If you are writing a Petition you don't need to mention the Court of Law.
If you are placing an Injunction to Order a body to stop or restrain them from carrying out an action then you must go thru the Court of Law which must have jurisdiction over that body. Moreso, an Injunction can only originate thru a Suit which has to be filed and parties involved served.
