A recent recording has surfaced where Governor Rotimi Amaechi of Rivers State was quoted as saying he was ready to travel outside the country, even permanently, if the All Progressives Congress (APC) loses the election. Governor Amaechi, who is the director of the APC presidential campaign organisation made the revelation while addressing an unspecified gathering said that he already had contacts at the embassy, and even had an offer for permanent residency. A day to the 2015 general polls, it is now certain that a large number of Nigerians will still be disenfranchised, as members of the Ogun State Chapter of the Peoples Democratic Party, PDP, marched out in hundreds in a peaceful protest over the non-issuance of their Permanent Voters Cards, PVCs at the headquarters of the Independent National Electoral Commission, INEC, in Abeokuta, the State capital. Moroof Ajisegiri, a former Local Government Chairman, and a former Health Commissioner, Isiaka Salako who led the aggrieved protesters in their separate remarks to journalists revealed that over 50,000 of them have been denied their constitutional rights to vote for the candidate of their choice in the forthcoming election. He said “I’m a former Governorship aspirant in Ogun State and I have come here leading my people. Over 50,000 of us who have been denied our constitutional right to vote for the candidate of our choice in the forth-coming elections by not having our voters cards,” he said. He emphatically stated that the failure of the electoral umpire to release their cards to enable them participate in the electoral process can and will attract protesters to sue INEC. “We are not violent people; we are not going to prevent anybody from doing his duty. But if any organisation is preventing us from doing our responsibility then we also have the responsibility to go to court. “Definitely we will carry an action against INEC if they do not give us our PVCs so that we can be able to vote on Saturday. Both old and young are interested in voting for a good Government so that their children and grandchildren can have a better life,” Mr. Salako said. The protesters, who pitched their tents outside the INEC office in the bid to drive home their demands, displayed their Temporary Voters Cards saying they were yet to be replaced with the PVCs months after they duly participated in the registration exercise. They carried placards with inscriptions such as “INEC release our PVC”, “Over 60,000 registered voters don’t have PVCs” and “Allow us to vote in forthcoming election”. While addressing the Protesters, Simeon Olatoye INEC’s Head of General Administration and Procurement, claimed that the Commission was still working seriously to ensure that everyone received their PVCs in the State, adding, INEC commissioners were sent to Abuja to collect outstanding PVCs “At the moment, we’ve sent our officers to Abuja to collect outstanding PVCs.” However, contrary to claims by the commission that it had successful distributed the 81.98 % of PVC’s to all the regions mapped out for the electoral process, investigations by Post Nigeria have picked holes in these claims as there are glaring cases of inconsistency in the contentious distribution of these PVCs. Ogun and Edo State, are case studies in this report, where INEC supposedly recorded 61.53% and 68.38% distribution respectively. How the commission came about such figures, when there were obvious flaws in the process owing to the fact that as a result of INEC’s nonchalance, some of these PVCs were either stolen, duplicated or not printed at all. In a lot of these cases, prospective voters registered months ago, but the Commission deliberately refused to release their cards for reasons that have left the electorate in these states victimized and restless. In Delta State alone, 600,000 PVC’s where stolen; only 7,365 were recovered by the INEC. Same applies to Rivers where 14,000 PVC’s were snatched , 1,300 were reclaimed. In Edo State where 3661 PVCs were stolen, only 983 were recovered, leaving so many disenfranchised particularly in Ekpon Town, Ward 10 in Igueben Local Government area of the State. Voters in the regions who had previously collected their cards now have another set of PVCs printed for them whereas, about 1500 newly registered prospective voters are yet to receive theirs. The apparent shoddy and inefficient handling of the production of the PVCs amounts to financial waste and discredits the electoral process and its outcome as it cost N65 to produce one PVC. A little arithmetic will reveal how callously the electoral body has handled the process. INEC figures remain highly questionable. At the eleventh hour, the fate of Nigerians especially those yet to collect their PVC’s still remain unknown as these people will be disenfranchised. The Federal Government has re-opened all the country’s sea borders barely a day after closing them down along with all land borders ahead of Saturday’s presidential election. Minister of Interior, Abba Moro, who said this while inaugurating the new Koto- Karfe Medium Prisons, explained on Thursday that the government had received counsel that the action would affect the country’s economic activities at the seaports. Moro however assured that officers and men of the Nigeria Immigration Service had been directed to effectively monitor movements in and out of the country’s sea borders before, during and after the elections. The government had, in a statement on Wednesday, directed that all Nigeria’s land and sea borders be closed from midnight of Thursday till midnight of Saturday. The minister noted that the construction of the 80- bed prison with the capacity to accommodate 160 inmates commenced in 1981, alongside 46 others across the country. However, it was abandoned in 1986 due to lack of funds. He explained that the project was incorporated into capital appropriation in 2013 as part of efforts to enhance safety and promote humane custody of prison inmates. Facts, they say, are sacred. They also say facts are stubborn. Then someone else said that facts will not simply disappear just because we do not like them. One of the most misrepresented truths about the Jonathan years in office is his record on anti corruption. It has been very convenient for the opposition to accuse the government of doing nothing on corruption because they have simply refused to look at the numbers. But in the end we cannot avoid looking at the evidence because it remains the only valid basis for conviction. So here are the numbers. But first we must progress from policy and strategy of government against corruption to get to the measurable deliverables. Perhaps not many people realise that one of the earliest, very significant steps President Jonathan took against corruption was to convene a tripartite meeting between leaders of the executive, the legislature and that of the judiciary from across the country to discuss and design a system wide strategy against corruption. It was a kind of inter- governmental conference on corruption, the first of its kind in Nigeria. In attendance were the President, Senate President, the Speaker and The Chief Justice of Nigeria. The Vice President, Secretary to the Government, Head of Service attended the meeting. Other key members of the three arms of government were in attendance. The ‘conference’ took place in 2012. That parley between the three tiers of government, unprecedented in our history, produced a national strategy for fighting corruption. In more ways than one, that conference was symbolic in setting the tone for President Jonathan’s systems-based anti corruption strategy. Subsequently, the administration came up with key public service systems and processes reforms initiatives, to not only detect corrupt practices at source, but preclude incidences of corruption in the process of public administration. One of these initiatives was the establishment of the Government’s Treasury Single Account, a unified structure of government bank accounts which consolidates government’s cash resources. The key objective is to achieve effective aggregate control over government cash balances. It also minimises transaction costs during budget execution by controlling the delay in the remittance of government revenues, facilitating reconciliation, efficient control and monitoring of funds and better coordination with monetary policy implementation. Another key component of this processes reforms strategy is the Government Integrated Financial Management Information System. It is an IT based system for budget management and accounting to improve public expenditure management processes, enhance greater accountability and transparency across MDAs. A third public finance management and control initiative implemented by the Jonathan Government is the Integrated Payroll and Personnel Information System. It is an electronic payroll management system designed to, among other objectives, prevent the kind of sharp practices associated with public service payroll administration that has for years served as a conduit for stealing of government funds. Although conceived and pilot- tested in 2004, this system became fully implemented by the Jonathan administration. All of these initiatives are clear evidences of President Jonathan’s belief in the efficacy of institutional mechanisms for solving systemic problems and in improving the conduct of government business. However, it isn’t just the soft power approach that defined the administration’s commitment to enhancing transparency and enforcing accountability. At no other period was the anti- corruption agencies more active than during the present administration. Between 2011 and 2014, the EFCC alone recorded 415 convictions, representing more than half of the total convictions by by the commission in the more than 11 years since it was established. All of these was evidently due to increased material and policy support for the anti corruption agencies by the Goodluck Jonathan administration. And of course the proof of the pudding, they say, is in the eating. Despite the mass of propaganda that emanated from the camp of the opposition, the verdict of the global anti corruption community on the Jonathan administration’s anti corruption efforts has not been as deprecatory as opposition propaganda has portrayed. In the last report of Transparency International, Nigeria recorded significant improvement from its performance over the years, from among the 175 countries surveyed. In 2014, Nigeria ranked higher than 9 other countries which were preciously above or on the same position with us in 2013. On the other hand, no country above or in the same position as Nigeria scored higher than us in 2014. Remarkably, Transparency International, in a study conducted in 2013, acknowledges that the efforts by the Jonathan government to fight corruption has been considerably effective. Clearly, the Jonathan administration’s anti corruption record would stand head and shoulders above any other attempt made by precious administrations against the scourge. But of course this president is not one to blow trumpets and play to the gallery, so opposition propaganda seemed to have acquired traction. But President Jonathan’s goal in this policy sector, just like his overall commitment in other aspects of social and economic policy, is sustainable social and economic development. This model does not lend itself to quick fixes and political posturing. Rather, it is deliberate, it is measured, it is incremental. It for the benefit of Nigeria and Nigerians; not for the cameras; not for the ego; not even for the detractors. Still, no one can alter the evidence, however desperately they despise the facts.
