First class still remains one of the things money can't buy! How you Wan take pay your way from year 1 till you finish with different lecturers with all manners of principles /beliefs and stands. How will you use money on a born again lecturer and others who frown at anything illicit?

No sane person will use his money to get a first class degree even if it's possible. Stop assuming things from your bedroom as though it's fact. Won't people moving back to Lagos (owing to its commercial hub status) pose a greater risk of reinfection? Even if those states are disconnected from the other states, people may still find their way into the state just as some drivers are currently moving out despite the lock down..
