Even till date, the Lilongwe (Kamuzu Banda) International airport has not completed its taxiway and the Gaborone International airport (Sir Seretse Khama Airport) just completed its final terminal building and taxiway it built for decades.

Both major airports in southern Africa had a 3.5 KM by 60M runway, control tower and very modest terminal building. Thus they safely received flight by Jumbo jets from America, Asia and Europe for many decades.

A good international airport main requirement is a concrete-base with asphalt overlay runway of atleast 3.5KM by 60M, control tower and a building to process arrivals and departures. Good spacious glassy terminal buildings are just for the comfort of the passengers and prestige which can be added in time.

But there would possibly be an expansion in the future, when there is substantial economic boom to attract investors who are sure of its profitability. Some large airports weren't initially built that way, there were way smaller.
