The All Progressives Congress showed superiority over its arch-rival, the Peoples Democratic Party as it emerged winners in Wednesday’s rerun elections in four Area Councils of the Federal Capital Territory, Abuja. The PDP, which was the dominant party at the councils, lost at all the six area councils where the election was eventually conducted. The Independent National Electoral Commission had earlier announced the result of two other area councils on Sunday, a day after the election was conducted. The result of the election showed that the relatively unknown political party, the All Progressive Grand Alliance emerged winner in one of the area councils. Council where rerun elections were held were Abuja Municipal Area Council, Kuje, Abaji and Gwagwalada. They commission had on Sunday declared elections in these councils as inconclusive. INEC said it declared the elections inconclusive as a result of violence, over voting and non-use of Smart Card Readers or accreditation of voters, and ordered a rerun in 39 polling units in 20 Registration Areas. In the result released on Thursday, INEC declared the APC candidate, Ibrahim Adamu Candido winner of AMAC with 27, 482 votes. Also in Kuje Area Council, Abdullahi Galadima of APC won with 15, 175 votes while Joseph Shazih won in Kwali Area Council with 15, 309 votes. The party’s candidates also won in Bwari and Abaji Area Councils. However, APGA’s candidate, Adamu Mustapha was declared chairman-elect of Gwagwalada Area council with 15, 950 votes. He defeated the candidate of APC, Abubakar Jubril who got 14,569 votes. The PDP, which won five Area Councils in 2013, could not win any chairmanship position in the election this year. Senate Minority Whip, Senator Philip Aduda, who represented FCT in the Senate on the platform of PDP, alleged sabotage against the party. He alleged that there were reports of sabotage against his party. Aduda said, “We know that there are lots of sabotages that are being put in place so that there are delay so that where we have strongholds we might not have the opportunity and all that.” |

There’s indeed a new mayor in town. Olugbenga Babatola. He is the mayor for the Royal Borough of Greenwich, south east London, a Nigerian who happens to be the first African mayor of Greenwich. Babatola, a Nigeria-born British citizen, was a councillor in the district, representing Thamesmead Moorings Ward. He was first elected councillor in 2014 due to his inspirational leadership style, within the area, known to be dominated by Africans. In 2015, Babatola became the first African to be elected deputy Mayor to the current Mayor, Norman Adams. Babatola, who says he believes in politics without bitterness, is also a strong believer in kids and power of the youth. Olu Babatola and kidsOlu Babatola and kids In 2015, when youths in the Royal Borough of Greenwich renovated one of the facilities in the county back in 2015, Babatola was full of praise for them, expressing his believe in giving to the society. “The young people have worked really hard and to get to this stage is brilliant,” he said. “Our children are getting to the point now where they don’t ask what their community will do for them but what are they going to do to support their community. “I think it’s very inspirational and is leading by example so that the younger ones will follow them by seeing their contributions to their community.” John Fahy, a Labour Party Chieftain, who has been a Greenwich councillor for 25 years and deputy leader of council, considers Babatola’s feat, a worthy one. In a meeting with the Slovenia Prime Minister in 2015, Fahy said: “Delighted to join Deputy Mayor Olu Babatola at Europe House to meet the Prime Minister of Slovenia.” “We were delighted that he was fully up to date on our Twinning Link with Maribor. Met up with some interesting people.” Babatola, who was born in 1957, is due for an inauguration on May 25, 2016 in Greenwich. https://www.thecable.ng/meet-babatola-first-african-mayor-greenwich

Justice Okon Abang of a Federal High Court in Abuja has ordered the National Publicity Secretary of the Peoples Democratic Party, Chief Olisa Metuh,to open his defence in his trial for money laundering. Justice Abang gave the directive after dismissing a number of Metuh’s applications, including one asking the judge to withdraw from the case and another asking for indefinite adjournment. Metuh had requested an indefinite adjournment pending when the Court of Appeal would hear and determine his appeal against the court’s ruling dismissing his no-case submission and his motion for stay of proceedings of his trial. The Economic and Financial Crimes Commission is prosecuting Metuh and his firm before Justice Abang on seven counts of money laundering including $2m cash transaction. Part of the charges preferred against them also bordered on the N400m which the accused allegedly received fraudulently from the Office of the National Security Adviser in November 2014. Another lawyer, Mr. Tochukwu Onwugbufor (SAN), who took over the defence of Metuh’s firm on Friday, also made series of oral applications for adjournment which were all dismissed by the court. The judge said Metuh and his firm were no longer entitled to any further adjournment having exhausted the five times such request could be granted to them under section 396(5) of the Administration of Criminal Justice Act, 2015. Since the prosecution closed its case, the judge recalled that the matter had been adjourned on February 4, 9, March 9, 17 and 24, all at the instance of the defendants. But the judge subsequently decided to adjourn the case “at the instance of the court” to enable him to attend to other cases on the list. Earlier, the judge had dismissed an application asking him to disqualify himself from further presiding over the trial. The Chief Judge of the Federal High Court, Justice Ibrahim Auta, had also in a March 24, 2016 letter dismissed Metuh’s petition asking for the transfer of the case from Justice Abang to another judge. Justice Abang dismissed the application by Metuh for lacking in merit after entertaining arguments in support of it by the PDP spokesperson’s lawyer, Mr. Emeka Etiaba (SAN), and against it by the counsel for the Economic and Financial Crimes Commission, Mr. Sylvanus Tahir. The accused had sent the petition against the judge and filed the application asking him to withdraw from the case after the prosecution closed its case with eight witness and they were called upon to open their defence. Both the petition and the motion were based on allegation of bias leveled against the judge. Ruling on the application Friday, Justice Abang ruled that the allegation of bias against him was baseless. “It is my considered view that the application lacks merit and it is hereby dismissed,” the judge ruled. The application by Metuh, through his lawyer, Mr. Emeka Etiaba (SAN) asking the judge to disqualify himself was based on the allegation that the judge had been bias in the handling of the case. The same allegation was part of the grounds in an earlier petition by Metuh’s lawyer asking the Chief Judge of the Federal High Court, Justice Auta, to withdraw the case from Justice Abang and reassign it to another judge. The Chief Judge had however dismissed the petition on the grounds that it was too late in the day to reassign a case in which the prosecution had called its witnesses. Justice Abang restated in his ruling on Friday that the there was no evidence adduced by Metuh’s lawyer in support of the application asking him to withdraw from the case. “The honourable Chief Judge has said he was satisfied with my explanation to the petition,” he ruled. The lawyer claimed in the application that Metuh was a classmate of the judge in the 1987/1988 set of the Nigerian Law School. As stated in his petition to the Chief Judge, the lawyer also accused the judge of denying his client fair hearing by refusing to release to the defence team a copy of the records of proceedings of the court to enable them to appeal against some decisions of the judge in the course of the trial. He alleged that the defence applied for the record of proceedings on February 8, 2016 to enable the defence to appeal against some decisions of the court, but that one month and one week later, the judge had yet to release it to the defence. Metuh also claimed in the application that he would likely be denied fair hearing in the case due to a losgstanding “frosty relationship” between him and the judge. Etiaba had also claimed in the petition that Metuh and the judge both practised law in Lagos before the PDP spokesperson relocated to Abuja and Justice Abang on his part was appointed a judge. Etiaba also alleged that Metuh met and had discussion with Justice Abang late last year in Meridien Hotel in Uyo, Akwa Ibom State, adding that his client was baffled at the views expressed by the judge during their encounter. Justice Abang is now taking arguments on Metuh’s application for adjournment of his trial indefinitely pending the hearing and determination of his appeal against the ruling of the judge dismissing his no-case submission. http://www.punchng.com/court-orders-metuh-to-open-defence%e2%80%8e-april-11/ |

IT was a big relief local contractors who had abandoned their sites over three years ago due to lack of funds, as the Federal Government, yesterday, said it has injected N350 billion into the economy to enable them go back to work. Declaring open the second National Conference on Public Procurement (NACOPP) in Abuja, the Secretary to the Government of the Federation (SGF), Mr. Babachir David Lawal, said the injection would ginger the contractors to discharge their obligations to the development of infrastructure, warning, however, that every kobo spent must be guided by the Procurement Act. “Government recently injected N350 billion into the economy to enable contractors discharge their obligation for the development of infrastructure. This poses greater responsibility on stakeholders that every kobo disbursed is guided by the Procurement Act,” the SGF, who was represented by Mrs. Philis Nwokedi said. According to the SGF, the current administration has promised change to Nigerians and will deliver it, assuring that the dividends of democracy would soon be seen by Nigerians. “I am convinced that when the dividends of democracy flourish, all will benefit. We are confident that the state stands to benefit from the procurement system that is transparent, efficient, competitive and accountable,” he said. In his remarks, the Acting Director General of Bureau of Public Procurement (BPP), Mr. Ahmed Abdu, disclosed that 25 states have set up procurement agencies through the inspiration of BPP. He acknowledged the support from World Bank, African Development Bank (AfDB) and other foreign organisations. However, the Acting Director of AfDB, Dr. Andoh Mensah, said that globally, procurement accounts for a substantial portion of national budget, approximately, 15 to 22 per cent of Gross Domestic Products (GDP) and 29 to 40 per cent of government’s expenditure http://sunnewsonline.com/fg-injects-n350bn-in-economy-to-pay-contractors/ |

The agency will now spend the funds in line with the established Financial Rules and Regulations. “The Office of the Auditor-General of the Federation and other relevant agencies will also conduct post-mortem examination of the books of accounts of such MDAs as to the appropriateness or otherwise of such transactions. “All releases in favour of the National Security Adviser were based on approvals by the appropriate authorities. Senate President, Bukola Saraki, has said the National Assembly would to make details of its annual budget available to members of the public next week. Saraki said the development would be a departure from the tradition of having one line item budget by the federal parliament. Saraki, according to a statement, by his Special Assistant on Public Affairs, Muhammed Isa, on Sunday, stated this while hosting a team of editors from the London based, The Economist newspaper. He said, “For the first time we promised Nigerians to give out our budget breakdown. The committee will make its report available by next week. We are resolved to break the tradition of one line item.” He also promised to support the President Muhammadu Buhari’s administration’s fight against corruption. He said, “Under my watch the senate will never cover corruption except if the information didn’t come to us”. Saraki said the senate was ever ready to partner with Buhari to ensure the success of the anti-corruption war. The Senate, he added, had already demonstrated such commitment through its interventions on many alleged corrupt transactions such as its swift investigation and adoption of a report on the management of the Treasury Single Account that saved the nation about N7bn. He also said that the upper chamber exposed the inconsistencies in the 2016 budget. The action, he said, was a departure from the past where such reports were either watered-down or not presented for debate and adoption. http://www.punchng.com/40185-2/
