Lagos State police command arrested a couple with two kids they bought for N140,000 at Ojo area of the state.

The Police Public Relations Officer, Bala Elkana said on Sunday, November 3rd that acting on information from a credible source, detectives from Ojo Division led by the Divisional Police Officer, CSP Abdullah Malah, arrested one Chukwunonso Blessing, 30,of No 23 Masebinu Street, Igbede, Ojo.

According to Elkana, she was seen along Alaba International Market with two children, namely Joshua James, 6 and Samuel Gbawune, 3, trying to board a vehicle to Onitsha, Anambra State.

“Upon questioning, she claimed that the boys were adopted by her husband one Chukwunoso Happiness ‘m’ 40 years from a Motherless Baby home in Jos, Plateau State and brought to Lagos. That she was taking them to Onitsha to meet her husband.

Lagos couple arrested after buying two kids for N140,000

On Friday, November 1, 2019 at about 0700hrs the said husband was also arrested by the Police. He confessed to have bought the kids at the sum of N140,000 from one Mama Oyoo of Jos township. The kids were recovered.

Efforts are emplaced to identify their parents and reunite them. The Command call on Motor Park Operators, Unions and well meaning Nigerians to keep an eye on passengers with kids that appear in Suspicious manner,” he said.

In a new development to the disagreement between the Federal Government and some local government areas over who has the right to conduct marriages in the country, the Federal Government has published the marriage registries and places it has licensed to conduct statutory marriage across the country.

The Federal Government, through the Ministry of Interior, re-emphasised its position that it was the only tier of government permitted by the constitution to regulate and conduct marriages.

It added that formation of statutory marriages was within the exclusive legislative list and that it was the regulatory body for the conduct of statutory marriages and the issuance of marriage certificates.

On its website, the ministry named the 12 registries in 11 states. They are the Federal Marriage Registries in Ikoyi, Lagos State; Abuja, Federal Capital Territory; Benin, Edo State; Owerri, Imo State; Port Harcourt, Rivers State; Kano, Kano State; Jos, Plateau State, Enugu, Enugu; Kaduna, Kaduna; Ibadan, Oyo State; Ikeja, Lagos State, and Makurdi, Benue State.

In an advertorial titled, ‘Public notice on conduct of statutory marriage’, in a newspaper on Wednesday, the Interior Ministry said, “The attention of the Ministry of Interior has been drawn to the publication in the PUNCH Newspaper of Friday, 13th September, 2019, page 42 under the caption, ‘Marriage: Ignore FG’s directive, LGs tell organisations’.

“The Ministry of Interior is therefore constrained to issue this notice in order to properly guide the public on the issue of Statutory Marriages under the applicable law in Nigeria.”

The ministry explained further that it had the responsibility for granting licences to qualified places of worship as well as LGAs that compiled with the provisions of the Act (Sections 4(2) & (5) of the Marriage Act), adding that the ministry had the responsibility to appoint officers to serve as registrars in the Federal Marriage Registries.

The public notice added, “It is observed that the local governments have deliberately misinterpreted powers conferred on them by item 7 (1) of the Fourth Schedule of the constitution.

“For the avoidance of doubt, item 7(1) states that the functions of the Local Government include: registration of all births, deaths and marriages. This provision is clear and requires the local government councils to maintain registries to register births, deaths and marriages for record purposes and planning.”

The ministry, however, warned that any statutory marriage conducted in breach of the Marriage Act, CAP 218, Laws of the Federation 2004 would not serve the desired purpose.

The Kano State Hisbah command said that it has arrested 93 alleged commercial sex workers of which 23 were tested HIV positive.

The State Hisbah Commandant, Shiekh Muhammad ibn-Sina, disclosed this to newsmen on Thursday.

He said the command raided Badume Joint in Bichi Local government area of the state which is a popular hub for prostitution and other criminal activities.

“Out of the number arrested 23 women and four men were tested HIV positive by a medical doctor, Mr Sina stated.

He said the exercise was to sanitise the state in line with state law against prostitution and other criminal activities in the state.

He further assured that the command will continue fighting against all forms of social vices across the state.

The Sokoto Zonal office of the Economic and Financial Crimes Commission(EFCC) on Tuesday raided Sokoto office of the Independent Electoral Commission (INEC).

The anti -graft agency is said to have cordoned the office leading to the questioning of some principal officers for alleged involvement in financial crime.

A source from the commission who preferred not be mentioned confirmed the operation.

The source said: “There was a raid and the matter is still under investigation.”

When our correspondent visited INEC office on Tangaza road, the complex was deserted.

Only scanty staff, who refused to talk to anyone, were around.

It was learnt the raid may not be unconnected with the issue of non payment allowances to ad hoc staff, who participated in the 2019 general elections.

Efforts speak with the PRO of the commission proved abortive.

State governors on Tuesday rejected the proposed plan by the Federal Government to extend the repayment period of its budget support to state government from twenty years to thirty years.

Based on the extension, state government monthly repayment will reduce from N252 million monthly to N162 million monthly.

The Minister of Finance, Budget and National Planning, Zainab Ahmed, briefed State House correspondents at the end of the National Economic Council meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa, Abuja.

She was with Anambra State Governor, Willy Obiano, Ogun State Governor, Dapo Abiodun, Nasarawa State Governor, Abdullahi Sule, and Minister of Health, Osagie Ehanire.

According to her, the Federal Government has made the first and second months, N252 million monthly deductions, in September and October, based on the twenty years repayment period.

Following the outcry of state governors, another repayment schedule plan extending the year to thirty years and monthly repayment of N162 million was presented to NEC on Tuesday.

But she said that the state governors were still not satisfied with the repayment extension to thirty years.

She said “The budget support facility was initially for twenty years repayment period. And when we made the first deduction in September, the states had complained that the amount deducted, which was N252 million, was too harsh.

“So, since then, the Central Bank of Nigeria, who is the lender, has revised the condition to make the repayment period longer. And so the new repayment period is thirty years. And this means that the states will be paying monthly N162 million. But again today, the states still were not satisfied with the condition.

“So, we are expecting that the Federal Ministry of Finance, Budget and National Planning, CBN and the states will engage again with the view of having the CBN further revise the condition to reduce the monthly repayment burden.” she stated.

The EFCC, Lagos Zonal office, has arrested a renowned Social Media celebrity, Ismaila Mustapha popularly known as Mompha for an alleged involvement in internet related fraud and money laundering.

The suspect, a premium and first class customer of one of the popular international airlines, was arrested on Friday 18, October 2019 at the Nnamdi Azikiwe International Airport, Abuja on his way to Dubai Emirate following series of intelligence reports received by the Commission.

According to the EFCC operatives, “actionable cross border intelligence received from collaborative law enforcement agencies about his alleged involvement in the criminal activities further strengthened our suspicion”.

Ismaila who allegedly perpetrates his fraudulent activities under the guise of being a Bureau de Change operator is always seen with his little son flaunting huge amount of foreign currencies on his social medial platforms. .

Investigations have also revealed that Ismaila is only using the BDC business, he jointly owned with his siblings, as a decoy to launder his proceeds of crime.

However, the suspect has volunteered useful information to the operatives and has admitted to be reasonably involved in the first two cases he was alleged to be involved.

At the point of arrest, five wristwatches with a total worth of over twenty million naira (N20, 000, 000: 00) was recovered from him.

The suspects will soon be charged to court as soon as investigation is concluded.
