterstroke by APC in the last two weeks. There have been relentless attack from APC team against GEJ in the last two weeks. Let it be either from Obasanjo, Fashola, Lai Mohmmed, Oshiomohle, Aregbe and co. These people were talking about depletion of Foreign Reserve, oil theft, Federation Account, etc. GEJ was there when some rogues were donating billions of Naira to his campaign. The national dailies, TV, radio were in full broadcast mode when this happened. This very event did not help GEJ. It hurts GEJ in the short and long term. At the time Okonja Iweala was preparing the nation for austerity, GEJ was participating in an event where billionaires were donating billions to him while the country was watching. GEJ was hammered by all for this show of carelessness and rob it in your face attitude. In fact, some PDP politicians grumbled quietly about this. 5. Lack of Transparency during PDP Primaries. The entire country saw how PDP primaries and APC primaries went. Nigerians were surprised with the way APC conducted their primaries across the nation. Most especially the presidential primary was excellent. On the other hand, PDP primaries were marred by fraud, imposition and decampment. As a matter of fact, there are states where PDP still have no candidate on the ballot as at today. 6. Naira Decline and Late/Non Payment of Salaries. The Naira free fall and non payment of salaries in many ministries, and parastatals are hitting people hard. My blood brother got appointment letter in August and resumed in September but he has not been paid a penny. My brother is not alone. Many parents couldn't celebrate Christmas as they wished because they were not paid the last two to three months salaries and areas before December 31st. 7. Negative News around GEJ. There is no day that goes by in the last month without negative news about GEJ, PEJ, PDP, GEJ associates or aides. Ask yourself how many positive news has come GEJ's way in the last two months. 8. The visit to IBB was a bad move. Many Yorubas detest IBB for what he did in 1993. It was on TV for about a week that GEJ went to Minna to visit IBB with GEJ appearing on TV talking about visiting his father and how much he had missed his father. His behavior was unpresidential. While at it, GEJ was behaving like a drunk man. Saying on national TV on December 28 that "tomorrow is New Year". That was a characteristic of a clueless man being displayed on national television. 9. Lack of Political Gurus. GEJ does not have political operatives who know their onions. Why would a president go on TV and say to the nation that he's been given wrong advice by people around him. Then followed by GEJ saying he was finally coming up with his own anti corruption plan. Really? Political season is when people pay more attention to what is going on around them. The whole country was watching while GEJ was killing himself with kindergarten mistakes. Many people would have looked and shook their head that the man has no ideas of his. Who are his advisers? Who writes and vets his speeches? It seems he has political kindergarteners around him. Don't let anyone deceive you. GEJ is truly a worried man today. He is more worried today than he was six months ago. He is not sure of what is going on. - Due to the insurgency in North-east, I reduced the number of voters for Buhari in the North-east. Buhari could have got 2-3 million more in the North-east but many voters have been displaced there.
- I have been conservative with Numbers of votes for Buhari in the North-west where indication shows that voters turn out could be between 80%-92%.
- Base on my assumption, I project total votes turnout to be around 53 Million out of 66 Million voters as published by INEC. I project around 13 Million voters to stay home . [/b] |

donphilopus: Unfortunately, the PDPians on Nairaland are unable to see the reality on the ground. Their thought is that Buhari is only popular online, while they're popular offline. But most people who voted Jonathan, Ribadu and Shekarau because they didn't know who Buhari was then have since pitched tent with him. They should continue giving themselves false hope by requesting for Buhari's certificate, while Buhari continue seizing their strongholds!
My Prayer is that the Voters turnout in Kano should not be less than 90%. Jonathan would beg for 5% in Kano, but he won't get it. We wanna render him useless after the election! That is the koko! 90% in Kano. 70% turn out in Lagos, Ogun, Oyo and Osun. 60% in Bornu, and the rest of Northeast. That should do the trick for Buhari. |

I just don't understand those two states in SW. There is fiber of bigotry with that part of Southwest. I am sorry to say that. Dannyset: A northern-based human rights activist and the All Progressives Congress, APC, senatorial candidate in Kaduna State, Malam Shehu Sani, on Sunday said the promise made by Vice President Namadi Sambo that he’ll deliver two million votes in the state to President Goodluck Jonathan in the forthcoming presidential election was a “political scam.”
According to Sani, Sambo is only deceiving himself and Jonathan with his “wishful promise.”
It would be recalled that the Vice President while picking up his Permanent Voter Card at his ward in Kaduna North Local Government Area in the state said he’d ensure President Jonathan gets two million votes in the election in the state.
But Sani, while reacting to Sambo’s statement, said the Vice President was only hallucinating as he doesn’t have the capacity to deliver Kaduna State to the President.
He added that both Jonathan and Governor Yero would lose the state in the forthcoming general elections.
“Imagine the Vice President promising Jonathan two million votes. Where will he get the votes from? Sambo is in Abuja, forgetting there is a day of reckoning. He is now desperately ignoring reality. Whenever he calls people to Abuja to deceive Jonathan, they would wear Jonathan’s clothes, with pictures and portraits. But immediately they move near the Kaduna Toll Gate, they will change their dresses and disassociate themselves from Jonathan.
“Is that not deceit? Why can’t they stand by what they believe in? There are no PDP House of Assembly candidates or others that pair pictures with Jonathan. They erect his billboards and posters in the night, with security (men) watching them. It is deceit. We will defeat them, come February, and install the popular government.
“Nobody is against the PDP or President Jonathan because of religion or region. People are against them because they have failed to deliver. We are tired of lies and deceitful promises.
“They promised to revive our textiles. Till today, there is nothing and the problems persisted. There is no security. There is no cogent plan to tackle unemployment crisis, insecurity, health, education and other critical sectors,” Sani said.
