LAGOS, Nigeria (AP) -- Nigeria's currency plummeted Monday, losing more than 40 percent of its value as the government floated the naira for the first time in the history of the oil-producing nation.

The move was forced by a spiraling economic crisis and massive shortage of foreign exchange created by slumping oil prices and aggravated by President Muhammadu Buhari's 16-month-long insistence that the Central Bank defend the naira at a fixed rate of 197 to the dollar. Other oil producers like Angola and Venezuela devalued months ago.

The naira started Monday at 255 to the dollar but ended with $530 million being traded at 280 to the dollar among 21 banks, according to traders who insisted on anonymity because the Central Bank has not published the figures.

The naira had crashed to 370 to the dollar on the parallel market before last Wednesday's announcement that market forces will prevail amid a backlog of demand estimated at $4 billion by Nigerian economic analyst SBM Intelligence.

Private foreign exchange dealers stopped trading Monday as people wanting to buy foreign currency began bidding at banks, with the naira's new value to be decided by demand with no initial intervention, Central Bank officials said.

The parallel market rate dropped to between 315 and 330 to the dollar.

"This is good news for the majority of Nigerians," Ayo Teriba, CEO of Economic Associates consultancy, said of the devaluation. "The biggest gain is on the appreciation of the parallel market because the parallel market devaluation has destroyed domestic activities, with prices of local goods skyrocketing." Imported goods also have doubled and trebled in price.

Inflation is soaring at nearly 16 percent this month, and analysts say it will get worse before it slows down.

The parallel market will retain relevance as long as the Central Bank maintains a ban on buying dollars from banks for imports of 41 restricted items, from private jets to tomatoes and toothpicks, a move to boost domestic production and reduce the West African nation's heavy reliance on imports.

The devaluation is a boon for MTN, Africa's largest telecommunications company, which this month negotiated a deal to pay a fine of 330 billion naira, now effectively discounted by about 30 percent.

Among losers are companies with billions of naira trapped in Nigeria that they were not allowed to repatriate.

Analysts said the devaluation could exacerbate bad debts already standing at 10 percent of bank loans. Bankers will adjust loans made in dollars to the new value of the naira, including more than $10 billion loaned to Nigerian companies to buy assets from oil multinationals in recent years.

From the moment one boy called Nnamdi have to die in custody to save big Nigeria. Wat does dat say about Nigeria as a country? Nnamdi is not leading an armed struggle, he has not murdered anybody. Nigeria need to look again at the National conference and stop grasping straws. Buhari is not know for wise decision and Nnamdi Kanu is yet again another misplaced priority. Nnamdi is best released and ignored. Let us allow peace to reign.

The Indigenous People of Biafra, Ipob, a group agitating for the sovereign state of Biafra has boasted that at the end of the day, President Muhammadu Buhari and the Chief Army Staff, Lt.-Gen Tukur Yusuf Buratai will be jailed over several human rights abuses.
The group in a statement signed by its Spokespersons, Barrister Emma Nmezu and Dr. Clifford Chukwuemeka Iroanya also berated the Defence Headquarters and President Buhari for inaugurating a committee that is expected to look into the various complaints on human rights abuses, saying such was a waste of the nation’s resources.

The group said the same government and the military being accused of violating several rights cannot be investigating the same matter.

On Monday, the 21st of March 2016, the Nigerian Defence Headquarters represented by General Abayomi Olonisakin inaugurated what it called a 12-man committee on human rights. It is not clear if the Defence Headquarters is acting based on Section-5(1) CAP A20 L.F.N. 2004 or that General Olonisakin is trying to save the life and career of the never-retiring Lt.-Gen Tukur Yusuf Buratai who will end up at the prison yard, courtesy of the International Criminal Court (ICC) in The Hague, just like his Commander-in-Chief, Retired Major General Muhammadu Buhari would soon go to jail as well in The Hague for human rights abuses and extra-judicial killings. During the inauguration of the so-called human rights committee, General Olonisakin noted that “each member of the committee was invited to look into the complaints of human rights abuses levelled against the military” and “urged the committee to expand their focus beyond the North East, to also include other areas of contention including the issues emanating from clashes with the Islamic Movement of Nigeria (IMN), Indigenous People of Biafra (IPOB), and Rivers State election rerun amongst others.”

General Olonisakin also stated that the Armed Forces of Nigeria is “always guided by global best practices, Rules of Engagement (ROE) for military operations other than war as well as Codes of Conduct for internal security operations.” On the other hand, he warned that the Armed Forces “would not sacrifice professionalism on the platter of lawlessness or extra-judicial conducts of anybody or groups.” The terms of reference of this committee include “collation and documentation of written complaints, as well as investigation of all the alleged rights violations, interface with human rights bodies, recommend appropriate sanctions where necessary and advice generally on modalities to curtail violations of human rights by troops.”

It is very laughable that the so-called committee on human rights which was meant exclusively for the North-East of Nigeria was suddenly given the mandate to operate elsewhere in Nigeria as a face-saving measure to divert the attention of the public and the ICC from the upcoming criminal prosecution of Lt-Gen Buratai, Muhammadu Buhari, Solomon Ehigiator Arase, and other accomplices to the massacre of defenceless Biafrans which started seven weeks after the swearing-in of Buhari as Nigeria’s president. Is it possible for General Olonisakin to point at any report in the public domain from any committee that was set up to probe any of the killings in Biafraland? In 2013, some committees were set up by the Senate and the NBA to investigate the mass murder of Biafrans and dumping of their bodies in Ezzu River but the committees‘ reports were never made public. Even former Governor Peter Obi’s Ezzu River Autopsy Report is still hidden in government house at Awka.

On the other hand, how can the military be investigating crimes committed by itself and expect to get useful outcomes, in addition to the fact that this committee is not headed by a reputable Judge but rather the committee is mainly an assortment of retired and retarded members of Nigerian military? How can a murderer investigate his own crime? This is another waste of public funds in a country where the average citizen lives on less than half-dollar in a day.

Instead of spending so much money on logistics and other related expenses on this committee, we STRONGLY advice the Defence Headquarters to use this money to hire a formidable defence attorney who will defend them at the upcoming court case at the ICC. Perhaps, the attorney may be able to reduce by a few years, the imminent long jail terms for Buratai et al. Therefore the public should not be deceived by the red-herring strategy of General Olonisakin and his cohorts because Buratai and his co-murderers are prison-bound irrespective of the so-called committee on human rights.

This committee is nothing but a deceit and a charade!!!

A former US Congressman who piloted relief flights in the now defunct Republic of Biafra during the Nigerian civil war (1967-1970) has spoken in favour of a referendum for the independence of the Biafran territories. This region was forcibly annexed to modern-day Nigeria during the British colonisation, which ended in 1960.

"The Biafrans have known suffering and death and as a responsible witness to that holocaust, and as a Christian man of honour I add my voice to those calling for an internationally recognized referendum on the future of Biafra," Robert Dornan wrote in a statement, sent to IBTimes UK by the Organization of Emerging African States (Oeas).

Dornan flew at least 12 food-relief night flights to Biafra during the conflict, erupted after a Biafran Republic was established in 1967. Following a civil war that claimed between one and three million lives, the republic was re-annexed to Nigeria.

Dornan said: "I was there piloting a dozen mercy flights to help feed starving Biafran children. It was an experience that stayed with me always. Incredibly, Biafra is creeping back into the headlines."

The statement by the former member of the US House of Representatives came as a pro-Biafran movement is gaining momentum in south-eastern Nigeria, where activists hold regular marches calling for independence and the release of their leader Nnamdi Kanu.

The activists often claim security forces open fire on "unarmed" and "peaceful" protesters. Amnesty International confirmed to IBTimes UK that Nigerian security forces had used excessive force against pro-Biafran protesters on some occasions. However, the army and police have denied allegations of violence.

"No one wants to see another Biafran war. With over 185 million people in Nigeria and about 40 million in Biafra, the results would be a catastrophe of Biblical proportions. The timid leadership in the United States and the European Union has sadly neglected and side stepped the Biafra issue," Dornan continued.

The Nigerian government has always maintained that Nigeria's unity is a priority for the country and that although peaceful pro-Biafran protests are welcome, demanding the breakaway of the Biafran territories is against the constitution.

Dornan is the latest public figure to speak on the Biafra cause. Earlier in January, the high representative for foreign affairs of the European Union, Federica Mogherini, responded to a letter by Oeas seeking support in the ongoing independence fight.

British MP Angela Reyner met with some Biafran representatives in the UK and said in a statement on Twitter that she had contacted the UK Foreign and Commonwealth office expressing concern over "the situation in Biafra".

Reyner's call for investigations on the ongoing situation followed MPs Tom Elliott and Danny Kinahan's motion in which they acknowledged pro-Biafran calls for independence. The motion read: "That this House acknowledges the Biafran issue could be improved with the co-operation of the Nigerian government by offering a referendum; and urges the Foreign and Commonwealth Office to use its diplomatic strength to assist in the resolution of this matter."

In November 2015, James Duddridge, Minister for Africa and the Caribbean, confirmed that British consular officials will meet Kanu – who holds British and Nigerian citizenships – after a question from Kanu's constituency MP, Harriet Harman.
