A policewoman accused a male colleague of raping her 9-year-old daughter in a Police Barracks in Oshodi, Lagos. The 45-year-old policewoman (name withheld) on Thursday narrated to an Ikeja Sexual Offences and Domestic Violence Court how a male Police officer named Mohammed Alidu allegedly raped her daughter. She said Alidu accosted her daughter on her way home from school on June 29, 2018, dragged her into his apartment at Makinde Barracks, Mafoluku, Oshodi, Lagos, and raped her. She said she was at work when her husband, who was out of Lagos, called to let her know their daughter had been raped. She added that she immediately went to the police station located within the same compound of the barracks and she found her daughter there. Her daughter narrated what happened. The little girl claimed she was on her way home when Mohammed called her. She ignored him and continued on her way but he approached her and forcefully took her to his apartment where he put her on a bed, tore her underwear and raped her. Immediately after the alleged rape, the victim reported the case to the police station. The policewoman claims that when she arrived at the Police station within the barracks, Mohammed was also there, begging and telling the divisional Police officer that it was the work of the devil. The policewoman said her daughter was taken to the Mirabel Centre for medical examination, and test results confirmed that she had been defiled. The victim's underwear, which had been torn during the sexual assault incident, was recovered and kept as an exhibit in the Gender Unit of the Police Force. When it was time to get the underage victim's statement during Thursday's court hearing, the judge ordered members of the public to leave the courtroom. 70 staff of the National Examinations Council (NECO) have been dismissed by the Nigerian examination body over certificate forgery. Minister of Interior, Rauf Aregbesola, yesterday shocked the nation, when he hinted that the least daily upkeep of a prisoner in America was higher than the proposed N30,000 minimum wage. He also pointed out that the least daily upkeep spent on a prisoner in America is N31,000 in Naira equivalent, which is also higher as compared to N730 budgeted for similar purpose in Nigeria. The minister, who bemoaned the pathetic state of Nigerian economy and Nigerians, further noted that daily upkeep spent on a prison inmate in America was as high as N60,000 per day in some states. Aregbesola made the startling revelation at a budget defence session of his Ministry with members of the Senate and House of Representatives joint Committee on Interior. Vice President Yemi Osinbajo has urged media practitioners to address the issue of fake news and provocative information. Osinbajo, who made the call when he hosted media practitioners to a special appreciation dinner on Thursday in Abuja, also pledged improved engagement with them. The vice president said the advent of social media had made the issue of fake news complex, noting that “fake news or provocative information can cause chaos, civil unrest, war or even death.” “I think all of us in the media, social media, print, TV, all of us, should begin to do something serious about fake news before it begins to consume us, ” Osinbajo said. Osinbajo called on media practitioners to be curious about fact-checking and do a simple but thorough investigation over any contentious issue for the public to know the truth. Osinbajo said that the lies about President Muhammadu Buhari’s certificate went far and deep because no one bothered to unravel the truth early until it got to the court. “Just take the allegation of Mr President’s certificate, for example, someone said Mr President did not have a certificate but Mr President said he sat for and obtained his West African School Certificate in 1961 at the Kastina College. “The examination body then was Cambridge University, the same Cambridge University we know. I expect any media organisation to do a simple investigation to establish whether it is true or not. Osinbajo stated.“ But nobody did it, and the matter went to court,” he said He said that there was also a time a WAEC official was asked about the certificate on television and he said he was not the one that signed it. “And the television said that the WAEC official denied Buhari’s certificate, which is false, completely false. “It sounds funny because the WAEC official only knows about WAEC certificate, but this is a West African School Certificate by Cambridge University. “But because nobody bothered to find out, the public believed the lies for so long. “So with the increase of social media and anonymity every day the problems of the free media are becoming more and more complex and even more dangerous,” he said. The vice president, who also solicited for greater support from the media, pledged to improve engagement with them. Osinbajo said that one of the books he co-authored as a law lecturer was Media Law in Nigeria. “I am a believer in the freedom of the press, whether it a responsible press or irresponsible. I just believe in the freedom of the press. “Every morning, I receive a summary from most of the newspapers, I also receive trending news from social media from my media assistant. “Added to that, I also receive a special pack that contains latest news, cartoons or insult from the social media,” he said He said that times, some of the cartoons or social media comment were very insulting and provocative but they never bothered him because of his belief in press freedom. The attention of the Central Bank of Nigeria (CBN) has been drawn to fraudulent messages in the social media circles requesting unsuspecting loan seekers and owners of small-scale businesses to apply for loans provided by the Federal Government through an e-mail address (empowermentcbnloan@gmail.com) purportedly being handled by the Central Bank of Nigeria (CBN). While the CBN, indeed, has several development finance intervention programmes from which different categories of businesses have benefitted (and still benefit), the Bank DOES NOT do so through direct interaction with prospective applicants. For the avoidance of doubt, there are clearly spelt out procedures for accessing CBN intervention funds, which are disbursed through Participating Financial Institutions (PFIs), such as Deposit Money Banks (DMBs), Development Finance Institutions (DFIs) and Microfinance Banks (MFBs). Members of the public, particularly youth and owners of small-scale businesses, are therefore advised to disregard any message requesting them to send their personal details, including mobile phone numbers, to emails such as empowermentcbnloan@gmail.com or any other one that may be contrived. These messages are fake and anyone who enters into correspondence with them does so at his or her own risk. Speaking with reporters at the Market Operator’s (MO) Participants/Key Stakeholders 2019 Third Quarter Interactive Forum in Abuja, its MO, Edmund Eje, said the fund would be disbursed soon. According to him, the intervention is for the payment of the shortfall in electricity invoices for the entire market. He said the intervention is not restricted to a single chain in the market, but a holistic one. He said: “The intervention is at a very advanced level. It has been signed by President Muhammadu Buhari.” Eje recalled that since 2015, the outstaning bill that the distribtution companies (DisCos) have recorded is about N250billion. Meanwhile, the decision was that government should not reverse the privatisation of the distribution firms, it would rather invoke its regulation force to whip the debtors into line. He added that from May this year, the MO resolved that every market participant must ensure that his books are up to date or they would be informed to pay up or face a fine of N5.6million after five days. Eje noted that should the company fail to pay up in another five days, it would result in its suspension from the market. He said: “The outstanding bill on the DisCos is approximately N250billion. Until May when we said okay, instead of allowing the government to say we are going to fold the privatisation completely, let us use regulation out of the way. If you fail out of the way, you will not blame the government to say the government has seized your license. “From May we said every participant in the market has to pay 100 per cent. For paying 100 per cent, you will also mention that your bank guarantee is updated. Now, those of them that were not updated require a fine. We will inform them that it invoked a fine of N5.6million. “And you are given five days to fix whatever the default and within that five days you are expected to update your bank guarantee if it is not, you also make it good. If you fail to do it within these five days, we suspend you from the market. “Now market will empower the market operator to disconnect you from the grid. The terms of the agreement are in respect of the suit No. M/317/2017 and Appeal No. CA/99&99A/2018. The parties gave reasons why they wanted the out-of-court settlement as follow: The parties herein are aware of the rancour and acrimony that exist upon the publication of the report of the 2nd respondent herein in relation to the Olubadan of Ibadan chieftaincy declaration and other chiefs in Ibadanland and the implementation of the said report; The parties are aware of the disharmony created by the publication of Gazette No. 3 Vol. 43 dated March 29, 2018, and the subsequent elevation of chiefs in Ibadan among the chiefs and the Olubadan of Ibadanland; It is of utmost importance to maintain peace and communal relationships that had existed before the said report and Gazette in Ibadanland; and The new administration of Oyo State stands upon the doctrine of rule of law. The Department of State Services (DSS) has said its investigation so far revealed that the “RevolutionNow” movement was a smokescreen for the actual intention of Omoyele Sowore and his allies “to topple the government of the Federal Republic of Nigeria.” The DSS said it engaged in a painstaking investigation of Sowore’s activities in view of the quantum of evidence so far gathered and may return to court to seek an extension of the 45 days granted it by the Federal High Court, Abuja to detain him. The security agency made this known in a fresh document the DSS filed at the Federal High Court in response to an application by Sowore, challenging the court’s order, granting the security agency 45 days to detain him pending investigation. In the counter-affidavit deposed to by Godwin Agbadua, an official of the DSS, it was stated that Sowore was arrested on reasonable suspicion of having committed a capital offence, upon his alleged involvement in terrorists’ activities. “The respondent/applicant (Sowore) planned to violently change the government through the hashtag RevolutionNow. The planned action constitutes a threat of violence to intimidate or cause panic in members of the public as a means of affecting political conduct. The investigation is still ongoing.
