Dangote had made it clear that it is not an output problem but a logistics problem. Remember that Dangote mentioned that NMDPRA used the word evacuated in describing the shortfall but that there were more than enough output for consumption ready in the reservoirs. So instead of addressing the supply problem, it appears that that was used as an excuse to encourage more importations. Did you notice how the Naira started crashing again in recent weeks.
