Baru stated that he reports to the Minister of Petroleum (Buhari) and in Buharis absence Kachikwu became the substantive minister who should have presented it to Osinbajo at FEC for approval, but it was obvious that the approval was signed in London when Buhari was not performing the functions of the president which is illegal.
