ANAMBRA GOVERNMENT HOLD 2-DAY TRAINING FOR SMEs ON PUBLIC PROCUREMENT ACTIVITIES IN ANAMBRA STATE NIGERIA AS A RESULT OF THE COVID-19 PANDEMIC LOCKDOWN AND OTHER EMERGENCIES AND INCREASED PARTICIPATION OF SMEs IN CONTRACT BIDDING. (September 28th & 29th, 2020) …emphasis on the need to accommodate SMEs in Government Procurement Process By Bona Ogbonna Presentations at the 2-day training on public procurement process organized by the Anambra State Bureau of Public Procurement for Small and Medium Enterprises (SMEs) in government procurement process was held in two batches (28th and 29th September, 2020) The General Manager, Anambra State Bureau of Public Procurement, Chief Melie Onyejepu, in his presentation said the objective of the training was to keep SMEs abreast of development in the state public procurement process to enable them participate more due to the negative effect COVID-19 had on businesses especially SMEs. According to Onyejepu, the State Government under the administration of Chief Willie Obiano believes that accountability must be entrenched in the system, and thus it is determined to get the process going. As part of this, the State Government has already launched an Open Procurement Portal and also plans to implement E-Procurement process before the end of 2020. In a presentation entitled, "Introduction to Procurement Guidelines to increase SMEs participation in Government Contracts” and “Conduct of Public Procurement activities in Anambra State as a result of the covid-19 pandemic lockdown and other emergencies” one of the facilitator explained that there is need for all procuring entities in the State participating in procurement that responds to the COVID-19 pandemic, to ensure transparency, accountability, value-for-money and integrity in all their procurement proceedings. This, according to him, is due to the fact that the procurements to be executed in response to the COVID-19 pandemic will generally fall under Emergency Procurement method and that bidders “can submit bids as attachment to email, and the bid/quotation must be password protected and read only”. He also mentioned that these new guidelines were developed to ensure that SME’s that can supply items listed as COVID-19 items in the revised budget can be part of the procurement process. Continuing, he listed barriers to SMEs participation in Go been me not Procurements, to include; value of contracts being too high for SMEs to participate due to inability of SMEs to meet financial (cashflow, average turnover) and similar experience requirements; tight deadlines for preparation of bids; lack of knowledge of bidding opportunities in the MDAs, and suggested solutions including that SMEs should be encouraged to participate as joint ventures and subcontractors. Another facilitator, drew attention of participants to the common errors of SMEs in Public Procurement Procedures which includes not properly studying the bidding documents requirements/technical specifications, failure to request for clarification of bidding documents /untimely submission of the request for clarification, failure to follow up on notices of bidding opportunities, and affirmed that the latter can be overcome by daily monitoring of notices on the states, and/or PPAs’ website or the e-Procurement portal and requesting for clarification using the Procurement Agency contact email. At the end of the event participants asked various questions and also commended the Public Procurement Agency for organizing event of this nature for SMEs in the State.

THE FUNDING OF MRS. OBIANO'S CAFE INITIATIVE. Wife of the Governor of Anambra State and Founder of the NGO, Caring Family Enhancement Initiative (CAFE), Chief Dr Mrs. Ebelechukwu Obiano (Osodieme) does not receive any form of government funding for her charity programmes or other activities. This clarification became necessary to once more dispel claims and fabricated reports on social media platforms which suggest that she receives two hundred and fifty million naira a month. The question is, where will that be from? There are no records or proceedings of the Anambra State House of Assembly where such appropriation was made to any private citizen, and certainly not to Mrs Obiano. As a proactive and diligent wife of the Governor, Osidieme has expanded the boundaries of excellence in philanthropy and charitable giving by getting people of like minds into supporting her NGO interventions hence the widely acclaimed selfless projects and empowerment programmes she executes for the benefit of the less privileged. It is understood that the pervasive and vicious smear campaign against Mrs Obiano has no other purpose but to get at her husband, the Governor of Anambra State, Chief Willie Obiano. Fortunately, this devilish strategy, which has seen all manner of sponsored fabrications and invectives hauled at his wife by untrained hands with hand-held devices, are doing their political sponsors no good. It is not necessary to give credence to the many other poorly concocted lies dished out from innocuous platforms and personal blogs. There is no doubt that discerning members of the public already know that such disinformation and rumours are aimed at knocking heads together and fanning embers of disunity between Governor Obiano and ndi Anambra. Sir Willie is focused on completing his tenure on a high and his wife has proven to be the most supportive and exemplary partner in good deeds. Therefore, the publications of beer parlour gossip and unimaginable falsehood in the guise of propaganda cannot deter our amiable Akpokuodike and his wife, Osodieme. The misguided youths who have been engaged on the smear job against the Governor and his wife are advised to desist from circulating such libelous content. Rather, they should learn to sell the proposals of their sponsors to ndi Anambra. They should know by now that Chief Willie Obiano has acquitted himself creditably and no amount of mudslinging and attacks on his wife can tarnish his legacy.

Governor Obiano Hosts Little Somtoo And Mother, Promises Better Life For The Family. By Bona Ogbonna The Governor of Anambra state, Chief Willie Obiano has hosted nine year- old Somtoo Nnakaa, the little boy that was seen in a viral video hawking oranges at Ultimate Plaza, Awka, Anambra state by eleven at night. Somtoo was received alongside his mother at the Governor's lodge, Onitsha. As requested by Governor Willie Obiano, the Managing Director and Chief Executive Officer of Anambra Broadcasting Service (ABS), Chief Uche Nworah led Somtoo, his mother Mrs Ogochukwu Nnakaa, and some ABS staff on the visit. Receiving them, Governor Obiano expressed displeasure over the reckless attitude of Somtoo's mother who was not bothered that her son was allowed to be outside by that time of the night selling oranges. Governor Obiano reprimanded her for being careless with the boy's life and future, regretting that many children are being abused by their parents and guardians. He cautioned that using children to make money for the family is a taboo and should not be encouraged, and also is against Child rights laws and other laws. He explained that he requested that the boy's family be brought to him so that he can hand them over to the police, but because Somtoo's father is no longer living with the wife, leaving his six children behind. Prosecuting the woman will expose the children to more hardships. The Governor promised to help the boy's mother secure a better means of livelihood in addition to awarding Scholarship to Somtoo up to university level. He also directed the ABS MD/CEO, Chief Nworah to investigate the family to see if the rest of the children are suffering similar fate, and if such is the case to notify the Ministry of Women and Children Affairs to take care of them as he said that every child has right to good food, shelter and quality education. He warned that going forward, any child caught hawking on the streets especially at night will be taken away and their parents will face the wrath of the law. He gave them a parting cash gift for their upkeep pending a full assessment of the family’s requirements. Thanks to the ObianoInUs#
