A former Chairman, House of Representatives Committee on Appropriation, Mr. Abdulmumin Jibrin, said on Monday that he did not need to go for a psychiatric test as recommended by the Minority Leader of the House, Mr. Leo Ogor. Jibrin argued that it was Ogor who should see his doctors to have his “big” corruption belly “deflated.” Jibrin, an All Progressives Congress lawmaker from Kano State, was responding to Ogor’s position that the former chairman should see a psychiatrist to ascertain whether “peddling lies” against principal officers and other lawmakers was not proof that Jibrin might be sick. Ogor, the Peoples Democratic Party legislator from Delta State, had spoken exclusively with The PUNCH on Sunday when he reacted to Jibrin’s latest allegation that the 10 principal officers of the House had “embezzled” over N10bn between 2003 and this year as ‘running costs.’ Ogor had stated, “His case is fast getting out of hands. Honestly, he needs help to stop peddling lies and to deliberately rubbish the names of his colleagues and the institution of the National Assembly. “I have seen that this man has an issue with his head and he should see a psychiatrist. Tests should be conducted on him urgently. I don’t know what he stands to gain by peddling lies against his colleagues.” But on Monday, Jibrin described Ogor as a lawmaker, who “epitomised corruption” in the 13 years he had spent at the National Assembly. He noted that the person who needed medical examination was Ogor to purge his “corruption belly.” The ex-appropriation committee chairman claimed that Ogor had always had his way in the House until he (Jibrin) stood up against him. Jibrin added, “Ogor epitomised corruption! He is the one, not I, who should visit the hospital and get his big belly, which is filled up with fraud and bribes, deflated. “Rather than for Ogor to simply tell Nigerians what he has received if he disputes my figures, he has resorted to personal attacks on my person.” Jibrin also alleged that the real reason Ogor hated him was how he frustrated his ambition of becoming the Deputy Speaker in 2015. “Ogor will never forgive me for the selfless and onerous role I played at ensuring he did not emerge the deputy speaker,” he added. http://punchng.com/padding-go-anti-corruption-surgery-jibrin-tells-ogor/ |

Abdulmumin Jibrin, the Kano lawmaker at the centre of the unfolding budget padding scandal, on Saturday said he was also a beneficiary of a questionable office maintenance allowance for members of the House of Representatives. Mr. Jibrin’s confession came a day after he accused 10 principal officers of sharing more than N10 billion in fraudulent proceeds. The 10 principal officers who allegedly received billions of naira in running cost allowance include the Speaker of the House, Yakubu Dogara, who allegedly got the largest share of N1.5 billion, Mr. Jibrin said. Others on the list are Deputy Speaker, Yusuf Lasun, N800 million; Majority Leader, Femi Gbajabiamila, N1.2 billion; his deputy, Buba Jibril, N1.2 billion; House Whip, Alhassan Doguwa, N1.2 billion; and his deputy, Pally Iriase, N700 million. The rest are Minority Leader, Leo Ogor, N1.2 billion, his deputy, Chukwuka Onyema: N800 million, Minority Whip, Yakubu Barde, N700 million and his deputy, Binta Bello, N700 million. Mr. Jibrin, however, said he regretted taking the loot, adding that he would explain how he used his ill-gotten N650 million. “I have records and account of how I spent every penny that I have taken. In fact, it has been published in a 150-page book,” Mr. Jibrin said. “However, I have never been comfortable with the money! Thank God the wasteful allowances regime has reached its Waterloo! The country and House will be better off!” Today’s revelation marks the first time Mr. Jibrin would deliberately implicate himself since he began driving the scandal five weeks ago. http://www.premiumtimesng.com/news/headlines/209397-ex-appropriation-chair-jibrin-admits-receiving-n650-million-illegal-allowances.html |

…Begins Deployment Of 13,000 CCTVs, 6,000 Street Lights In October …To Remove Three Roundabouts On Lekki-Epe Expressway The Lagos State Government on Wednesday announced plans to activate multi-faceted projects designed to improve the standard of living in the State, among which is the commencement of construction of a Fly-over Bridge in the popular Pen Cinema junction of the State. The Pen Cinema Fly-over is the third which the Akinwunmi Ambode-led administration in the State will be constructing after those of Abule-Egba and Ajah Roundabout. The State Government had also constructed a Pedestrian Bridge at the ever busy Berger Bus Stop along Lagos-Ibadan Expressway to facilitate easy human and vehicular movement. Addressing a joint ministerial press briefing at the Bagauda Kaltho Press Centre in Alausa, the State Government also announced readiness to commence the deployment of 13,000 Closed Circuit Television (CCTV) Cameras, additional 6,000 street lights and security sensors for surveillance and crime prevention across the State from October, 2016. Commissioner for Information and Strategy, Mr. Steve Ayorinde, who announced all the projects, said government is also set to decongest traffic along the Lekki-Epe Expressway through the removal of three roundabouts namely the 4th Roundabout (Elegushi); 5th Roundabout (Jakande) and the 8th Roundabout (VGC). He said the affected roundabouts would be replaced by the use of traffic lights, expansion of the roads and provision of dedicated turning lanes as well as additional lay-bys. Ayorinde further disclosed that the State Government has commenced the implementation of the Lagos Enterprise GIS upgrade and the Integrated Land Administration Automation System, which when implemented, according to the Commissioner, would ensure proper monitoring of government infrastructure for optimum benefit, fast-track the ease of doing business and improve government-citizen relationship. While explaining the scope of the Pen Cinema Fly-over, the State’s Commissioner for Works and Infrastructure, Engr. Ganiyu Johnson, said the government was pleased to announce the approval for the construction, which he said would be completed within 18 to 24 months, adding that the project would commence after the conclusion of the preliminary works. Johnson said the fly-over would be constructed from Oba Ogunji via Ijaiye Road into Agunbiade, adding that it would be 700meters long with some junction improvement at Pen Cinema. “We will expand Oba Ogunji Road and create barriers. The project will also accommodate a generous walkway similar to the Ikorodu Expressway and the bridge will have a free flow all the way to Agunbiade,” Johnson explained. On his part, Special Adviser to the Governor on Transport, Prince Olanrewaju Elegushi said the removal of the roundabouts on Lekki-Epe Expressway was part of the junction works and traffic system management designed by the present administration to enhance free flow of traffic. Elegushi recalled that when the road was constructed, it was accommodating about 30,000 vehicles per day, adding that the vehicular movement has now increased to over 50,000 daily. He said the project will be competed in six months, adding that additional lay-bys and other sleep roads have been designed with the project. Also speaking on the Smart City Project and the Integrated Land Administration Automation project, Commissioner for Science and Technology, Mr Olufemi Odubiyi, said among many other benefits, the EGIS project would help promote and encourage a secondary mortgage market and facilitate investment in properties. He added that the project would witness the installation of information highway-metro fibre and deployment of 4GLT across the State, adding that part of what government was trying to achieve was the full implementation of e-services like e-health and e-agric, among others. While addressing the production of crude oil in Lagos, Commissioner for Energy and Mineral Resources, Mr. Wale Oluwo, said the State Government is set to access the 13 percent oil derivation, and urged the Federal Government to license more private sector participants in the oil and gas sector. http://www.lagosstate.gov.ng/2016/08/17/lagos-to-commence-construction-of-pen-cinema-fly-over/ |
The Lagos State Police Command yesterday, uncovered eleven buildings in Ilasamaja area of Lagos, with one of them popularly called PDP house which were used for illlegal bunkering activities. The police equally arrested four persons allegedly involved in the bunkering. Lagos state Commissioner of Police, Fatai Owoseni; The buildings located on Ibadan and Abeokuta streets, had underground pipes which pump petroleum products suspected to be diesel into wells. Thereafter, the products are loaded into trucks, drums and jerricans at night. Vanguard gathered that activities of these suspects had been going on for over five years until policemen from Ilasamaja division led by the Divisional Police Officer, Titilayo Oriyomi Oluwasanmi, a woman Superintendent of Police, SP swooped on them at the early hours of yesterday. During the routine patrol around Abeokuta street, it was gathered that some buyers who came with jerricans and drums ran into a building on 10 Abeokuta street and locked the door from behind, on sighting the police van. The DPO was said to have gone back to the division, changed into mufti and returned to the street, with a jerrican and went straight to the building ,while her men positioned at strategic points . •Well where petroleum products are stored Apparently thinking she was one of the buyers, the door of the storey building on 10 Abeokuta street was flung open, only for the occupants to discover that the purported buyer was a cop. She was said to have combed the building to ascertain what they were doing, only to discover a brick on top of the well. She ordered her men to remove the brick, where it was discovered to the amazement of all that they were siphoning petroleum product from the well. Preliminary investigation revealed that owner of the building , Mrs Moji Adesina, had ejected all her tenants, in order to avoid being implicated. It was discovered that a pumping machine was mounted inside the well, from where the product is pumped into trucks which were usually stationed outside. Some jerricans and drums yet to be filled , were recovered close to the well. Checks carried on nine other buildings reveled that similar illegalities were going on there. It further discovered that under ground pipe was connected to some buildings on the next street (Ibadan street). One of the buildings comprising 17 rooms on number 11 Ibadan street, popularly known as PDP house, had stickers of the Peoples Democratic Party on them. Other buildings on same street where similar discoveries were made included numbers 7, 9, and 13. The eleventh discovery was made at about 1.35pm, while the Lagos State Commissioner of Police, Mr Fatai Owoseni, who visited the scene made an attempt to check the well of a building on number 5 Ibadan street. Owoseni who was accompanied by the Commander Rapid Response Squad, Olatunji Disu, an Assistant Commissioner of Police, therefore , advised residents of the affected streets to relocate , in order to safeguard their lives in the event of likely fire outbreak. Also on ground was the Area Commander ‘D’ Mr Salisu Gyadigyadi , an Assistant Commissioner of Police. Addressing the residents in Yoruba dialect, Owoseni said : “You can not tell us that you are not aware of these illegalities in your vicinity. Nevertheless, for your safety, it is better to relocate because with this discovery, perpetrators of this act may decide to set fire on the wells in order to jeopardize investigation. And when that happens, your lives will be endangered. Consider your lives and those of your children”. •Exhibits Investigation by Saturday Vanguard revealed that about five landlords allegedly started the illegal bunkering and introduced others. It was reliably gathered that over 50 buildings had oil wells around the area. Some of the wells were painted with sky blue colour to indicate their owners. Some were even connected to uncompleted buildings. However when approached, occupants of the buildings claimed ignorance of the on-goings. However, one of them who spoke with Saturday Vanguard on condition of anonymity, stated that, “We packed into this building ( 11 Ibadan street) four months ago. The first thing we noticed was that the well was locked. When we asked why, other tenants said the landlord locked it because kerosene was mixed with it. But every night, we notice movements where the well is sited. When my husband came to find out what the movement was all about, he noticed that the people were holding jerricans and drums. We sensed that something was amiss but could not place our hand on what it was. We concluded to pack out when the rent expires before this happened ”. Another resident, who simply gave his name as Ukachukwu maintained that, “all the tenants in the buildings know that there is oil in the wells but they are afraid to report to the concerned agency out of fear. Some of them who have stayed long are also into it. NNPC should also be investigated because at times, it will come as petrol and at other times, it will be diesel, the question is how is this possible without connivance with an insider in NNPC”? The residents however reacted to advice for them to relocate, begging to be given some time to gather money with which to pay house rent. However, houses where the discoveries were made were locked up by officials of the Nigeria Security and Civil Defense Corps, NSCDC . •11 Ibadan street, Ilasamaja General manager, Lagos State Emagency Management Agency, LASEMA Mr Michael Akindele who visited the area said that his agency was working out on strategy to prevent calamity that could lead to loss of lives and property, even as he advised the residents to seek alternative shelter. Chairman of the Ilasamaja Community Development Area, Alhaji Abdulfatai Abusiga, who expressed shock over the discovery claimed that he was never aware of such illegalities until yesterday. Also lending voice to the suggestion that residents vacate the area, the Sole Administrator of Isolo Local Council Development Area, Miss Abimbola Osukoya, said that the council would ensure that the directive was adhered to. Four suspects; two of them landlords and the rest tenants were arrested , with the recovery of four drums and several jerricans. The Lagos State Commissioner of Police said that the suspects would be interrogated with a view to arresting the end users. A former governor of Kogi State, Captain Idris Wada, on Saturday said he did not endorse Deji Adejayan as his candidate for the National Publicity Secretary of the party in its forthcoming national convention, describing the allegation as “criminal.” According to him, using someone’s name to gain favour without such a person’s consent was a crime, “not only to that person but even before the eyes of the law.” Wada in a statement by his Personal Assistant, Ibrahim Abdulkarim Wada, obtained by journalists in Abuja said his predecessor and former governor of the State, Alhaji Ibrahim Idris, has said he has never met Deji Adejayan in his life. He said, “My attention has been drawn to a publication claiming that I, Idris Wada, endorsed Deji Adeyenju for the office of the National Publicity Secretary of our great party, PDP. It is indeed a situation I call unfortunate because that is not coming from me. As the leader of the party in Kogi state, it is my duty to see to it that we build a wall that can stand the test of time, and not molding on a cracked wall. “I want to first of all state clearly that at no point did I ever endorse any one for such a highly esteemed office, knowing the gravity of what it takes to operate from such an office. I wouldn’t have made such a monumental mistake knowing the kind of impression such will breed up. http://punchng.com/pdp-convention-deji-adejayan-not-candidate-idris-wada/
