In Ghana, Niger and even Gunea and Cemeroon Soldiers were never invited for electoral purposes. Why Nigeria? The ruling party the PDP have perpetrated huge rape against INEC and the Nigeria populace. They have been using soldiers to rig elections. With the New Card readers soldiers will make little or no impact.
