Buhari has never borrowed to pay salaries but he's constantly borrowing. Borrowed more than all the previous administration in Nigeria. You will mention rails as the dividend of the borrowings. This is a country which has the most number of people living in poverty.

Which infrastructure has driven Lagos economically that the Lagos state government has commissioned? Nothing is it the rail line that has exceeded a decade and not yet complete?
