Do people collect money thinking they won't be able to pay back?

You think bank would give money to those that they certainly know cannot pay back? What makes you think they wouldn't have done their analysis before granting or approving such loan?
What some people have failed to realise on this thread is that there might be a possibility that Buhari is "indirectly to be blamed".
A change in government/power affects individual,businesses and what-have-you that are directly or indirectly affiliated with the government.
So when projections are being made, these factors are usually taken into consideration. And if the projection is flawed,it certainly would have a domino effect on the projected outcomes set.

4] Not a job space created, except the CBN job he shared with his cronies.
5] Not a grain of corn or tomato seed was provided to farmers. [Fertilizer subsidy taken away and handed back to ex-military men]
6] 41 foreign companies mostly in service industry have left Nigeria
7] 4.3 Million jobs lost in 10months - National Bureau of Statistics.

The senator is entitled to his opinion. The military with its intelligence apparatus are in a better position to tell Nigerians the truth about matters on the ground. From all indication bh cannot hold territory they are simply doing hit and run attacks. NA keeps inflicting one deadly body count after another BH.
