His IP address goes into the private log of the wallet provider and this log can be obtained with a court order.
So all the kidnapper needs to do is send the bitcoin and his IP address can be traced.
Once you backtrace the IP address with the telecom provider like MTN etc.
You then get the SIM contact details and also the cell tower it pinged.
Catching the kidnappers is too easy if the police know what to do.

Don't forget cyber cafes, VPN and tor.

It's close to impossible to trace a Bitcoin account, even for the US authorities.
