PoliticsRe: Restructuring: Northern Leaders Root For 12-State Structure by Ikea81: 9:36am On Oct 13, 2020
Redcrafton:
Say it’s most viable option now and foreseeable future …

Back 100% resource control, merging of Senate, House of Reps

FOR the first time since the agitation for restructuring started, some northern leaders have a made move that is bound to cause cheers among resource control activists in the oil-rich Niger-Delta region. To make Nigeria viable, the leaders are seeking a return to the 1967 12-state structure to be known as regions with full devolution of powers and 100 per cent resource control.

In a memorandum to the National Assembly Committee on the Review of the 1999 Constitution, the Northern leaders, who described themselves as Friends of Democracy, said the 12 -state structure ‘’is the most viable option for Nigeria at the moment and in the foreseeable future.’’ The memorandum was signed by Alhaji Othman Tofa, Ambassador Fatimah Balla; Alhaji Sule Yahaya Hamma; Dr Abubakar Siddique Mohammed; Mr. Sam Nda-Isaiah; Bashir Yusuf Ibrahim; Mai Bilya Bala; Mr. Hubert Shaiyen; Dr Kabir Az-Zubair; Professor Jibrin Ibrahim; and Dr Usman Bugaje. Going down memory lane, the leaders, who argued the North has not been aloof on restructuring as being painted, said that since 2001 ‘’a new crop of Northern intellectuals, technocrats and politicians, have continued to search for a common ground with the rest of Nigeria on restructuring in different ways but the Northern effort has been under-reported in the mainstream media, for understandable reasons.’’ Noting that Nigeria, over years, has gone through various forms of restructuring – three regions at independence, four regions in 1963, 12 states in 1967, 19 states in 1976, 21 states in 1987, 30 states in 1991 and 36 states in 1996, they blamed the dismantling of the 12-state structure for the country’s nagging socio-economic challenges. ‘’The distortion of the 12-state structure by multiplying the states to 19, 21, 30 and 36 was done to appease new minority groups that emerged after state creation, to spread federal largesse more evenly and sometimes for selfish reasons.

Today, Nigeria cannot sustain the 36-state structure due to its over-dependence on oil revenues that would continue to dwindle in the coming years,’’ they said. Arguing that restructuring through multiplication of states produced a Jacobin effect that strengthened Federal power relative to the powers of the federating units, and weakened all political groups that are not in control of the centre, the leaders outlined five key principles of restructuring and nine constitutional proposals ‘’to substantially improve and stabilise Nigeria’s federation, cater for the welfare of a large majority of Nigerians and allocate the nation’s resources in an efficient and cost-effective manner.’’ Their key principles for restructuring Nigeria ‘’States must be economically viable and must rely on fiscal resources they generate themselves instead of handouts from the Centre. ‘’States must operate in a democratic manner and be run by Chief Executives that are accountable to the people and legislators that are independent.

“States should have the constitutional and legislative powers to determine their internal structures such as the number of local governments they desire. ‘’States must be allowed to determine their own framework and mechanism for the choice of leaders at all levels, which recognises and combines both merit and the need for fair representation of the broad identities that make up the states such as geography, ethnicity, religion, etc. ‘’Balance the distribution of power and fiscal resources between the states and the federation to address the desire for local resource control and the viability of the federation as a whole.’’ Constitutional proposals Given these principles, the northern leaders proposed the following constitutional amendments: A return to the 12-state federal structure of 1967.

The 12 states would be the federating units; The 12 states shall be re-designated as regions and shall have full control of their resources while paying appropriate taxes to the Federal Government; The regions shall have the powers to create and maintain local governments as they desire; Overhaul the Legislative Lists and reassign agriculture, education and health to the Residual List in which states alone would have competence but the Federal Government would share a regulatory role with the states; Mining should be reassigned to the concurrent list with on-land mining under the federating units and off-land mining under the control of the government of the federation; Policing should also be reassigned to the concurrent list with only inter-state crime, cyber-crime and international crime under the jurisdiction of the federal police; The power of taxation should remain concurrent; The Federal Character Principle should be retained and strictly and universally observed; and The current Senate should be merged with the House of Representatives under a unicameral legislature.

PoliticsRe: #EndSARS: Sagay Says FG May Forcefully End Protests If Youths Continue by Ikea81: 9:39pm On Oct 12, 2020

Temidayo Akinsuyi, Lagos

Prof. Itse Sagay (SAN), Chairman of the Presidential Advisory Committee Against Corruption (PACAC) on Monday enjoined Nigerian youths to put an end to the #EndSARS protest in the country following the intervention of President Muhammadu Buhari and the disbandment of the unit by the Inspector-General of Police (IGP).

Sagay who said the protest is being hijacked by hoodlums added that having done what the youths requested, the federal government may be have no choice than to forcefully put and end to the protests if the youths continue.

Speaking in a chat with Daily Independent, Sagay said having proven to be a listening government, the youths should be satisfied with the steps taken by the government and suspend the protests.

According to him, continuing the protests after all that has been done by the government may be as a ploy by the youths to destabiliise the country using #EndSARS as a smokescreen.

He said "My observation is that hoodlums are already hijacking the protests. The IGP has already disbanded the SARS. So, it no longer exists officially as a unit. The youths refused to stop protesting, they said they wanted the President to issue an Executive Order dissolving it. Executive Orders are not used for that purpose".

"Executive Orders are lawmaking instruments to make laws, just like National Assembly will make a law, although this type of Executive Order is below that level. It wouldn't have been an appropriate thing to do".

"But it's as if the President is listening, he now came and made this address in which he accepted everything the youths are asking for. He went on to even say that the squad people who are responsible for various harmful and illegal activities will be identified and dealt with. To me, that should be the end of the matter".

" I believe the youths should be satisfied at this stage. If the youths still come out tomorrow again, then it will look as if the whole demonstration has a hidden agenda for which EndSARS is being used as a cover. It will seem there is an agenda to disturb the stability of the country and engage in activities that may be along the line of #RevolutionNow which itself is the highest crime in our constitution".

"In such a situation, the government will have no choice than to bring an end to it and nobody will be able to complain then".

"This is what they were doing in Hongkong for nine months. They got all that they want in Hongkong but they refused and continued protesting; they stopped all commercial activities; stopped flying in and out of Hongkong and paralysed all activities until the Chinese stepped in and were forced to pass the law,  completely suspended their rights, and now they are complaining".

"So, our youths must know how far they should go. Since they have gotten more than they want, at this stage, everyone should quietly go back to their homes and not continue obstructing the highways, disturbing commercial activities in the state".

"Otherwise, it could give rise to much more serious consequences which they themselves will not be happy about" Sagay said.

RomanceRe: How Fani-kayode Caught Estranged Wife Precious In Bed With Naval Officer —family by Ikea81: 8:15pm On Oct 05, 2020
Kingscee:

https://www.youtube.com/watch?v=fU4Mcz7Ku-Y

A member of Femi Fani-Kayode’s family has narrated how the ex-Nigerian Minister of Aviation caught his estranged wife, Precious Chikwendu, with a navy captain, Idenyi Akpa.

According to the source, he has a video in which Akpa admitted being in bed with Precious and stated how she lured him to the hotel.

He said, “Major Gen. Patrick Akpa (rtd.) is the father of the young man that was caught in bed with Precious in an Abuja hotel last December. He was a former commandant of NDA. The young man's name is Navy Captain Idenyi Akpa.

“There is a video in which the young man admitted being in bed with Precious and in which he stated how she lured him to the hotel. The young man is married with three children. The matter was reported to Asokoro Police Station where both the young man and Precious were detained.

“They were also allegedly planning to kill FFK and evidence was provided. FFK insisted that all charges should be dropped and forgave them both. Even treated the young man with kindness and ensured that no one beat or attacked him after they were caught. The young man's parents and family have been offering deliverance prayers for the navy officer since because they know that Precious is an evil destroyer.

The source further said the ex-beauty queen has a long history of mental illness.

He said she was diagnosed as having ‘acute bi-polar disorder and syzchoprehnia’.

“The psychiatrist in whose hospital Precious was admitted for just under one month for mental health care and treatment was Dr Udenze who is a highly respected doctor and who has hospitals in both the UK and Nigeria. The doctor that referred her to the hospital recommended her admission and treated her as an out patient after she was released by FFK against doctor’s orders was Dr Bose Ominiyi of National Hospital, Abuja,” he said.

Recall that Fani-Kayode, who was earlier in the news for his verbal assault on a journalist, recently separated from Precious, his fourth wife, after six years of marriage.

The former minister, who has a hat-trick of marriages before meeting Precious with whom he has four sons including a set of two-year-old triplets, accused her of infidelity.

Sources told SaharaReporters that the former minister started physically abusing the ex-beauty queen from the first year of their marriage, the same fate that befell her predecessors.

The violence, it was gathered, increased as the years went by.

FFK, as the ex-minister is often reffered to, was said to have ordered Precious to abort her last pregnancy, claiming it did not belong to him.

The sources said Precious ignored him but got savage beating including on her belly for the recalcitrance.

A source said Fani-Kayode always hit the woman violently in the presence of their homehelps and sometimes threatened her with a gun by sticking the weapon in her mouth to warn her against squealing.

He sometimes instructed his bodyguard to hit the ex-beauty queen.

Fani-Kayode’s first wife, Saratu Attah, whom he married when he was 22, was also regularly pummeled by him.

Sources said the woman, daughter of the late Adamu Attah, was viciously beaten for requesting a swimming pool in their home on Marine Road in Apapa, Lagos.

FFK's next marriage was to Yemisi Odesanya, daughter of a judge.

She is now known as Yemisi Wada after remarrying.

In newspaper interviews, the woman told stories of Fani-Kayode's viciousness and lack of care for their daughters, the reason for which he was excluded from the marriage of one of them, Temitope, in 2014.
