My problem with this loan is this, If the TSA is truly working, where will they get 13mil to finance a trip. It's their money alright but they will not have access to it except tru the Finance minister with approval from the presidency.

Every federal govt ministries, agencies or parastatals receive either monthly or quarterly allocations from d federal govt; already budgeted for. The issue of TSA is dt u make request for money (from ur budgeted expenditure); d money is credited to ur account domiciled with CBN. D money will be there for just 2 weeks, failure to spend it within 2 weeks, d CBN will mop d money back. Some allocations like personnel grant or Capital expenditure will come without request, but could also be mopped if not spent within 2 weeks.
