Becos, the population of a state conducted by the Census determines the revenue allocated to that state for development of that state.

Why Lagos has one of the largest revenue allocation from the government is due to its large population which comprises of people from the SE, SS and the North.

People from these region in lagos should refuse to be counted. They can not force you.
