- Introduction of anti-corruption agencies to fight against corruption

- Introduction of HMOs/Health insurance
- Debt relief from Paris Club

Above are the few I can remember. These are policies implemented and many nigerians are still reaping the benefits. Not chicken and bowl policies we are not seeing but only read in newspapers.

Point of correction, Pastor Oritsejafor did not ferry cash to South Africa. His plane which was on lease was used, but all relevant authorities exonerated him from the deal.

As you would have noticed from the case in which France used Russian plane to carry arms to Chad, countries usually make their arms deal discreet. That's why you won't often see them using their air force jet etc to carry arms. They often use unofficial jets.
