@ DA Doctor, dnt mind them of course it happens, if he can do the following then I belief Ohakim can do anything, lets cast our mind back to the following:

(1) Ikedi Ohakim publicly insulted the catholic Archbishop of Owerri diocese Bishop AJV Obinna through his special Assistant on political matters, Mr. Rex Anuobi in October 2009. Bishop Obinna's offense was that he condemned the beating of RADIO Nigeria reporter (WALE OLOKUN) in government house by the Governors Chief Security Officer.

(2) He used his convoy to crush a woman and her two children in Lagos state in April 2008. The woman's Car was crushed beyond recognition.

(3) He dethroned a prominent Traditional Ruler (HRH Eze Dr. Oliver Ohanweh) who adviced him to take it easy with poor masses.

(4) Early in 2009, Ohakim accused his wife of sleeping with his brother in-law (Mr. Chinedu Chukwuonye, Managing Director of CODUC Nigeria Ltd). This accusation led to his wife fighting him in the Governors Office at Government House Owerri.

(5) He publicly slapped a staff of Federal Airports Authority of Nigeria (FAAN) early in 2008. The said staff did not provide keys to the VIP lounge in the wake of Ohakims passage on time. After slapping the man, he ordered his security details to beat the man up. Not satisfied by the beating the same Ohakim ordered that the man should be detained until he returned from London where he stayed one week. Upon his return from London, he learnt that his ADC had already released the man. In anger, Ohakim sacked his first ADC.

(6) Ikedi Ohakim publicly assaulted his wife's driver in May 2009 by slapping and head butting him. The driver's offense was that he did not answer to the Governor's call on time.

(7) The same Ikedi Ohakim personally flogged and head buffed Citizen Ikenna Samuelson Iwuoha (at gun point) in the governors Office on the 21st of January 2010, after having him abducted from his house at Ikenegbu layout Extension Owerri by armed men.

She did not have the so-called ‘normal’ childhood. Her teenage life was truncated. She became pregnant at 17. Much was not expected from the little girl who did not follow the ‘golden rule’ of right upbringing (from secondary school, university and to career), however, against all odds, Genevieve Nnaji has broken, recreated and became the rule for many and is now a success story.

On May 3, 2011, the Nollywood star clocked 31. She marked her birthday in far away London, full of smiles and in company of hip pop star D’Banj, friends and fans. Yes, Genny has many reasons to smile. Out of the lot that passed through Nollywood she has risen to become one of the very few iconic movie figures in Africa. Cable News Network (CNN) even dubbed her Julia Roberts of Africa.

In an interview she granted Treasure Magazine, Genevieve shared the story of her life. The Mbaise, Imo State-born actress didn’t grow up in the East. She is what you call the typical Lagos girl. Speaking on her childhood, she said: “I grew up in Lagos basically; my family is here in Lagos. I went to Methodist Girls High School, Yaba, Lagos. My mum is a teacher and my dad is a retired banker. Okay, I’m from a family of 10, eight kids, mummy and daddy. I left school in 97, went to UNILAG to do Creative Arts (part time); it was difficult keeping up because of doing movies, so I decided to drop and continue with the movie until I’m ready.”

That is not all, she grew up with strong Catholic background, a church she claimed impacted conscience into her, and it was that conscience the made her take a stand against abortion when she became pregnant as a teenager. Speaking on her child and pregnancy, she said: “Yes, I have a child. I was pretty young though. What happened? What I learnt was that no matter how much I try to control myself and be preserved and everything, sh*t still happens to me. So, I think what is meant to be will be.

You can only try to avoid it or prolong it, but it will be. The truth is, if it hadn’t happened I won’t be here now, because it had a way of shifting my life. So, it is like falling to one side and trying to make the best out of it. I probably would not be here. It happened and the best I did was not to dwell on it. It affected me in a way, but I didn’t dwell on it. I just felt it was not about the downfall, but how to pick up yourself that makes you a strong person, and not everybody would understand. And there is this thing I keep telling myself; life is once. So, life starts and ends with you. You live once, try to make the best of it. Don’t let people discourage you, people are going to talk, they are going to judge, but truth is, people who talk the most are those who do the worse. If you are not important, people won’t talk about you. Be yourself, be happy.”

The pregnancy was seven months gone before Genny’s Catholic mum discovered it. Genny said, “She couldn’t believe it, ‘how can she be pregnant when she was very careful’.” A test confirmed it, her parents were disappointed but stood their ground against abortion. “I didn’t feel anything. I didn’t even know till I was about four months. It was there, but I was still in shock. I didn’t believe it. The only time I actually believed it was when I saw it in a scan. Seven months! And I saw it’s in there and I said, “Okay, it’s true!” I was like, “Oh, it’s like some disease, ” I think I was pretty much hard on myself then than my parents or people. I was harder on myself, really. My parents reacted the way any parent would react – disappointed. I didn’t know. My mother discovered it for me. I didn’t know anything really. She discovered it for me and it was too late, we couldn’t do anything and we’re Catholics and I’m glad I didn’t do anything funny really.”

Speaking further, she said: “Getting rid of the pregnancy was an alternative then, but it was too late, because not until I was four months before we discovered it and so it was not what we could do, and my dad was like, ‘it’s a child for Christ’s sake. God knows why he wants to bring that child into life”. We are Catholics and it’s just that conscience, you do wrong once and doing another would not make the first right. So, you either correct your mistake by doing the right thing. If I was pregnant, and then have an abortion, it would have been like murder after fornication! So, that was basically wrong.

“I’m sure everywoman knows the feeling of pregnancy, but for the young girl – it is difficult for me to say now, because I have grown much older – but I know at that time it was, let me see, Anyway, I’d just wake up every morning hoping to wake up from a dream, but you know it doesn’t happen so. It’s more like giving me hope that ‘no, it wasn’t, ’ I was like looking forward to sleeping and waking up, then it wasn’t getting any better anyway.”

Were her parents at fault? No, Genny took responsibility, “Mine had nothing to do with it, it was a different case entirely, which I wouldn’t want to go into. My parents did their jobs and I did my own job of listening and everything. My parents were fantastic. I got the best of home training. It’s none of my parents’ fault. I was close to mum and Dad and they told me everything I needed to know, okay. But what happened had to happen, somehow. So, I didn’t think it had to do with my parents, although some people could suffer from not getting enough education from their parents, but I think my mum did her part as a mother. Yes, she did.”

On the lesson life taught her, she said: “Like I said before, I have learnt that life is the way you live it. It is not about theory, no lecturer can tell you what life is. Life is what you make of it. Life is what you want it to be, basically. For somebody like me, if I say I want this now and I work towards it, nothing is going to keep me away from that, I’m going to get it. Even if it means me drawing up my account, I want that, and I’m happy. I always think of today and not tomorrow. It is not like, ‘Oh, my children in the future, ’ whatever I do right now, I believe I’ll dig into it. Yes, I will try to be considerate later, but life is too short, you go now and whatever you’ve achieved other people will enjoy it.

“I think it is doing what you love doing, that’s what life is basically all about. Be happy; whatever you do let it be worth doing well. Don’t do things because other people expect you to do it. Please yourself, but don’t be selfish about it. You know it’s not like when you enjoy killing; that’s not what I mean. Whatever your direction, if your father wants you to be a doctor and you want to be a musician, follow your dreams! At the end of the day, if you have a gift for it, (go for it).”

All in all, Genny has come of age and done well for herself. She is a role model, not just to teeming aspiring actresses but to those who had a truncated/pause in the journey of their dreams, but are trying to pick up the pieces. And as icing on the cake, the beautiful actress is on the verge of inking a document that would see her pair with a Hollywood star in a multi-million naira movie. Happy birthday to Africa’s queen of the tube!

Thanks to cheap flights and the internet, the world’s not as mysterious as it used to be. Many of us have travelled to far-flung areas of the globe that would have been totally alien and unreachable to Brits even a couple of generations ago. However, there are still parts of the planet that – no matter how many tourist blogs you read – are still (almost) off-limits to tourists. Here are some of our favourite forbidden travel destinations.

1. Poveglia
Where is it? The Venetian lagoon, Italy
Why can’t I visit?: Because it’s haunted! According to legend it was used to isolate plague victims during Roman times, and then as a giant Black Death grave in the Middle Ages. As if that wasn’t scary enough, it’s also home to spooky abandoned building – complete with bell tower naturally – that was apparently a mental hospital. These days it’s off-limits to visitors unless you bribe a gondolier to take you there.

2. Area 51
Where is it? Nevada, USA
Why can’t I visit?: It’s a top secret military testing base, protected by armed private security teams patrolling in jeeps who are authorised to use deadly force to deal with intruders. Whether or not you believe UFOs have crashed landed there, the ridiculously strict security around the base means you’re never going to find out for sure.

3. Le Cercle Munster
Where is it? Luxembourg
Why can’t I visit?: It’s an exclusive private members club that’s extremely selective about adding new members. Want to join? You must be backed by two sponsors and be approved by a selection committee made up of bigwigs from the finance world. Unless you’re an incredibly rich banker, businessman or equity trader, you’ll never see the sumptuous insides of the club, take part in the ‘Programme culturel’ or eat the delicious food at the in-house restaurant. Damn!

4. Church of Our Lady Mary of Zion
Where is it? Axum, Ethiopia
Why can’t I visit?: Because it’s no ordinary church. According to legend it's home to one of the most important biblical artefacts ever – the Ark of the Covenant (and we thought Indiana Jones left it in a warehouse). Only a specially chosen monk is allowed to guard the ‘Ark’. No-one else is allowed to lay eyes on it or even get close, in case they melt presumably (see Indiana Jones again). Of course, some claim this secrecy means the Ethiopian church is telling porkies…

5. Most of Niihau Island
Where is it? The Hawaiian Islands, USA
Why can’t I visit?: Super-rich family the Robinsons (they’re not Swiss) bought Niihau in 1915 and closed it off to preserve its indigenous culture and wildlife. The 200-or-so natives who live there lead a blissful existence free of electricity, burger joints and, for the most part, tourists. There are very rare helicopter tours to the isle where you can wander along one of the beaches, but getting anywhere near the locals is strictly forbidden; hence its nickname, the, er, ‘Forbidden Island’.

6. Bohemian Grove
Where is it? California, USA
Why can’t I visit?: It’s an extremely secretive men-only club whose members include artists, musicians, businessmen politicians… and the odd president (Nixon was a member). Once a year they all gather for a two-week long festival where (allegedly) rituals such as the ‘Cremation of Care’ - a wicker-man-style faux-pagan rite - and the ‘Grove Play’ - a large-scale musical theatre production - are performed by members. It sounds like fun to us, but somehow I don’t think we’ll get an invite…

7. Lechiguilla Cave
Where is it? New Mexico, USA
Why can’t I visit?: It’s perhaps the most beautiful cave on the planet and frankly, the authorities don’t want you ruining it. Discovered in 1986 by miners, the sprawling underground complex is home to stunning speleothems, gypsum chandeliers and hydromagnesite balloons. We don’t know what any of these are, but they sound impressive. Sadly, unless you’re an extremely experienced caver you’ll never get a permit to see them.

8. Jiangsu National Security Education museum
Where is it? Nanjing, China
Why can’t I visit?: Anyone is allowed in… as long as they are Chinese. There’s a big sign outside the front of this very unusual museum stating that only Chinese citizens are allowed inside. The unusual entry requirements are because the museum documents the history of Chinese espionage, and the state doesn’t want us foreigners finding out their spying secrets.

9. Ilha de Queimada Grande
Where is it? Off the shore of Brazil
Why can’t I visit?: Basically, because it’s full of snakes – hence the nickname: ‘Snake Island’. Local legend states there’s between one and five snakes per square metre on the island. And not just any old snakes, most of ‘em are golden lanceheads – noted for their extremely potent venom. Because of this, understandably, the Brazilian Navy forbids tourists from stepping foot on the island.

10. The peak of Mount Kailash
Where is it? The Himalayas, Tibet
Why can’t I visit?: Because it's home to a Hindu god. Lord Shiva, to be precise, who resides at the summit in a state of perpetual meditation. Sounds like bliss to us, which is appropriate, as Buddhists also believe the peak is home to the Buddha Demchok, who represents supreme bliss. Because of this religious significance the peak was always considered off-limits by most climbers, before this Chinese government issued an official ban in 2001.

Again, INEC Postpones Parliamentary Elections Till Saturday April 9 2011-UPDATED

The Independent National Electoral Commission (INEC) has provisionally agreed with political parties to postpone the parliamentary elections earlier schedule for tomorrow till Saturday April 9th 2011.

NEC will now hold the national assembly elections on April 9th 2011, while the presidential elections will hold on April 16th and gubernatorial elections will follow on April 23 2011.

A United States District Court in Charlotte, North Carolina has sentenced a Nigerian, Ugochukwu Enwerem, aka Joseph Smith, to nine years imprisonment on one count of conspiracy to commit mail and wire fraud and 14 counts of wire fraud.

The US Justice Department said in a statement posted on its website on Sunday said District Judge Graham Mullen also ordered Enwerem to serve three years of supervised release following his prison term. In addition, Enwerem was ordered to forfeit $9,453,815 (N1,447,804,538.57) and to pay restitution in the same amount, jointly and severally with fellow Nigerian and co-defendant, Kent Okojie.

Enwerem was found guilty in March 2010 by a federal jury in the Western District of North Carolina on the 15 counts, the statement said. In September 2009, his co-accused pleaded guilty to one count of conspiracy and two counts of wire fraud and was sentenced to 72 months in prison in November.

Okojie and Enwerem, who resided in the Netherlands, were originally charged in a June 2007 complaint.

They were subsequently extradited to the US from The Netherlands, where they had been in custody on Dutch charges.

The statement also contained excerpts from court documents.

It said, “Evidence at trial showed that between at least August 25, 2004 and April 23, 2007, Enwerem and his co-conspirators solicited individuals in the United States, Europe and Australia by sending spam e-mails informing potential victims that they had either won a foreign lottery, inherited a large sum of money from a long lost relative, or were eligible to recover outstanding construction contract payments.

“When individuals responded to the e-mails, the defendants, posing as lawyers, bankers and European government officials, solicited fees from victims ostensibly to pay for things such as ‘anti-terrorism certificates’, ‘EU bank clearances’, ‘anti-money laundering certificates’, and legal fees in order to secure their purported lotto winnings, inheritance or contract payments.”

The US Justice Department stated that Enwerem and Okojie instructed American victims “to wire funds, using Western Union and other money transfer services, to them and their designees in The Netherlands, Spain and the United Kingdom.

“According to trial testimony, at least 18 US and international victims were defrauded of more than $9.5m during the period when Enwerem was a member of the conspiracy.”

Six Los Angeles-Area Defendants Indicted for Submitting Nearly $30 Million in Fraudulent Bills to Medicare
LOS ANGELES—As part of a nationwide crackdown on Medicare fraud, six local defendants were arrested today on charges of submitting fraudulent claims to Medicare, mostly for electric wheelchairs that were never delivered.
Three indictments charging six defendants were unsealed today in United States District Court in Los Angeles. The local charges are among cases filed in nine cities across the United States that charge a total of 111 defendants, who cumulatively are accused of being involved in nearly a quarter-billion dollars worth of false billings submitted to Medicare.
The Southland defendants arrested today are:

[size=18pt]Camillus Ehigie, 50, of Woodland Hills;
Evans Oniha, 48, of Rancho Palos Verdes, who self-surrendered this morning;
Charles Achike Agbu, 56, of Carson;
Obageli Brooke Agbu, who is Charles Agbu's daughter, 24, of Carson;
Joseph Ofoegbu, 58, Gardena; and
Sarah Hua, 64, of Monterey Par, who self-surrendered this morning.[/size]


The six defendants are expected to be arraigned on the health care fraud charges this afternoon in federal court in downtown Los Angeles, with the exception of Ehigie who is being treated for an undisclosed medical condition.
Over the course of nine years, Camillus Ehige and Evans Oniha allegedly submitted more than $16 million in fraudulent claims to Medicare for durable medical equipment and in-home nursing services that typically were not provided to Medicare beneficiaries.
Ehige and Oniha were the owner/operators of Caravan Medical Supplies in Culver City and Prosperity Home Health Services in Lawndale. Ehige owned and operated Osbed Medical Supply in Woodland Hills. Ehige and Oniha were charged with conspiracy to commit health care fraud and several substantive counts of health care fraud for billing the Medicare program for durable medical equipment and home health services that were not medically necessary and, in many instances, not even provided. Ehige and Oniha allegedly paid "marketers" for access to Medicare beneficiary information or to have Medicare beneficiaries obtain fraudulent prescriptions for equipment or services. Ehigie and Oniha were also charged with making a false statement in a health care matter, and Ehigie was charged with obstructing an investigation into a healthcare offense for instructing a co-conspirator to lie to law enforcement agents about the scheme run out of Caravan, Osbed, and Prosperity.
In the second case, Charles Achike Agbu and his daughter, Obageli Brooke Agbu, were charged with conspiracy to commit health care fraud and several counts of health care fraud for submitting fraudulent claims for durable medical equipment through their Carson companies. Charles Agbu owned and operated Bonfee, Inc. and Obageli owned and operated Ibon, Inc. The indictment alleges that the Agbus billed Medicare for durable medical equipment, such as electric wheelchairs and orthotics, that was not needed, wanted, or even delivered to the Medicare beneficiaries for whom the bills were submitted. As part of the scheme, the Agbus allegedly obtained prescriptions from doctors for the medically unnecessary equipment and then used those prescriptions, along with the Medicare beneficiary information, to submit fraudulent claims to the Medicare program. Bonfee and Ibon allegedly submitted to Medicare a total of approximately $12 million in fraudulent bills for durable medical equipment.
Joseph Ofoegbu, the owner and operator of Iyke Associates in Torrance, and Sarah Hua, a marketer who procured beneficiaries for Ofoegbu, were charged with three counts of health care fraud for submitting fraudulent claims for reimbursement for motorized wheelchairs. The indictment alleges that Ofoegbu used marketers, including Hua, to recruit beneficiaries who were then seen by physicians who prescribed medically unnecessary durable medical equipment. The prescriptions were sent to Iyke Associates, which fraudulently billed Medicare using those prescriptions. According to the indictment, the beneficiaries either did not receive the equipment or they received less expensive equipment than the items Iyke billed to Medicare. Iyke billed a total of approximately $1.5 million in claims for DME it purported to provide to Medicare beneficiaries.
In announcing the nationwide crackdown on Medicare fraud today, Attorney General Eric Holder said: "With this takedown, we have identified and shut down large-scale fraud schemes operating throughout the country. We have safeguarded precious taxpayer dollars. And we have helped to protect our nation's most essential health care programs, Medicare and Medicaid. As today's arrests prove, we are waging an aggressive fight against health care fraud."
The Medicare Fraud Strike Force operations are part of the Health Care Fraud Prevention & Enforcement Action Team (HEAT), a joint initiative announced in May 2009 between the Department of Justice and the Department of Health and Human Services to focus their efforts to prevent and deter fraud and enforce current anti-fraud laws around the country.
"Today's actions show that we will not tolerate criminals who pay kickbacks for referrals of Medicare business or who will bill for services that were medically unnecessary," said Glenn R. Ferry, the Los Angeles Region's Special Agent in Charge for the Office of Inspector General of the Department of Health and Human Services. "These actions are part of a coordinated, nationwide sweep in our continuing battle against greedy criminals who profit from exploiting federal health care programs."
Tony Sidley, Senior Special Agent in Charge for the California Department of Justice, stated: "The California Attorney General's Office is committed to fight fraud against the state Medi-Cal program. CAL DOJ has supported the HEAT initiative from its inception in the Los Angeles region. Today's operation is another example of a successful and coordinated effort to fight health care fraud in Los Angeles."
An indictment merely contains allegations that a defendant has committed a crime. Every defendant is presumed innocent unless and until proven guilty at trial.
The Strike Force cases were investigated by the Federal Bureau of Investigation; the Department of Health and Human Services, Office of Inspector General; and the California Department of Justice, Bureau of Medical Fraud and Elder Abuse.

The Federal Government has ordered the police to enforce the law prohibiting use of tinted vehicles on Nigerian roads. The Minister of Police Affairs, Humphrey Abah revealed this at a press conference in Abuja, "with effect from February 28, 2011, owners of tinted vehicles would be made to remove them by policemen on the spot, CAP M21, Motor vehicle prohibiting tinted glass Act, forbids use of heavily filmed cars." he said.

Mr. Abah said, the Federal Road Safety Corps and Road Traffic Services personnel are to assist the police in enforcing the law, and cars with factory-fitted tinted glasses are exempted from the directive. With this new directive ,only the President, his vice, governors, the Senate President, his deputy and majority leader as well as the Speaker, House of Representatives are permitted to use tinted glasses in the country.

The ministry boss warned that "unauthorised use of siren will attract severe sanction as such vehicles will be confiscated, adding that owners of vehicles with foreign numbers have two weeks to register them or remove them from the road."

As part of the enforcement of the new law, Mr. John Haruna, the FCT Police Commissioner, revealed that "his men had arrested and arraigned drivers of tinted cars, most of which belonged to highly placed people." Mr. Haruna maintained that "the existing taskforce would be enlarged with personnel of the State Security Service, Civil Defence Corps, police and the military to enforce the ministerial directive."

This is quite long, but for those that are interested in Enugu (State) politics, its quite interesting, Enjoy!!!!

Enugu State is one of the states with least federal allocation in Nigeria irrespective of the fact that Coal remains largely deposited under its soils. The idea of utilizing the coal deposit may remain a pipe dream so long the Nigerian Government continues to lay national claim to all deposits in the country. This ugly claim was conceived and enshrined by the Northern Nigeria political oligarchy that held Nigeria to the jugulars for over 40 years of the national life.

However, in all these shortcomings, Enugu State continued to survive believing monthly on the meager stipend that comes from Abuja. Other means of its survival is through agriculture which would be said to be receiving some level of attention presently. Other than agriculture, the state cannot boast of any other means to sustain her livelihood.

During the time of Jim Nwobodo, he was able to achieve remarkably as Governor by establishing several landmarks within his Anambra State, which now is split into Anambra and Enugu States. One would be tempted to ask how he was able to achieve that when indeed there were also minimal natural resources or internal revenue generation from within the State than the monthly allocation from the Federal Government. Comparing to what is on the ground today, one would argue on the fact that the Dollar Naira exchange in those days was 1:3; but the effort to maximize the advantage should be of paramount importance to any student of Political-Economics. Comparatively, his ability to make use of the huge advantage offered by the Forex was a plus to the administration of Jim Nwobodo even in the presen ce of adverse confrontation by the then ruling NPN.

The dwindling adherence to the dictates of good conscience set in in 1984 when Babangida took over from Buhari and Enugu was not left out. The State’s military administrations continued to serve their masters at the national level against the people they lead, hence the flight of Enugu resources to sustain the appetite of the ruling class. It was appalling that the same allocation that was approved from the national government returns to the same national government as loot. Successive State Military Administrators popularly called Milads, always left the State worse than they met it.

In 1992, when the then 3 rd Republic was nurtured, Dr. Okwy Nwodo, an Enugu man from Ukehe Nsukka, one of the sons of former politician, John Nnia Nwodo Sr, was propelled to govern the state after the efforts by his brother, Joe, was confronted by Gbazueagu Nweke Gbazueagu (GNG) resulting that the two gladiators were disqualified from the race. Okwesilieze’s ascendance was more of surprise than planned. Interestingly, like things never planned, he stepped in with a mind-set of rooting out the opposition, which resulted in planting more hate, acrimony and dist rust in the polity against himself and his clique. In fact he was not able to boast of any tangible project he completed within the short-lived administration of about 26 months when the military junta of Babangida struck again and the transition terminated. He went down to history as one of the worst indigenous governor ever produced in the South East Nigeria.

The Making of Chimaroke

The journey and battle to control Enugu continued till in 1999 when the tide was clear for a new dispensation, it was a battle primarily between Jim Nwobodo and Nwodos, secondarily between Nsukka and Other-Enugu and tertiary between Hate and Not-Hate. In the end, Jim carried the day by delivering the State to the People’s Democratic Party (PDP) beating hands down the All People’s Party (APP) which the Nwodos were part of. History has it that the winner-takes-it-all attitude of Nigerian politics forced some of the Nwodos to join PDP as their continued stay in APP would deny them of the goodies and booty from politics.

In favor of the new order was Dr. Chimaroke Nnamani a former youth leader cum mobiliser for Jim during his reign as Governor of the old Anambra State. Records have it that in those days, Jim engaged Chimaroke (Chiboy) to mobilize, facilitate and if possible terrorize-to-succumb the youths of the state to his camp; armed with enough cash and clean Volkswagen Beetle car by Jim, the job was not difficult for Chiboy to achieve. He traversed the length and breadth of the State to deliver to his master. Most of the successes recorded by Jim in terms of grassroots mobilization were as a result of the crude and audacious tactics of Chiboy. So, those wondering where-come the wicked tactics of his Ebano should study history!

Chiboy was one of the many young men, fresh from the US that were mingling around Jim for positions during the 1999 political experience. His case was even peculiar as he normally chose to lie on the floor in Jim’s sitting-room-for-the-boys when others will prefer the comfort of the beds. At several occasions Jim’s wife, who could read between lines had confronted her husband that ‘this boy called Chi-boy’’ is not good and that he must be very careful with him. Unknown, as Jim would discover sooner than he thought, his wife was damn right! Jim chose Chimaroke over others for the governorship. In the course of the campaign, Chimaroke says nothing since he was a neophyte as far as Enugu political game was concerned. Jim says everything. The people listens to Jim because they know him…they love him…and they believe him because he had delivered before therefore whoever he presents will be worth the onion. Again the people were damn wrong! As Chiboy took reign, tormented by an unstable mental health which was later confirmed to be spiritually motivated in his family, he took to extreme oddness that the people began to ask, where is Jim? Unfortunately, Jim was nowhere to be found. Anguish, pain, sadness, confusion and frustration overshadowed the State.

The Making of Ebano –the infamous

The case of Chimaroke was typical of Rehoboam, a direct son of a wise and godly father (in this case is Jim) became foolish and evil (II Chr. 10). Like Rehoboam, Chiboy rejected the counsel of the old men; instead he chose that of young men with little knowledge of history. It is said that he that doesn’t know where he is coming from will not know where he is going. Armed with every apparatus of the State closely guided by the Abuja-might, Chiboy took on the people that made him even when they never took on him. He pursued those that crowned him even when they never demanded his crown. He attacked those that lifted him even when they never attacked him.

In order to achieve his goals, he had to disorganize Jim’s structure and every other perceived political structure in the State to erect his own and called it Ebeano. He needed a hierarchy that must be absolutely loyal to him. The Ebeano machine, when fully operational became tool-of-valiant, maiming, destroying, uprooting, harassing, blackmailing, intimidating even molesting anything and everything that stands on its way. The only option for the elites was to take to their heels; they all went into exile including Jim the Kingmaker! Most of the run-aways are the same set of people that now are battling Sullivan over the progress of the State. Loyalty was the word in Ebano. Like in the Hitler’s, you are either German or Christian, there was no White, Canadian, American or British, the Germans are the tall blond of the German and down-border Russians, any other cannot be German, therefore any other are infidels and must be removed now and at once, so was Ebano to Chiboy and the 12 inner-circle.

The Inner-Circle

Among members of the inner circle was Dr. Dan Shere a medical doctor with little-to-desire-result from the University of Nigeria Enugu. Starting his political journey on the Ebano structure, he was installed as the Chairman of Nsukka local government for several terms. His stay in the post was better imagined than desired. Breathing from his eyes and seeing with his nose, he became a monster and beast to his people, crushing them to powder and nailing them to the altar of pain, sorrow, anguish and hopelessness. One would not expect less from a member of the Ebano inner circle.

During his reign as the Chairman, he refused to pay salaries to his staff for 9 whole months. One would wonder how the people were surviving, but that won’t bother Dan, he would rather divert the funds to Ebano than take care of his staff. Dan Shere, a man of unknown-beginning, a high chief of Idi in Opi Nsukka, a man from a dysfunctional home with little appetite to-achieve was made Chairman by Chiboy. Presently the Chairman of Council (Chancellor) of the University of Port Harcourt River State, Dan’s ascendance to this rank has become object of moral question after digging deep into his unrecorded resume. Dr. Shere rising from being the Chairman to Government House as the Secretary to the State Government, he aligned with Chiboy to craft a record breaking formula to milk a State.

Another member of the inner-circle was Sam Ejiofor, who stacked piles of Dollars notes belonging to Enugu State in a plastic tank stationed in his compound. This act mesmerized Chimaroke’s argument later in EFCC that Enugu got only N52b from Abuja between 1999-2006. If his argument is anything to believe, where then did Ejiofor get the millions of dollars in the tank if it’s not from the fraudulent and compulsory deductions from Local Government allocations? It’s only a fool that will believe Chimaroke Nnamani as far as Enugu is concerned.

The Milking Machine –Marlum Construction Company

To start - clean, the cabal had to register construction companies among wh ich were Marlum Construction Company, Olyton Nig. Limited and Traime Nig. limited. According to CAC’s records, the two principals are never registrant to the document which means they opted for proxies. In a fraudulent fashion Marlum was awarded directly or indirectly approximately 90% of all the major construction works in Enugu among them were ESUT Teaching Hospital Park-lane, ESUT Permanent Site, Enugu Tunnel, the Enugu International Conference Center/s among others. Advanced payment orders were approved for Marlurm through Stop Orders which were placed on the monthly allocation of the State so that direct payments of ambiguous amount were paid into designated accounts of Marlum both home and abroad. It was a formula like never before. It continued insomuch that before the close of his reign in May 2007 they have siphon over US$ 552 m from the State. This is part of the money that Chimaroke used in building Rainbownet, Renaissance University, Mea Matter Schools, Cosmo FM, several estates within and outside the country, purchase of several plots in the unpopular zoo estate among others.

It is very evident that none of the projects said to be executed by Marlum are standing today because the motive was not to build for posterity rather for the pockets of the unseen masters. The argument in some quarters is that the projects were never meant to be completed within the life of Chimaroke’s administration therefore Sullivan should have continued them to completion. However, little did the people know that records show that these projects have been paid for by the State and the monies already collected, so if Sullivan will have to complete them he will have to re-award the contracts and that would mean subjecting the State to another fund-lack that would thro w his government off - balance. So it would be fool-heady to channel funds to some of these projects without being sure of what happened before , in fact some views presently expressed is that these projects be sold to the public for them to be completed. How Sullivan and his team will respond to this line of thought is yet known to me.

Listed below are some of the projects and their completion stages as indicated by Igbonekwu Ogazimorah , Chimaroke’s Information Commissioner, on Feb 1 2006:

* Enugu (Ebano Tunnel) : 97%
* International Conference Center : 92%
* International Conference Center : 72% (Somewhere he never mentioned)
* 162-Building ESUT permanent site complex : 94%

But the ex-commissioner would not tell us why the EFCC is so convinced that Chimaroke actually own those businesses. But I can tell him that for the fact that the owners (based on CAC records) have persistently denied ownership of the businesses when interrogated by EFCC tells a lot and he MUST desist from thinking that Enugu people are fools that do not know and have access to classified information. It was actually surprising to discover the enormous wealth Ogazimorah acquired for himself during his time as Commissioner.

Perhaps, it will be honorable for both Chimaroke and EFCC to explain to the people of Enugu how and where Chimaroke got $551m within 7 years since he said the State only received N52b from federal allocations in the same period, above all we know he was a man of minute means before he became State Governor.

The Milking Formula

The formula worked so well for the masters that the simplicity of the mechanism makes it almost impossible to be detected and the formula consists of the following steps:

* The State advertises a project
* Marlum or any of the other two companies stage-managed to secure it,
* The State approves a Stop Order for the awardee (mostly Marlum)
* Allocations come from Abuja,
* Funds are automatically transferred to Marlum’s accounts (local and foreign),
* Marlum either shares the money among the masters locally or transfers overseas as counterpart dividend of work done(Such Monies are legal when returning to the country),
* The money becomes private funds when off-shore,
* The ‘private’ funds return to State as clean,
* The ‘clean money’ is used by the ‘clean master’ to execute personal (‘clean projects’) in the State.

Some of such projects are the Rainbownet and Renaissance University and Mea Matter Schools. It will continue to be extremely difficult to trace all and the actual amount that was stolen from the State by this act but since the paper work involved will need a presidential order to review them . Nevertheless, the available explicit and implicit evidences indicate that it is well above the US$ 552 m traced so far.

To support my claim, Chimaroke said this:

On funding, the governor said his government depended entirely on recycling overdrafts. What this means, he explained, is that whatever the state gets as its statutory allocation from the federation account every month, the government sets aside money for payment of workers’ salaries and allowances, makes allowance for payment of subventions, warrants either in the form of donations, redemption of promises made by him or the government, travels by the governor and his staff and the running of the government house kitchen. Whatever remains after these deductions is paid in bulk to the contractor. It continues like that every month. “We are going to recycle overdrafts until probably we leave office –Dr. Chimaroke Nnamani: 2006

I don’t need a soothsayer to tell me that of the so-called N1.2b statutory allocation that comes to the State monthly, and the entire allocation of the 17 local government areas of the State and some excess crude allocations, according to the above statement by Chimaroke, it is evident that all he needed do is to deduct the gross overhead (State and LGA expenditure) and the balance goes to Marlum et al.

We must understand that the above statement was indeed the base-of-operations of Chimaroke for the entire second term that he occupied Lion Building. To sustain this ‘looting-policy’ there was need to place another confidant very close to him that would ensure the finishing of the ‘private assignment’. Dr. Dan Shere, the ex-Chairman of Nsukka LGA and an infamous and unpopular Idi-Opi dissident was made the Secretary to the State Government. At the closing hours of his administration, Chimaroke in a subtle move to evade the EFCC hammer owing to the avalanche of evidences against him championed by late Chief CC Onoh, AKA Ananefungwu Wawa, claimed to be on medical check-up overseas, disappeared into thin air and in total breach of constitutional protocol, left Dan Shere in-charge of the State. That was why Shere was the one that managed the swearing-in of Sullivan on May 29 2007. Until he was forced to return 6 months after the swearing-in Chimaroke was a fugitive!

One may wonder how and why EFCC declared that Chimaroke is worth well over N50b! The answer is available. It was discovered that there were three main companies doing all major construction works in Enugu during the period. They were Marlum Ltd, Olyton Ltd and Tramie Ltd. These companies are owned by Chimaroke and his cronies. Normally when a contract is awarded to a company, another independent consulting company will be engaged to supervise and ascertain the compliance of work-done to the terms of the agreement. This oversight function is performed by Marlum on Olyton if Olyton is the awardee and vise vasa. The same happens if Tramie is the awardee and vise vasa. So it was easy for them to play along.

The Last Four Months to May 29 2007

Unknown also to many, the coffers of Enugu was completely empty during the last four months of Chimaroke’s administration. The instruction quoted above was the reason Dan Shere ensured that the stop order placed on the allocation for Ma r l um was honored. In this robbery a total of N7.2b was diverted during the last four months leaving the State with nothing. In fact Sullivan had to resort to other arrangements to keep the State moving to stability.

More callous to know was that in the closing meetings among the Ebano inner circle before Chimaroke fled the country, it was agreed that all efforts must be made to ensure that Sullivan was impeached 3 months into his administration for his deputy to step-in for Sam Ejiofor to become the deputy so that the action plans would be followed to the later (many people are aware of the Sam Ejiofor becoming-the-deputy-governor-story not the other instructions attached to it). As fate would have it, Sam Ejiofor was in EFCC Cell while the swearing-in was taking place. They also reasoned that it would take Sullivan 6 months to settle-in as a new Governor and that he would be working hard to take charge of the uprising from the State Assembly who were already armed to impeach him, within this period they (Shere et al ) would be in-charge of the treasury because they would still be in power
