Kano State Government has ordered immediate closure of boys section of Hassan Ibrahim Gwarzo College, Kano, over recent media report of alleged child abuse in the school.

Deputy Governor of the state, Prof. Hafiz Abubakar, announced the closure of the college while inaugurating a 14-man committee to investigate the matter on Friday.

Abubakar, who expressed government’s concern over the ‘’unfortunate’’ report, said that the committee was headed by former Vice Chancellor, University of Maiduguri, Prof. Abubakar Mustapha.

He mandated the committee to carry out a thoroughly investigation of the alleged sodomy in the school, especially the perpetrators of the act.

He directed the committee to identify all victims of the alleged abuses as well as establish the extent of abuse and levels of culpability.

“It is also expected to investigate knowledge of the school management on the cases and establish its culpability or otherwise,” he added.

The deputy governor charged the committee to recommend appropriate measures to be taken by the government to guard against future occurrence.

The committee, whose members included legal practitioners, civil society organisations, police, Hisba, has two weeks to submit its report.

The Buhari administration is working out how to ensure that government’s planning and budgeting for 2016 caters for the vast majority of Nigerians especially the over 110 million extremely poor, Vice President Yemi Osinbajo has said.
Mr. Osinbajo made the comment Friday in Abuja while meeting with a delegation from the Bill & Melinda Gates Foundation who paid him a courtesy call in his office, a statement by his spokesperson, Laolu Akande said.
According to the Vice President, the Buhari administration enjoyed the electoral support of many poor Nigerians who invested their hope in the new government.
He added that the Buhari presidency would deliver on its promises including the social investment programmes such as the Conditional Cash Transfer and the School Feeding Plan.
The vice president, according to Mr. Akande, also received the Ambassador of South Korea, Noh Kyu-duk.
The duo discussed how Nigeria and South Korea could deepen their diplomatic relationships, especially in the area of economic cooperation.

The delegation from the Gates Foundation was led by Dr. Mairo Mandara, the Country Representative in Nigeria, Mr. Akande said.

Lagos State Federated FADAMA Community Association president, Alhaji Abiodun Oyenekan, has urged the Federal Government to evolve a new credit policy that will contribute to agricultural restructuring and boost food production.

Oyenekan asked that farmers access to finance be improved to enable them buy agricultural machinery to increase their productivity and incomes.

According to him, many smallholder farmers do not have access to modern agricultural machinery that can help increase their productivity and improve both food security and incomes.

This is because they can’t afford new tractors. Without access to credit, he said they often have no choice but to continue farming without the benefit of modern equipment. He noted, however, that credit for agriculture is still facing difficulties, such as high interest rates and strict loan approaches.

Right now, he explained that loans given by banks are not single digits and tend to be too expensive for rural smallholders to take advantage of financing, and they can rarely meet the rigid collateral requirements or pay back the loan within the typical short-term lending periods.

Oyenekan said credit for agriculture still faces difficulties, such as high interest rates and strict loan approaches. According to him, restructuring the credit policy will lead to banks developing loans for agriculture, which include production and processing of agricultural products and processing and consumption, production of seeds in crop, livestock, fisheries, forests and supplying of products and services and lending for trade development in rural areas.

Besides, he said there should be support for partnership and application of high technology in agricultural production; increasing competitiveness to contribute to sustainable development of the agricultural sector and enhancing the living conditions of rural residents and contributing to implementation of the national target programme of new rural areas.

He said there are funding windows provided for farmers by the Central Bank of Nigeria (CBN) and the World Bank to boost government’s efforts to expand agriculture sector while providing food security and improved nutrition to the rural poor.

For the agric sector to develop rapidly, he said the economy must support it’s demand for credit and expand business operation towards modernisation.

A 10-year-old pupil, Opeyemi Sotirin, has escaped from her abductors, after she was seized on Tuesday at her school in the Ibafo, Obafemi Owode Local Government Area of Ogun State.

PUNCH Metro learnt that the primary three pupil of Victory Edge Nursery and Primary School, was found loitering on the long bridge of the Lagos-Ibadan Expressway, after trekking kilometres from the bush where she was abandoned.

Our correspondent was told that she was not injured by her captors.

She was said to have been picked up by a Quick Response Squad patrol team, led by one Inspector Ola Yahaya, who then took her to the Warewa Police Post.

When asked what happened to her, the victim explained that she had closed from school and was waiting for her younger brother who was having an extramural when two men accosted her.

She claimed that the men forced her into a parked vehicle and threatened to kill her if she raised the alarm.

She said, “After I closed from school at 2pm, I went to wait for my younger brother whose school is opposite mine. As I was waiting for him, two men came and then forced me into a black jeep. They threatened that if I shouted, they would kill me.

“They drove me far into the bush and I did not know where they were taking me to. After driving very far, they stopped. They looked at each other and suddenly asked me to get down and lie face down.

“Then they drove off. I did not know where I was, but when I saw footpath on the road, I decided to take it. I trekked till I got to the express.”

A PUNCH worker, Mrs. Oge Njoku, said she was driving on the expressway around 6.30pm when she observed the 10-year-old stranded on the long bridge.

She said, “Immediately, I knew something was wrong because there was no way a girl of her age could be alone on that road by that time.

“I could not drive back because of the cars behind me, so I decided to turn at the Fatgbems junction.

“As we were approaching the place where I sighted her, we discovered the QRS patrol van had taken her and we drove to meet them.

“She said she was living in Abeokuta before she was brought to Ibafo, and she had only started schooling there when she was abducted and abandoned in the bush. She said she was trying to locate one of her sisters living in Mushin, Lagos, and she did not even know the way.”

A member of the QRS team, who spoke on condition of anonymity, told PUNCH Metro that Sotirin was taken to the Warewa Police Post, so she could be identified and be reunited with her parents.

A police officer at Warewa, who spoke on condition of anonymity, said the victim could not recall her address but was able to tell the police the name of her school.

She said, “We took her to the school this morning (Wednesday) and she was identified as one of the pupils. The head teacher said her guardian had also reported a case of missing person at the Ibafo Police Division and that was confirmed.

“We tried to know if she had suffered any form of assault from her guardian, but she said no. So, I believe her account. She couldn’t have run away from home on her own accord.”

PUNCH Metro learnt that the victim’s guardian, Mrs. Opeyemi Tifase, later went to the station to take her.

The Deputy Police Public Relations, Ogun State Command, Abimbola Oyeyemi, when contacted confirmed the story.

“Yes, it happened. The police have reunited her with her guardian after taking necessary steps,” he said

Business40m Register For BVN As Deadline Ends Tomorrow by Fynestboi(op): 8:00am On Oct 30, 2015
Central Bank of Nigeria. CBN, has estimated the number of customers that registered in the bank verification numbers, BVN at 40 million.
In a statement yesterday, the apex bank disclosed that there has been less pressure in banking halls across the country among those seeking to do the registration, which goes to buttress the fact that the response in the exercise is encouraging.
CBN, however, disclosed that statistics from the Nigeria Inter-Bank
Settlement System Plc NIBSS show that 20,833,635 bank customers have enrolled as at October 25, 2015.
Following the huge turnout for the exercise, the apex bank asserted that a greater percentage of account holders have been enrolled in the mandatory registration. Despite the success, CBN said that what is left therefore is for the remaining account holders to get their accounts linked to BVN.
“Given the tradition of multiple accounts holding by an average Nigerian, which could be conservatively estimated at about 2 or 3 per an account holder, therefore, it could be safely assumed that over 40 million accounts might have been enrolled to BVN,” it stated.
The statement also disclosed that Nigerian banks’ customers in the Diaspora have taken advantage of more facilities provided for enrolment in more locations abroad.
CBN also debunked the insinuations going on in some quarters that 32 million accounts have been unable to do the registration although, admitted that some customers are yet to link all their accounts to their BVN.
“The point needs to be stressed here is that it is not enough to just enrol for BVN. The process is duly concluded only when all accounts owned by a bank customer are linked to his or her BVN.”
“From the foregoing, it becomes clear that the insinuation of about 32 million accounts holders yet to enrol was simply a misrepresentation that fails to take into consideration the multiple accounts holding habit of most Nigerians.”
The apex bank also declared that if anyone has not enrolled for BVN, it cannot be attributed to lack of facilities, but out of his/her individual volition and that by all indications, it can be safely said that the BNV exercise by the Bankers’ Committee in collaboration with the CBN has proved rather successful and insist that there will be no going on the deadline.
CBN in collaboration with the Bankers’ Committee introduced the BVN on February 14, 2014. This initiative of the Bankers’ Committee is aimed at ensuring unique identity for all bank customers and other users of financial services in the country by the use of the customers’ biometrics as means of identification.

About two hundred participants from the academics and practicing journalists are participating to in the ongoing 17th Annual International Conference of African Council for Communication Education (Nigeria Chapter).
The conference being the first to be hosted by the Department of Linguistics and Communication Studies, University of Calabar, has apart from participants from the academia and journalists from universities, also has in attendance media houses in the United Kingdom, United States and Africa.
This year’s International Conference/AGM, which started from October 20-23, with the theme: “Communication, Language And the 2015 Elections,” is aimed at undertaking a post-mortem examination of the 2015 general elections in Nigeria from communication, language and Linguistics point of view.
Speaking in an interview, the Head of Department, HOD, Linguistics and Communication Studies, University of Calabar, Dr Godwin Iwuchukwu, said over two hundred abstracts for the presentation of papers were received from enthusiastic participants from all over the world.
Dr Iwuchukwu, who is also the Chairman, Local organising Committee, LOC, of the Conference, said it was an opportunity for schorlas and practicing journalists to x-ray issues and events regarding reportage and use of language by media practitioners and academics.
The LOC chairman said that Professor Abiodun Salawu from South Africa and Prof Ozo-Mercury Ndimele of University of Port Harcourt were the lead paper presenters while Mr Donald Duke, the former Governor of Cross River State, was the keynote Speaker.
He added that several professors and media practitioners would also present papers which will be instructive and of academic essence. According to him, “Communication, language of the 2015 election in Nigeria will be discussed by journalists and academics who are coming together to form a post mortem of the language and communication of the 2015 election.
This will serve as guide for future elections in Nigeria and other African countries.” He said the conference would afford graduate and undergraduate students of the department an opportunity to interact with seasoned academics and journalists with a view to tapping from their wealth of experience in the field.
Also speaking to Vanguard, Chairman of the Publicity sub-committee, Dr. Oshega Abang said that the conference was for communication education and that much attention had not been given to this aspect of communication in the journalism professional.

Two women, married to the same man, died after both of them unknowingly touched a rope connected to an electric cable.
The incident happened on Thursday in Tungan-Wakili, Tafa Local Government Area of Niger State, located few kilometres from the Federal Capital Territory (FCT).
The first wife initially got electrocuted when she went to spread a cloth on the rope, .
The husband to the deceased women, Umaru Sadau, a ward head in the area, told City News that the incident happened after his first wife, Hajara, went to spread a cloth she used in draining water in the house, after a rainfall.
The husband, who could not explain how electricity current reached the rope, added that his second wife, Salamatu, rushed to the scene to rescue Hajara, having watched her fell.
Salamatu, whose neck, he said, touched the rope, died instantly while, Hajara, whom, he added, touched the rope with her two hands, died some minutes later, before she could be taken to hospital.
Sadau said that his late wives left behind five children.
