Govt stops Ekiti workers' pay over alleged certificate forgery

AN industrial crisis is brewing in Ekiti State over the suspension of the July salary of about 3,000 workers over alleged forgery of certificates.

Also, the state government has ordered hundreds of workers to repay certain sums of money ranging from N20,000 to about N300,000 as over-payment in their salaries over a period of time.

The development followed the report of the investigation by a consultant appointed by the state government to verify the certificates of workers in the service of the state government.

The consultant who was also saddled with the responsibility of identifying ghost workers in the employment of the state government had in the course of its assignments asked the public servants in the state to produce their primary six and school certificate results.

It carried out a verification of the results with relevant examination bodies and discovered that about 3,000 of the workers had presented fake school leaving certificates.

Acting on the report, the state government, in a letter by the Deputy Accountant General of the state, Mrs. O. O. Owolabi, ordered the salaries of the affected workers to be stopped with immediate effect.

The letter which contained the names of the affected workers and directed to the permanent secretaries of the various ministries and departments reads: "I am directed to kindly inform you to stop the salaries of the underlisted officers with effect from July 2009 until further notice."

For instance, in the Ministry of Local Government and Culture, about five workers had their salaries stopped while in the Ministry of Health, six workers were affected.

Worst hit is the State Teaching Service Commission where hundreds of workers were affected by the order of the state government.

Already, the directive is generating some disquietedness among the workers who saw it as another attempt by the state government to retrench some of its workers.

A top senior civil servant who condemned the stoppage of salaries of the workers said the state government ought to review the report before implementing it.

Old story. Where is your proof? You know Yoruba press knows how to manipulate and turn fabu into reality. I give that to them. Now we know better; 80% of those bear forged certificates. In the last 10 years or so, Yorubas have been sidelined dramatically with regard to quest for education. Go and check the JAMB records since early 2000. All they do now are:

Police avert ethnic clash in Lagos

THERE was pandemonium on Tuesday morning in Agege area of Lagos State as a man was stabbed to death in an argument that almost degenerated into a serious ethnic clash between the Hausa and Yoruba rresidents of the area.

The timely intervention of policemen from different police formations in the state however, prevented what would have been a full blown clash between the two ethnic groups in the state.

The Nigerian Tribune gathered that the incident started around 8 15 am at Oniwaya area of Agege, when an Hausa cart pusher attempted to dispose the contents of his refuse cart in the area.

The attempt was reportedly opposed by a young Yoruba miscreant, who stood his ground that the cart pusher must go elsewhere to dump the refuse.

The Nigerian Tribune further gathered that the incident gradually developed from a fierce argument to a fisticuff that resulted in the Hausa cart pusher stabbing the Yoruba boy with a dagger.

The stabbed Yoruba boy was immediately rushed to a nearby hospital, where he reportedly died, even before he could be treated.

The death of the Yoruba boy reportedly sparked off protest from residents of Capitol area of Oniwaya as they mobilised and mobbed the cart pusher.

The angry crowd was about to lynch the cart pusher when a team of policemen raced to the scene and rescued the suspect as arguments and minor clashes stated between several Hausa and Yoruba groups.

The image maker in charge of the State Police Command, Frank Mba, while confirming the death of the victim, whom he identified as Segun, to the Nigerian Tribune, described the incident, as a minor clash between two adults.

Drama as AC witness claims to be a lawyer - Can’t tell year he was called to the Bar

AN Action Congress witness who told the Governorship Election Petitions Tribunal in Osogbo, Osun State, on Tuesday, that he was a lawyer, gave two conflicting years as the year he was called to the bar.

The witness, Jonathan Adewumi, informed the tribunal that he was called to the Bar seven years ago and gave the actual year as 2005.

Later after some arguments between counsel for the parties, he was asked by the tribunal to explain what it called the “ambiguity” in the claim and the man changed the date again claiming that he was “actually called to the Bar in September, 2006.”

The witness again could not give the names of any of his mates at the Law School and said he could not remember the name of the person who signed his call to the Bar form.

Responding to questions during cross-examination by Alex Izinyon,, lead counsel for Governor Olagunsoye Oyinlola, the witness also said he could not remember the names of his teachers at the Law School and could not remember the courses he offered.

When asked to explain what he knew as the duty of the Body of Benchers, the AC witness stated that the body determined “who passes and gets called to the Bar.”

He also could not give the name of the Head of the Lagos Campus of the Law School which he claimed he attended.

Re-examination by Aregbesola’s lawyer, Akin Olujimi, SAN

Izinyon: I object.The answer was not ambiguous

Gadzama : I equally object to the re-examination the answer was very straight forward

Owolade: There is no basis for the re-examination the witness was emphatic about the year he was called to the Bar.

Olujimi cited Evidence Act, Section 189(3) and some cases to support his argument for the question.

Izinyon: On point of law, the cases cited do not support the case. The words used in section 189(3)are very clear- “explanation of matters”- explanation only comes if there is ambiguity. Inconsistency and contradiction are not the same. A witness can be inconsistent without being contradictory.

Gadzama: The statements were very clear, he did not say just “seven.” He said he was “seven years old at the Bar”

Ruling

There is ambiguity which he needs to clear.

Olujimi: Can you tell the tribunal which is the correct thing-You said you were seven years old at the Bar and again that you were called to the Bar in 2005?

Answer: Actually, I was called to the Bar in September 2006.
