Focus on evergreen niches. Content about training Rottweilers will still be relevant 100 years from now. BBA 2016, on the other hand, will not.

When you settle on a niche, use Ahrefs.com to reverse engineer the content of your competitors.

Choose the easy to rank keywords and write on them. You could hire writers too.

Google is the king of traffic. And if choose low-competition keywords and write on them, Google will send you traffic.

But bear in mind that this is a long-term endeavor.

Read up content on sites like AuthorityHacker.com, Backlinko.com, etc

there are so many articles on the net on ways to get traffic. After having a good blog design actuality content the rest will follow. The easiest one is paid traffic or advertise your blog.
Others are social posting of your link. Each social media have different techniques to drive traffic to your blog. For example always use the # tag for your twitter shares.
For your second q?, have a very narrow niche. If you blog on entertainment, then concentrate on a very narrow niche like nollywood actors unlike some brands that are into everything. That way it becomes easy to rise to the top of Google.
For tech, maybe about electricity or cars will be narrow enough. Some blog about just satellite tv and not everything on tech
