The District of Colombia or Washington DC is a Federal control district in the US that houses US federal institutions like the US Congress, the White House which is the official residence and office of the US President alongside other Federal bodies.

It is not administered under any state nor does it have an elected governor .

There is however an elected Mayor .

By all measures, Washington DC is not a state just as Abuja is not a state.

When has the FCT been treated equally as a State?

The National Assembly acts as the defacto FCT legislative branch since 1999.

The Minister is the executive administrator of the FCT but is not in anyway or hierarchy equivalent to an elected governor but rather is an appointee.

How did the APC suddenly change this well known status of the FCT not being a state?

The Lagos territory that was a five mile area comprising of Lagos Island, VI and Obalende - Ikoyi was once the FCT with the rest of Lagos state being under Western Nigeria.

Lagos became a state in 1968 but the FCT was not administered under the newly created Lagos state.

This is the same thing that applies to Abuja which by all indices is not a state but a Federal territory.
