i just checked FIFA web page now there is Ticket Transfer and Resale program for people that are willing to sell or transfer their tickets to other fan but the processing will commence from April 18th.

for sure I am sure of that because all tickets are almost sold out and not 100% sure that some of them will come , I think that was the Reason for resell option in order to avoid low stadium turnout , Those hoping to buy ticket can check again in April possible for availabilty of tickets sales

category 4 is only for russia residents, well if u can resell all good but it’s going to be the same price that u bought it I think ..
