I think its your personal decision to make. However, you can decide better by where you see yourself in the next 5 years.
Or by what your plan is as regards career path and future aspirations?

Based on your question however, with a degree in sociology or political science- Philosophy / Business Psychology/ IT may be a masters alternative . However, for IT related courses, you need an edge to compete with other hardcore qualified IT graduates e.g developing your programming or database or web /software development skills to exceptional levels.

Ireland is not as generous yet as the UK-which is totally understandable, An average university in the UK gets at least 100 international students yearly thus giving few candidates 50% off their tuition fees won't be something strenuous.

I'll suggest you research Business Institutions and scholarships available to International students and requirements for application.

Please note that , Tuition fees and living costs is similar to the UK, just that once you complete your academic program, you can stay back and work full-time and even get your Indefinite Leave to Remain in the Country.

The Republic of Ireland does not require GMAT before you get an admission offer.

Yes, as a HND graduate you can study almost anywhere in the world once you have the required funds available. Securing an admission offer for HND graduate is similar to BSc gradautes with a third class degree especially for Republic of Ireland and Canada .

In a seminar I attended in Feb organised by the Irish embassy in Lagos, they stated they require it. However, if you have any additional proof asides the English test e.g A letter from your University , they may waive that as a requirement.
It is always better to provide more documents than not enough ----If you however studied in the UK, US English test is not required.

Yes, Germany has a Tuition-free policy, however semester charge applies. Excluding the fact that you need £9000 in a German Blocked account- Not to talk about the £3000 + for pre-sessional language classes.
