The recent resurgence of Boko Haram and the panic it is generating among innocent civilians is quiet worrisome. It is simply beyond logic how a ragtag group of frustrated bigots can sustain a war for more than 10 years. What is their motivation? Certainly not religion or resources. How are they sustaining their supply of weapons and essential commodities? When the Niger Delta militants were on rampage, it was common knowledge that they steal crude oil and sell at the international black market. Even the bandits and kidnappers of the North West are known to fund their activities through the ransom they collect. How exactly is the Boko Haram getting funding in the arid extremes of Borno state? Do they package our abundant sand garnished with sunlight and export for cash? Certainly NO! We have to take the war to them by cutting off their supply routes, starving them and smoking them out. For this to be achieved, the government should consider the following steps. 1. PROSCRIBE THE ACTIVITIES OF ALL INGOs AND NGOs IN BORNO STATE. The activities of the international NGOs in Borno state is similar to a situation of a man sitting in his house with a blown roof after a fierce storm desperate for a helper only for the helper to come and instead of him to fix the roof he decides to hang a painting or two on the wall with maybe a flower pot in the room. Their priorities are misplaced and with their policy of not taking sides in a war, they provide food, shelter and medical supplies to both the victims and the perpetrators of crime. The war cannot be won when the enemy is well fed. They should be sent packing or their activities should be confined to the state Capital. 2. DEVELOP A BIOMETRIC SYSTEM FOR ALL IDPS AND RELOCATE VULNERABLE VILLAGES. The state government should relocate vulnerable camps and villages closer to bigger towns and the biometric system for IDPs will ensure for better planning and prevent infiltration by the insurgents. The government can afford it because no local government receives less than a hundred million naira monthly from the federation account and without it's citizens on ground there is no capital project going on. Each local government's allocation should be used to respond to the humanitarian disaster of it's people. 3. IDENTIFY AND CUT OFF THE SUPPLY ROUTES OF THE INSURGENTS With the camps and villages safely out of the way, the government should stifle the insurgents by stopping the supply of all essential commodities to them. It is practically impossible to survive in the plains of northern Borno and environs without outside supply especially at this moment when agricultural activities are almost non existent. 4. OFFER A LARGE REWARD FOR INFORMATION ON THE LEADERS OF THE INSURGENTS If the government announces an offer of a large reward with the promise of anonymity and amnesty to anyone that will lead to the arrest of the leaders of the group it will surely lead to a division within them especially because of the starvation and lack of supplies. 5. ORGANISE THE MILITARY AND OTHER SECURITY FORCES TO END THE INSURGENCY If the government succeeds in cutting them off, they will start crawling out of their hideouts to seek for relief from imminent starvation. It is at this moment that the military will expect a weak resistance and it will be an opportunity to end the madness and carnage. Our intelligence agencies should also find the international connection and any country found to be covertly or overtly involved should be sanctioned.
