Terror groups and rebels are not synonyms. The rebels funded were for the purpose of defeating ISIS who did their job perfectly well. And to be fair, without them, the whole of Iraq might belong and parts of Syria might belong to them now and ISIS may still be stronger than what they are today. Stricto sensu, they were not terror groups at that time, they were rebels (a rebel is someone fighting against their government) that's not a synonym for terrorist. Rebels attack military installations, terrorists attack civilians in conjunction with military installations. Whether they later turned terror groups, I wouldn't know or whether they were actually terror groups at that time secretly used to defeat another terror group, I can't say cos available info states that they were "rebels" at least at that time.
