from your developers page, your platform has zero security.

A standalone mailing list would do the job mails better ..compared to using an in-house joomla backend for sending mass mails.

you may want to look up shoutcast broadcasting as a professional solution.
for wordpress there should be widget, or plugin you can use.

hello, to settup an in-house sms server you will need
1 An sms gateway like, kannel or gnooki(smsd - depending on your requirements)
2. A webserver linux or windows
3. build your sms server; this you can do with existing frameworks
rapidsms(written in python for linux), frontlinesms(written in java for windows)
