When I wrote Boko Haram and the Military three days ago, in my heart the accusation of r*ape against the Nigerian military was the weightiest of all the allegations. The obscenity of the act is what every normal citizen should abhor. I then based my evidence on eyewitness accounts of people fleeing the town. Listeners of early morning VOA or BBC Hausa service programmes can recall the voice of a woman who was fleeing Maiduguri for Misau in Bauchi State. This is what I can recollect from her conversation with the reporter:

“We have to flee. Soldiers are bursting into our houses, killing our husbands and committing obscenity with the women. What can we do other than to flee to where we will feel safe?”

I did not doubt her. Though she did not mention r*ape in Hausa for reasons of shyness, the words she used left no one in doubt of what she meant. What obscene thing would make a woman shy from its mere mention though it caused her to abandon her residence?

When  I published the article in my blog (http://fridaydiscourse..com), a reader, apparently a military officer, wrote this anonymous contribution and doubted the veracity of the violation allegation. He politely said: 

“I doubt very much the allegation of violation. Please check your facts very well.”

Another contributor, from the military it looks, also said:

“I would suggest that you refrain from comments that would depict our soldiers as barbarians thereby causing them to lose the public support they require to carry out their duties effectively…They certainly do not deserve the castigation you are pouring out to them. In the case of reported atrocities by these soldiers, I will suggest you take your time to investigate before you go public and not base your write up on hearsay."

Let me pause to assert that our military counterparts should please appreciate that we are living in a democracy in which freedom of expression is cornerstone. When actions of soldiers contravene fundamental human rights enshrined in our constitution, we are bound to speak out. That is the life of a bloody civilian. He doesn't carry arms. All he can do is to talk, and the talking is what we are doing here. As civilians, we expect the soldiers to protect us, not attack us in the middle of our sleep, killing our men, burning our houses and cars, beating our women and Desecrating our daughters. They have not met this expectation in Maiduguri, and hence our complain.

Now before I could investigate, I was vindicated by the Borno Elders Forum. In an appeal to the President reported in the Daily Trust, the elders categorically mentioned violation among several atrocities committed by the soldiers:

“The soldiers have been burning down cars, killing innocent passersby, looting private property, harassing innocent passerby and even Desecrating young girls.”

The veracity of the accusation can be driven from the weight of the personalities that made it:

“Shettima Ali Monguno, the Imam Idaini of Borno Imam Baba Gana Asil, Alhaji Garba Abba Satomi, Alhaji Bukar Bolori, Alhaji Usman Gaji Galtimari, Alhaji Kyari Sandabe, Brigadier General Abba Kyari (rtd), Air Vice Marshal Al-Amin Daggash (rtd), Shettima Ali Kidaji…Ambassador Ahmed Yusufari, AIG Zanna Laminu Mamadi, AIG Muktar Alkali, Alhaji Tijjani Bolori, Alhaji Bulama Mali Gubio, Alhaji Umar Abba Shuwa, Alhaji Ibrahim El-Zubairu, Malam Ibrahim Mustapha and Alhaji Gambo Vubio.”

These people are qualified to be senior citizens in any country. Their words cannot be dismissed as simple hearsay.

The military authorities were quick in denying the atrocities leveled by the Borno Elders Forum. However, reports continue to assert the issue of violation. This article is even prompted by a mail I received from a noble sister with relations in Maiduguri, sounding helpless over the atrocities that have not ceased, causing her sisters to go into hiding:

“My dear brothers and sisters, please we need your prayers. Young girls in Maiduguri are in great danger. My sisters and some other young girls have fled from their homes. Our parents are all hiding their female children because soldiers are Desecrating them. Oh Allah save our generation.”

For a commentator I think this is enough to take the allegation of violation seriously. I do not need to catch the soldier in the act before I comment on it. I am not a policeman. Just as no President in the world, other than the coconut headed ones we have in Africa, would go to sleep in the face of this quantum of allegations and complaints.

However, in Nigeria the complaints were answered with an air of impunity as usual. Major General Azazi (rtd) said, in reply to the Elders, he said that government will not withdraw soldiers from the streets of Maiduguri. He even concluded his statement without the usual false palliative of investigating the allegations to fray the nerves of the population. In other words, you do not deserve it, bloody civilians.

Today so many human rights groups have jointly signed an appeal to the government for investigating the atrocities and putting an end to them.

I tried to figure out the justification behind this truly barbaric behaviour in the 21st century. Despite the fact that Nigerian soldiers have consistently shown this level of human rights abuse before, as I was quick to point out in my last article on the matter, I was shocked to discover a justification from an ethnic angle consistently opened to me by one of my readers of Igbo extraction, Ike Agbor. On the point I made that “killing of civilians under any circumstance is a massacre…punishable under the Geneva convention, he said this, apparently in justifying the actions of Maj. General Jack Nwachukwu’s soldiers in Maiduguri:

“Where do we start? A revisit of the massacre by Nigerian soldiers under Murtala at Asaba, the massacre of a congregation at a church once Nigerian soldiers entered into Onitsha, or the every other massacres orchestrated by Nigerian soldiers inside Biafra?,  I will be glad if you hold my hands and take me to the sections of the Geneva Conventions that were contravened by the Northern civilians, and the soldiers, who took part in the SinParty of killings in the North, the starvation of civilians in Biafra and the near equal frenzy of massacre of Biafrans and the violation of women at the end of hostilities in January 1970.”

After reading this mail, I simply sent him a question whether the atrocities committed in the past should determine what our soldiers should do presently. No reply.

Are some elements in the Nigerian military 'justifiably' under a revenge mission in Maiduguri, if Ike is right?

The government, if I must reiterate, should commence investigations into these allegations and request Maj General Jack Nwachukwu and his soldiers to become more vigilant of the possible bad eggs in their ranks. Saying that miscreants or Boko Haram members carry out the Desecrates simply does not click. Everybody is mentioning soldiers, soldiers and soldiers alone. It is possible there could be fake soldiers on the streets, as was witnessed whenever there is a religious crisis in Bauchi, Plateau and Kaduna. Only investigations by the military will bring out the true identity of the soldiers. Lending a deaf ear to the appeals, therefore, will not help the situation.

Whoever is behind the Desecrates and whatever are his reasons, I will not hesitate to warn the Nigerian government of the consequences of continued insensitivity to the complaints. A point may be reached when the population of Maiduguri would entirely come out on the streets and revolt against the soldiers. This is the easiest thing that the progenies of Mai Idris Alooma and El-Kanemi can do when pushed to the wall. Here, it will be apt to advise the military not to take the level-headedness of the population for granted. 

“If you see the teeth of the lion exposed”, said my favourite Abbasid poet, Al-Mutanabbi, “don’t think that the lion is laughing.”

The Movement for the Emancipation of the Niger Delta (MEND) today in a press statement described President Goodluck Jonathan as a “spineless wimp and a coward who is willing to sacrifice the lives of Niger Delta indigenes to please the Western governments and oil companies.”

It warned the government it was getting ready to renew violence “with the training of new fighters joining our various camps and promises that the results will be felt both nationally and internationally, very soon.”

The Movement was commenting on a statement credited to the spokeswoman of the State Security Services, Mrs Marilyn Ogar, in which she said that over 100 Boko Haram members recently arrested in connection to the police headquarters bombing in the Federal Capital Territory, Abuja would not be prosecuted but will be resolved politically
“This is a blatant disregard to all Christians in Nigeria killed with impunity and also an insult to all Niger Deltans as the government is displaying double standards as regards the Niger Delta indigenes falsely and unlawfully arrested over the October 1st bomb blast carried out by our field operatives,” the statement said.

Commissioned on February 19, 2010 by Senate President David Mark, it goes by the appellation Diamond Estate, with the motto, Where passion grows. Though it is said that ‘diamonds are forever,’ residents of this estate in Isheri-Olofin, Lagos State, cannot imagine suffering the effects of oil spill forever, reports SOLAADE AYO-ADERELE

Residents of Diamond Estate in Isheri-Olofin along the Iyana Iba-Igando road on the outskirts of Lagos have so much to worry about. Those in the Phase 2 area of the estate are particularly worried, what with the emergency mode in which they live, considering the unusual quantity of fuel deposit that surrounds the barely two-year-old housing scheme.

The unwieldy quantity of fuel in the estate and its surrounding is such that in February, the authorities of the Nigerian National Petroleum Corporation evacuated over 450,000 litres of petrol from an oil leak site — an equivalent of over 13 standard truck loads of petrol.

If the problem is just outside the walled estate, perhaps residents would be less worried; but then, the majority of residents of Phase 2 — about 75 per cent of them, according to the Chief Security Officer of the estate, Major Yusuf Abdulkadir (retd.) — have their wells full of refined, ready-to-use premium motor spirit, petrol.

Among such residents are Mr. and Mrs. Olutayo, whose well is full of petrol; as well as Mr. and Mrs. Spencer, whose groundwater smells like acid.

Narrating the ordeal the family has passed through since January 2009 when they moved in sequel to the purchase of their N6m three-bedroom flat, Mrs. Tolani Olutayo said, “When we first moved in, our water was okay and we were able to drink water from our well and use the same for domestic purposes. However, there came a time when we started noticing an unusual smell each time we turned on the tap for use. Eventually, refined fuel started gushing out of our tap. It was unbelievable and scary.

“Before then, I also noticed that my 19-month old son, David, had started to develop lesions on the skin, not knowing that he was reacting to the chemicals that had mixed with our groundwater. It was the doctor that attended to him who advised against using the water to bathe him or wash his clothes. Only then did the lesions clear away.”

At the residence of the Olutayos, the air is filled with the smell of petrol. Indeed, one might as well mistake the place for a pump station, what with the suffocating smell of petrol that pervades the atmosphere.

To prove a point, an executive of the estate threw a plastic bucket suspended on a rope into the well, and drew out refined petrol, to the horror of everyone watching. Considering the fact that occupants of this particular building are not only exposed to dangers of fire outbreak and other health issues, they also pose danger to all the houses around, what with the fact that the houses are built very close to one another.

The fuel in Olutayos’ well is such that, according to the residents, tanker drivers claiming to work for the NNPC come at regular intervals to load fuel. “On one occasion, they loaded and went away with 14 tankers of unadulterated fuel from our well,” Tolani said. Her claim was corroborated by other residents.

At the Spencers’, another family resident in the two-year old estate, the water gushing out of their taps is malodorous. Immediately the tap is opened, bad smell simply accompanies the water that comes out.

According to Mrs. Modupe Spencer, a health worker, “We cannot use the water for anything beyond doing the laundry and washing the toilets. Even then, that’s after we must have treated it with chemicals to make it usable to a certain extent.” As things stand now, residents of the affected parts of the estate patronise water tankers for domestic purposes, while they also buy bottled water for drinking.

Taking a walk through the estate is revealing. The physical layout is aesthetic, with virtually all the houses spotting well-kept gardens with assorted flowers, while each building features a fenced compound that can take five cars conveniently. The roads are tarred, and, if the kinds of vehicles that drive in and out of the estate are anything to go by, then the residents can be said to be middle class.

Indeed, its middle class ranking may not be in doubt, considering that an honourable member of the Lagos State House of Assembly representing Badagry Constituency 2, Mr. Hodewu Suru Avoseh, lives there.

Despite Avoseh’s presence, however, the estate has fared extremely bad in the circumstances in which it has found itself. At both phases one and two areas, smell of petrol pervades the open air. Indeed, the experience is akin to walking in acid rain, as the face soaks in the moisture, with the attendant irritation on the facial skin. Also, after minutes of walking through these heavily pollutted parts of the estate, the taste in the mouth feels as if one has just tasted petrol, making one to spit at regular intervals.

At the other side of the long fence built round the 600-house estate are long stretches of open channels filled with clear petrol, with hose pipes and other oil pumping gadgets, including generators, tankers, drums of varying shapes and sizes, among others, positioned nearby. Also on the open field are an ambulance and a fire truck, all of which are under the watch of security men.

The open space is an expanse of land, with the soil fully saturated with petrol. Also, there’s clear evidence of excavation.

Sometime in February, the authorities of the Pipeline and Products Marketing Company had commenced spill containment and environmental remediation measures, in an effort to mop up the huge volume of spilled petrol in the area.

The company, which is the marketing arm of the NNPC, said the measures were part of its ongoing detailed investigations into the petrol seepage at the Diamond Estate and its environs.

Spokesman of the PPMC, Mr. Raphael Ugwu, said his company had taken the challenge of remediation as a precautionary measure to protect the environment, while it has not accepted culpability for the spill which has so far polluted the underground water and even caused fire incidents on three separate occasions, one of which happened on December 16, 2010, which forced residents to flee their homes for safety. The fire disaster lasted three days before it was finally contained.

Apart from physically checking the integrity of its pipelines to rule out any leakages, Ugwu said, the company has also started the process of mopping up the spilled petrol from the wetland.

He explained, “After remotely controlled surveillance intelligence tools failed to indicate any leakages on the line, the company deployed the costly, rigorous and most reliable physical inspection of the pipeline to identify and plug possible leakages that might be responsible for the pollution.”

He said that the physical inspection had continued without any observed integrity failure along the three kilometres excavated so far, thereby raising suspicions that the seepage might be from other sources.

He said the area was notorious for incidents of reckless pipeline sabotage and theft of petroleum products, arguing that the seepage might be from spills of the past that might have accumulated underground.

All these efforts and explanations have not assuaged the anger of the residents, who feel that their lives and health are on the line as a result of the environmental pollution that their estate has been subjected to since the oil spill was first noticed. Consequently, they are asking for N20bn compensation from the Federal Government.

According to the estate president, Mr. Samson Adebayo, though the NNPC management had appealed to the residents to be calm, while also promising to provide an industrial water treatment plant for them, the oil company has yet to make good those promises. They also said that the fire safety control measure and health care facility that had been promised were yet to materialise.

They appealed to President Goodluck Jonathan to save them from the inherent dangers they are daily exposed to as residents of an estate that sits on oil-saturated land.

In terms of dangers to residents’ health, an oncologist and Head, Radiology Department of the Lagos University Teaching Hospital, Idi-Araba, Lagos, Dr. Remi Ajekigbe, has this to say: “Petroleum tends to be most dangerous when its fumes are inhaled; but long-term exposure to the skin also carries risks. If one regularly comes into skin contact with petroleum products, the best method for reducing exposure is to wear gloves. Over time, handling of petroleum products may result in tissue death of the skin. One may develop a dry rash, or have cracked skin.

“Petroleum products on the hands may also be transferred to the eyes. Eye exposure to petroleum may result in burns of the eyes, which can permanently affect sight.”

He also explained that chemical compounds that originally come from crude oil, technically called total petroleum hydrocarbons, TPH compounds, can affect the central nervous system. One compound, he said, could cause headaches and dizziness at high levels in the air.

“Another compound can cause a nerve disorder called peripheral neuropathy, consisting of numbness in the feet and legs. Other TPH compounds can cause effects on the blood, immune system, lungs, skin, and eyes.

“Also, their effects on the lungs, central nervous system, liver, and kidney are not in doubt; while some TPH compounds have also been shown to affect reproduction and the developing foetus.”

Worse still, the International Agency for Research on Cancer has determined that some TPH compounds like benzene, benzoic, pyrene and gasoline are probably and possibly carcinogenic (cancer-producing) to humans.

With these dire predictions, is it not advisable for Diamond Estate residents to relocate? To which the residents replied, “We simply don’t have the means to do that. Not with the at least N6m each person paid for his flat,” they said.

The Alowa of Ilowa in Obokun Local Government Area of Osun State, Oba Adebukola Alli, who is standing trial before a chief magistrate court for allegedly ra.ping a 23-year-old member of the National Youth Service Corps (NYSC) collapsed on Friday as the court ordered his remand in prison.

At the resumed hearing of the case on Friday , counsel for the monarch, Messers Victor Opara , B.P. Ogundele and Miss Ogonnaya Elekwachi, filed an application urging the court to vacate its order of 24 June that placed the monarch under house arrest.

The counsel noted that the directive of the court that a government doctor should attend to the monarch in his palace was not carried out.

He said Oba Adebukola’s private doctors could not see him due to the situation of the arrest and therefore appealed to the court to grant their application and vacate the house arrest order, so that the monarch could be taken to the hospital for proper medical attention.

The prosecution counsel, Mr. Olufemi Adedokun, urged the judge to use his discretion to determine whether the application should be granted or not.

Delivering the court’s ruling, the Chief Magistrate, Adewunmi Makanjuola, said the traditional ruler seemed healthy and his illness was only a pretext to evade justice.

He said the claim of the defence counsel that the monarch’s life was in danger was suspicious and the court could not be gullible.

“In order not to take any more chances inasmuch as the accused has been shown to be worthy of remand in the prison custody, I am of the opinion that his remand will be an answer to this problem. The accused is hereby ordered to be remanded in the prison custody,” he said

The court also ordered the prison officials to give Oba Adebukola medical attention. and directed the head of the medical team of the prison to furnish the court with detailed medical report of the accused before the next hearing on Friday, 8 July.

Just as the court rose, the monarch collapsed and his counsel abandoned a move to appeal the ruling in order to attend to the traditional ruler, who was laid on a bench and was being fanned by his subjects.

Abuja-Mr Stephen Frahm, Consular Chief of the U.S Embassy, Wednesday, in Abuja advised Nigerians wishing to travel to that country to apply for visas at least a year ahead of time.

He said this at the embassy’s monthly briefing which had consular operations as the focus.

Frahm said the number of applicants outnumber those that can be accommodated daily, noting that this contributes to delays.

“ In Nigeria, there are a greater number of applicants than we have the ability to process. The number of people that can be processed in a given day is finite and that’s why it takes a long time in many instances to get an appointment.

“ Here in Abuja, we are able to schedule about 200; in Lagos they do about 350 to 400, so that’s about 600 a day.

“ We know that the demand is higher than that but we just don’t have the logistics to do more than that right now, so that’s why the delay.

“ The visa process should not be that last decision you make before you travel. It should be the first decision in planning. This is critical to making it possible for us to provide that service to the applicant,’’ he said.

He said applicants should make their visa applications online and ensure they visit the website for clarification if they had to.

Frahm also advised applicants to fill out their applications correctly and give information in line with what they provided to make them qualify for the visa.

“ Most people are bad liars. With the way our law is written, if you misrepresent the facts then you are not credible and we are forced to refuse.

“You may be a legitimate traveller, but because during the interview you did not present yourself correctly, then we have no alternative but to refuse,’’ he said.

Frahm urged those who wished to apply for visas to the U.S not to be deterred by the processes.

The processes, he said, were to ensure that all visa applications complied with the Immigration Nationalities Act of the United States.

He said the immigration activities were of important commercial value, noting that Nigeria has the highest number of applicants among the ECOWAS states with 60 per cent to 70 per cent of visa applications approved this year.

Also speaking, Deborah Maclean, Information Officer in the U.S embassy, called on applicants to be truthful about their reasons for travelling in order to get a positive response from the embassy.

“You must be prepared and that includes planning in advance for your interview, having the information available for why you personally know you are going because each interview is a personal interview.

“What the consular officer would be asking you is based on what you present for information.

“If you are truthful about why you are going, the outcome is most likely going to be a positive one,” she said.

@OP you should know that good policies are always aimed at achieving long term goals. At the start such policies may appear arbitrary but in the end it always brings abt SUSTAINABLE DEVELOPMENT. And that is what Nigeria needs. The kind of development that is consistent, beneficial and sustainable. If GEJ promises us that he's going to do just that, all we can do is trust our confidence in him that led us to vote him into power!

There is absolutely nothing wrong with what he is trying to do in creating proper incentives for local manufacturers like May & Baker, but he has to strike the right balance between tightening import regulations and creating these incentives. Goods would become expensive (which is probably why he said it would be painful) and push up inflation without this sort of balance- because at moment it is cheaper to import some commodities into the country than to manufacture them locally- which shows how much work needs on the economy outside the import rules.

He has to allow the market to dictate prices to an extent and also focus on creating a conducive environment for foreign investors. Completely "shutting the door" on importation alone would be the right move at the wrong time.
which environment is he creating for foreign investors to come in? if you are a foreign investor will you come in? even the IG is not safe is this country, if not for God the IG will have been killed by Boko Haram last week, the guy is clueless as at this moment, instead of making things difficult for the corrupt politicians and d Boko Haram guys, he's targeting the ordinary Nigerians, is it fair?  huh huh huh, A=beg do not be deceive by this man, I repeat as at now, gej is clueless, lets just hope that God will listen to our cries and help us.

More reactions have the introduction of Islamic Banking by the governor of the Central Bank of Nigeria (CBN), Mallam Sanusi Lamido Sanusi, as the Director, Post-Graduate Studies, Crowther Graduate Theological Seminary, Venerable (Professor) Andrew Igenoza, argued that the said introduction will not do the nation any good.

Igenoza said this on Sunday while delivering his sermon entitled: “Answering the Divine Call For Our Lives,” at the trinity ordination of nine deacons and two priests, held at the All Souls’ Church, GRA, Abeokuta, that the Holy Bible was also in support of lending money without interest.

The cleric contended that what should be introduced by the CBN should be an interest-free banking, rather than Islamic banking, which was being favoured by a particular religion, adding that nobody should make the country an Islamic state.

Venerable Igenoza submitted that: Nigeria as a secular and pluralistic nation must not do anything that could breach religious harmony among different religious groups with the introduction of programmes or agenda that would not uphold the unity of the nation.

He said, “Nigeria is a secular and pluralistic country and therefore, we must preserve that secularity. Anything which tends to favour any religion more than another is not going to do us any good as a country.

“Even lending money to people without interest is also in the Bible so there is nothing Islamic about lending money without interest. It is also biblical, all we can say is that, it is an interest free banking. It should not be Islamic banking or Christian banking or some other kind of religious banking. That is what we have to guide against. We must not bring religion into our political setting or our economic life.”

There was definitely no way Dapo Olumuyiwa could turn down the offer to travel to Abuja. The company he worked promised to elevate him to the executive level after he must have finished the seven-month Industrial Relations course in the Federal Capital Territory.

“Man must survive,” is a popular saying and makes much sense. He thought about his beloved wife, Caroline; and his lovely kid and knew he would surely miss them. It was a touching and painful emotion that eventful day Dapo parted with his family and flew to Abuja. The couple had been married for about five years and were together, come rain or shine. There was no reason for separation at all.

Then the count down began. One week gone, two weeks and gradually, one month rolled by. They kept in touch through phone calls on regular basis. Surprisingly, the weakness of the flesh sets in and Caroline was feeling really Hot. Exactly three months later, Caroline met an old school mate of hers, Banji, who was a widower. And one thing led to another; before one could say ‘Carol’ she was pregnant for Banji.

Caroline knew she was in big trouble because her husband must not know! It was the fifth month already and Dapo would soon turn up and all hell’s fury would be let loose if he discovered that his loving wife was pregnant. Pregnant for whom?

Caroline decided to abort the pregnancy quickly. She reasoned that she must terminate the pregnancy in a hospital far from their neighborhood, just to be on the safe side.

She finally located Springs Hospital and made up her mind to do the abortion there. Unfortunately, it happened that the doctor she met at Springs Hospital was the best man during her wedding ceremony many years back and a friend to her husband. Confused, forlorn, worried and deeply agitated, she confessed to the doctor and begged him in tears not to tell her husband the sordid secret. She went on her knees, with painful tears streaming down her face and pleaded that the devil actually took her for a ride, hence she found herself in this mess. She swore that she’d commit suicide if her husband should get to know. Doctor Donald promised not to divulge the secret but told her he wouldn’t do the abortion. Caroline had to do the abortion elsewhere at a great risk to her life. Till this day, the memory of her betrayal haunted her like a fearful ghost, as she couldn’t conceive again since her womb had been destroyed.
