The US does not have to be the sole refiner as they could be refined elsewhere such as neutral Malaysia. However, the US wants to dominate the sourcing as China is the sole domineering power. The Chinese have retaliated by barring the exports of refining technologies/knowledge outside of the country and permissible only when approved. However, there exists a risk of seizure of Chinese assets by governments backed by the US. Or an outright rejection of Chinese investments by some countries or high tariffs. The former has just happened in the DRC and the latter in Mexico.

This goes back to what many of us have been saying. China cannot continue playing by the rules when their rivals have long abandoned that pretense. It's either they fight back or continue issuing condemnations as they get dispatched piece by piece
