There is good news from the Niger Delta.
The militants whose attacks have caused a huge dip in Nigeria’s oil exports, forcing the economy into a big crisis, said last night that they were done with the hostilities.
The Niger Delta Avengers (NDA) broke the news in a letter posted on its website by its spokesman, Mudoch  Agbinibo, and addressed to President Muhammadu Buhari. It also spoke of the need for regular dialogue to take place for the Nigerian union to survive.
Presidential spokesman Femi Adesina welcomed the cessation of hostilities by the Avengers as “a good development which is in the interest of the country and especially the Niger Delta people.”
He said “anything that portends peace is always good,” adding that “we hope that it cuts across board and it is sincere.”
The Avengers alleged that the Federal Government was out to execute a predetermined genocide against the people of the Niger Delta through the recently launched Operation Crocodile Smile, which the military high command has explained as just a training drill designed to prepare the Amphibious Division for a better mastery of the Niger Delta terrain.
The group also observed that the Nigerian system would work better if the Federal Government learns from the developed democracies to allow internal protests and conflicts aimed at greater good of the nation.
“We call on President Muhammadu Buhari to put away the garb of a stooge to the imperialists, whenever he speaks outside Nigeria. We have listened carefully and halted hostilities in the Niger Delta. We expect a genuine and positive attitude to restructuring and self-determination for every component unit of Nigeria. Dear president, what makes those countries (Japan, Germany, France, USA, Britain etc.) great is the ability of their governments to accommodate internal protestations and conflicts for the greater good of their nations over the years.
“Nigeria is not a one-man personal property. We must have these talks every time if this union must continue to work as one. The people of the Niger Delta have been living here from time immemorial, so we have the secret of the terrain and survival of amphibious operations.
“No amount of troop surge and simulation exercises will make you win the oil war; you can only win battles. You cannot apply the might of the state to restore the people’s confidence in your leadership when you cannot differentiate between genuine demands and being mismanaged by disorganised characters and tribal lords around you in your government that are playing the court jesters’ role as well as counting the days that is left in your four years term.
“You can deceive the whole world but we cannot be deceived by the so glamorized ongoing military operations in the creeks of Ijaw communities in the Delta coded “ Operation Crocodile Smiles”… the world should knows that with your pronouncement in Kenya and your attitude to the military build-up in the Niger Delta, it is crystal clear that the military has nothing less than a pre-determined genocide in Niger Delta and burn more already scared national resources to the pockets of those that have failed to locate the missing Chibok School Girls.
“Please also tell those foreign nations that your troops are about carrying out extrajudicial killings in the Niger Delta in violation of Article Four of the Geneva Convention with “OPERATION CROCODILE SMILE”. All sane minds know the meaning of “ CROCRODILE TEARS” so by code-naming your military operation CROCODILE SMILES only betrays your motives and attitude to the whole world about the Niger Delta question.”
With an end to bombings, there is hope for increased oil and gas production, which will translate to more revenue for the Federation.
The militants in the last few months hit major pipelines including Shell’s Nembe Creek Trunk Line (NCTL) and Forcados terminal, ExxonMobil and Agip’s faciliti

The reason Sagay gave for not naming the looters is pure hogwash. In which society do people conceal the identities of thieves who stole what belonged to everyone? Naming and shaming the looters have a comparative advantage over not doing so. It will not only serve as a deterrence to others but also make them face public opprobrium.

The whole recovered loot story seems to be more of a myth than fact. There are many gaping holes in all the government has said.

If I could advise the government, I would say: pump the money into the ailing economy and give it some impetus.
Under revenue generation act, the said money is not revenue generated by the present government, but past appropriation that were looted so can't be part of TSA until approved otherwise.

Counsel to Chief Olisa Metuh, the embattled former National Publicity Secretary of the People’s Democractic Party, PDP, Barr. Ben Nwosu, has described as a hoax, a recent petition to the Economic and Financial Crimes Commission, EFCC, for the anti-graft agency to invite and probe ex-President Goodluck Jonathan on issues relating to the ongoing trial of Metuh.

The petition was sent to the EFCC by Barr. Osuagwu Ugochukwu, on behalf of a former member of the Enugu State House of Assembly, Ikenna Ejezie.

Nwosu in a statement on Saturday, said: “Our attention has been drawn to reports in the media regarding a petition by one Barrister Osuagwu Ugochukwu claiming to be representing a non- existent former member of the Enugu State House of Assembly, given as Ikenna Ejezie, and asking the EFCC to invite and interrogate ex-President Goodluck Jonathan on issues relating to the on-going trial of our client, Chief Olisa Metuh.

“Whereas we note that Barrister Ugochukwu has links with the EFCC and had appeared on behalf of the commission while representing its former Chairman, Ibrahim Larmode at a hearing in the National Assembly last year, the claim that the petition is on behalf of a former member of Enugu State House of Assembly is false as no such individual ever served in that legislative house.

“However, we have thoroughly studied the petition and for the avoidance of doubt, wish to state as follows.

1. The petition is not really against ex-President Jonathan but actually a calculated attempt targeted at swaying public sentiments and the judiciary against our client in this orchestrated and well-funded media trial. The idea is to sway the minds of the public and the court to get a conviction based more on media trial than the laws of the land.

2. It is clear that their assertion is neither based on the statement our client made at the EFCC nor on the evidence placed before the court, which has clearly established our client’s case that the N400 million approved by the former president was not for personal and private use.

3. The fact that this matter is subjudice should have impressed upon the petitioners and their backers that publicizing such hoax is actually an affront to the judiciary except it is intended to cow the judiciary.

4. We are astonished as to how the petitioners would have referred to our client’s statement as a confession and a criminal statement.

5. We are also not unmindful of the fact that this appears to be a vendetta by some persons to cast our client in the mold of an already guilty individual just waiting for sentencing.

6.It is therefore obvious that the sole intention of this petition is to distort our client’s defense, which has so far been honestly and sincerely presented before the court

7. Finally, we state that we support the present fight against corruption and which is needed at this time of our national development, however this should not be used by some persons as a ploy to settle personal scores,” the statement added.

Eleven officials of the Independent National Electoral Commission who supervised the 2015 general elections in Gombe State have admitted to receiving N120m out of the N23bn ($115m) allegedly disbursed by a former Minister of Petroleum Resources, Diezani Alison-Madueke, according to the Economic and Financial Crimes Commission.

The revelation comes about a month after the EFCC arrested a former Resident Electoral Commissioner in Rivers State, Mrs. Gesila Khan, and other top INEC officials in the South-South for allegedly receiving N675.1m from Diezani.



Sources at the EFCC told our correspondent on Friday that the 11 officials had been interrogated and had made confessional statements.

A detective at the anti-graft agency told our correspondent that the electoral officers, who were in charge of the 11 local government areas of Gombe State, reported at the Gombe State zonal office of the commission on Thursday.

The detective said, “They have made useful statements and most of them have confessed to receiving millions of naira for their respective local government. They explained that two out of the 11 officials negotiated and collected the bribe on their behalf.

“The electoral officer for Akko Local Government Area, Ahmed Biu; and the one in charge of Gombe Local Government Area, Ahmed Ali Biu, and Mohammed Zannah, admitted to have collected the bribe from one Yunusa Biri, also a retired electoral officer who acted as Gombe State coordinator of bribes for electoral officers in the state.

“Biri was known and addressed as the coordinator of NGO, a code name used to cover the activities of the two parties.”

The detective told our correspondent that at the meeting where the money was disbursed, Biu and Zannah lodged at Corner Alheri Hotel, opposite NNPC mega station in Gombe, and the parties agreed to share the bribe per polling unit in each local government and part of the bribe should go to ad hoc employees deployed to each polling station across the state.

The source, however, said there were some issues with the investigation as some electoral officers claimed to have been cheated of their own share of the booty.

He said, “Investigations are ongoing but the challenge is that we will have to unravel the discrepancy in the amount collected and the actual money disbursed to the electoral officers.

“Some claimed that the coordinator (Biri) short-changed them because he gave only N8m to the eleven local governments in the state.”

The detective gave the names of some other detained officers as: Godwin Maiyaki, Gambo Balanga, Bukar Benisheik, Dukku, Jibril Muhammed, Billiri, Dunguma Dogona, Funakaye, Mohammed Wanka, Kaltungo, Ishaku Yusuf, Kwami, Suleiman Isawa, Babagana Malami, Shongom, and Nuhu Samuel.

The House of Representatives on Thursday urged Nigerians to exercise patience while assessing the performance of President Muhammadu Buhari’s administration in the last one year in office.

The House, which said the leadership of the Speaker, Mr. Yakubu Dogara, remained accountable to the people, said the All Progressives Congress-led Federal Government should be assessed from the point of the “decay” in the system prior to May 29, 2015.



The Leader of the House, Mr. Femi Gbajabiamila, spoke while giving the 2016 first quarter report on the activities of the legislature, advised against a hasty rating of Buhari one year in office.

Gbajabiamila argued that one year out of a four-year tenure was not enough for the government to have transformed the country.

However, he stated that the determination of the President to correct the ills of the past through the anti-corruption crusade must not be lost on the people and his critics.

“I will continue to call for patience. We have to first admit that this government came in at a point when things were terribly out of shape.

“The decay the government inherited was enormous and it is only when we come from this point that we can appreciate what the government has achieved so far,” Gbajabiamila added.

The lawmaker said the House was totally in support of the President’s efforts and was collaborating with him.

“We are collaborating in fighting corruption, insecurity, strengthening of institutions, international parliamentary collaboration, provision of legislative framework for welfare and rehabilitation of Internally Displaced Persons and provision of checks and balances,” he said.

On the activities of the House in the last three months, the House Leader said, “In the first quarter of 2016, a total of 133 bills were introduced for the first time, 34 out of the 133 scaled through second reading.

“Twenty out of the 133 bills were consolidated, two out of the 133 bills were negative, which in our local parlance means ‘killed,’ meaning that within the first quarter of 2016 only two bills and 117 resolutions arising from motions presented by members of the House were passed in the first 90 days of 2016 after successfully scaling through all the stages of legislation.”

The PUNCH observes that the two bills were money bills.

They bills were the Federal Capital Territory Statutory Appropriation Amendment Bill, 2016, and the Appropriation Bill 2016.

Gbajabiamila explained that the money bills were meant to stimulate the economy and improve the lives of Nigerians.

The House Leader put up a defence for the two bills, saying, “However, let me quickly pre-empt the negative public reaction to the passage of just two executive bills in the last 90 days.

“You will agree with me that the Appropriation Bill 2016 was deliberated upon during this period, and you will also agree with me that it is the first time in the history of our democracy that the Appropriation Bill was subjected to extensive public scrutiny with contributions by all committees of the House and Nigerians in general.

“The minus in that bill was due to the transparency of the present administration led by the President and his resolve that it must not be business as usual.

“Therefore, our time and energy were directed at the Appropriation Bill so as to give to every Nigerian a true budget of change for economic development.”

“It is also pertinent to inform you that the leadership of the House has taken a proactive step to even address the issues of delays in the consideration and passage of bills.”

Ahead of its one year anniversary, the Federal Government on Thursday, in Abuja, appreciated Nigerians for their “support, endurance and perseverance’’.The Minister of Information and Culture, Alhaji Lai Mohammed gave the appreciation at a meeting with members of Broadcasting Organisation of Nigeria (BON)

The News Agency of Nigeria (NAN) reports that the meeting was attended by four other ministers who spoke on the achievements and challenges in their ministries and interacted with those in attendance.

They are Ministers of FCT, Mohammed Bello, Labour and Employment, Chris Ngige, Power, Works and Housing, Babatunde Fashola, and Trade and Investment, Okechukwu Enelamah.

Mohammed appreciated the unprecedented trust that Nigerians reposed in the leadership of President Muhammadu Buhari to steer the ship of state to safe shores.

He acknowledged that the nation was passing through a very difficult situation with the loss of more than 60 per cent of national income due to the crash in the price of crude oil.

The minister assured that the government would deliver on its election campaign promises to Nigerians.

“This administration is aware that it was not elected to make excuses, but to put the nation back on a sound economic footing, ensure the security of lives and property and banish corruption.

“We have therefore decided to turn the disaster that we inherited into a blessing by diversifying our economy away from the mono-product of oil, leveraging on agriculture, solid minerals as well as culture and tourism, among others.

“In the words of Henry David Thoreau, all misfortune is but a stepping stone to fortune,” he said.

The minister reassured Nigerians that the change promised was real, in spite of the tough situation of the moment.

“Change is no instant coffee, it is a process. We are now laying a solid foundation for our country.

“The road will be rough, but as the saying goes, the darker the night, the brighter the morning. Our long suffering people will surely smile again.” he said.

Mohammed stressed that if the government had not been elected, there would have been no economy in the country.

On the scorecard of the administration in the past one year, Mohammed said significant achievements were recorded in security, economy and the fight against corruption.

The former Chairman of the Peoples Democratic Party, Ali Modu Sheriff and the chairman of the Caretaker committee of the Party, Senator Ahmed Makarfi were excused out of a meeting of the Board of Trustees of the party which is on going in Abuja.

Senator Sheriff walked into the Transcorp Hilton venue of the meeting at about 11:10 am and was followed five minutes later by Senator Makarfi.

Few minutes later, the chairman of the board announced
that the board had a very important decision to take before the commencement of the meeting.

At this point, he asked journalists covering the opening ceremony to leave the hall and less than five minutes later, Senators Sheriff and Makarfi walked out of the meeting hall.

A member of the board who does not want to be named told vanguard that the two were asked to leave the hall because it would be inappropriate for them to be in attendance at a meeting that was going to discuss their matter.

Moreso yesterday eight out of 11 members of the National Working Committee of the Peoples Democratic Party dumped Senator Ali Modu Sheriff as they pledged their loyalty and support to the Ahmed Makarfi led caretaker committee of the party.

In a resolution passed at their meeting in Abuja, the members of the Committee said as products of the national convention of the party, “we accept without equivocations all decisions and resolutions of the national convention of the Peoples Democratic Party held at Portharcourt on the 21st of May, 2016”.

The members said the resolutions at the PDP convention in Portharcourt “Merely reechoes our undeniable as members of the National Working Committee to give up our tenures for congresses and convention to be held in May 2016”.

While pledging their support for and cooperation with the Ahmed Makarfi led caretaker committee, the former NWC members noted that the constitution of a caretaker committee falls within the powers of the national convention as enshrined in section 33(5) (e) of the party constitution.

While enjoining the party’s teeming supporters and other critical stakeholders to support the Ahmed Makarfi led caretaker committee, the members call on other party leaders to shun personal interest and work towards moving the party forward.

It added that in the absence of the national chairman of the party at the convention, it was appropriate for the Deputy National Chairman, Uche Secondus to preside over the convention in accordance with sections 33 and 35 of the party’s constitution.

Those who signed the resolution were Uche Secondus, Deputy National Chairman, Solomon Onwe, Deputy National Secretary, Victor Kwon, National Legal Adviser, Dr Kema Chikwe, Woman Leader, Abdullahi Maibasira, Uouth Leader, BolajI Anani, National Financial Secretary, Buharu Bala, National Treasurer and Olisah Metuh, National Publicity Secretary.

The national Secretary and National Auditor, Professor Adewale Oladipo and Fatai Adeyanj respectively were not signatory to the resolution as both of them are in court to challenge elections into their offices.

Lagos – Financial experts on Wednesday backed decision of the Central Bank of Nigeria (CBN) to operate a flexible exchange rate.

The experts in Lagos said that the policy would frustrate currency speculation and hoarding.

Mr Harrison Owoh, a Bureau De Change (BDC) operator said that the policy would impact positively on the economy and remove distortion, hoarding and speculation in the currency market.

Owoh said that allowing the forces of demand and supply to dictate the exchange rate was a universal policy that would discourage corruption in the foreign exchange market.

He said, “ Nigeria operates a peculiar economy where risen commodity prices do not come down in spite of a better economic policy and environment.

“Flexible exchange rate will remove distortion, hoarding and speculation of currency in the economy.

“It is one of the mechanisms used in the foreign exchange market to discourage round tripping.

“The policy has been successful in advanced economies of the world,” Owoh said.

On the other hand, the expert explained that the policy in the short term may hurt the economy because of the dwindling revenue accruing from the sale of crude oil.

Prof. Sherriffadeen Tella, a Senior Economist at the Olabisi Onabanjo University, Ago-Iwoye said that the implementation of a flexible exchange rate would reduce corruption in the currency market.

According to Tella, the wide gap that existed between the official exchange rate and the parallel market rate has encouraged corruption, giving birth to a huge army of currency speculators.

“CBN official rate had been used by currency speculators and hoarders as a conduit pipe to drain the economy, no thanks to the disparity between the official and black market rates,” he said.

The economist said that a flexible exchange rate would create a level playing field for all in the economy.

The don, however, urged the Federal Government to create an enabling atmosphere for the manufacturing sector to thrive in order to increase the nation’s capacity to earn in dollars.

NAN reports that CBN at the end of its Monetary Policy Committee (MPC) meeting on Tuesday, resolved among others to adopt a flexible exchange rate for the economy.

“The foreign exchange market framework, now ready, the MPC voted unanimously to adopt greater flexibility in exchange rate policy to restore the automatic adjustment properties of the exchange rate.

“Consequently, all nine members voted to hold and introduce greater flexibility in managing the foreign exchange rate.

“The Bank will however, retain a small window for funding critical transactions,’’ CBN said.

The Court of Appeal in Abuja has ruled that the immediate past National Spokesperson of the Peoples Democratic Party, Chief Olisa Metuh, has a case to answer.

Earlier on Wednesday, a Federal High Court in Abuja rejected an application by Metuh for the release of his passport to enable him travel to the United Kingdom for treatment.
