PRESS STATEMENT Uyo, 11 August 2025 Incident Involving an Unruly Passenger on August 10, 2025 Ibom Air confirms that on Sunday, August 10, 2025, an incident occurred on board our Uyo–Lagos flight involving a passenger, Ms. Comfort Emmanson, whose conduct posed a serious threat to the safety of our crew, passengers, and aircraft. Shortly before take-off from Uyo, Ms. Emmanson was instructed in line with standard aviation safety procedures, to switch off her mobile phone. She bluntly refused to comply until the Pilot-in-Command made an announcement, after which a fellow passenger seated beside her took the phone and switched it off. This action prompted a verbal tirade from Ms. Emmanson. The situation was eventually calmed, and the flight departed as scheduled. Upon arrival in Lagos, Ms. Emmanson waited for all other passengers to disembark and then proceeded to confront the Purser who had earlier instructed her. She walked up to the unsuspecting Purser, stepped on her, forcibly tore off her wig, removed her glasses and threw it to the floor, and used her footwear to assault her. She slapped her several times and when the other cabin crew member tried to intervene, she slapped her too. She then attempted to forcibly remove a fire extinguisher to use as a weapon, an act that could have damaged and grounded the aircraft. By this time, the Pilot-in-Command had alerted airport security. Before security could arrive, the Purser as seen on the viral video on the internet, prevented the passenger from leaving the aircraft until security arrived. The arrival of Ibom Air Security personnel, did not deter the passenger as she attacked them as well, lashing out violently at the security personnel. She was then restrained and removed from the aircraft by force. Even after disembarking, she continued to assault Ibom Air security personnel, and even slapped the ground supervisor. The passenger was removed from the ramp and taken into custody by FAAN security and handed over to the Nigeria Police Force for further investigation. Ibom Air has since submitted a report on the incident to the Nigerian Civil Aviation Authority, and placed a travel restriction on Ms. Emmanson, who will no longer be permitted to fly on any of our aircraft. Ibom Air reiterates its zero-tolerance policy towards any form of unruly or violent conduct that threatens the safety of passengers, crew, or equipment. Such behavior will be met with the strongest possible response, including legal action and permanent restriction from our services. We commend the bravery and professionalism of our crew in handling this situation under extremely challenging circumstances, as well as the swift support from airport security and the Nigerian Police. Safety remains our highest priority. We urge all passengers to comply with crew instructions at all times for the safety, security, and comfort of everyone on board. UYO TOWN SQUARE MEETING: GOV ENO EMPOWERS 1187 BENEFICIARIES WITH N492 MILLION GRANTS Akwa Ibom State Governor, Pastor Umo Eno, has empowered 1187 persons with N492.7m farm, trade, and business grants in Uyo Federal Constituency. The Governor disbursed the grants at Uyo Federal Constituency Town Square Meeting held at the Ibom Hall grounds in Uyo. The Governor who was elated by the massive turn out said 276 constituents were successfully selected to benefit from the ARISE Farmers grant, 628 for the ARISE Traders grant, 263 for the ARISE Equipment support scheme, while eight persons benefited from the N5 million MSME grant, and 12 got cars and mini buses. Governor Eno said within the two years of his administration, 116 projects, including roads, health centres, compassionate homes, elderly home, and primary schools have been executed across the Federal Constituency which comprises Uyo, Uruan, Nsit Attai and Ibesikpo Asutan LGAs. He said the meeting was to receive the Needs document of the Constituency in order to include them in the 2026 Peoples' budget, and to give grants to the constituents, as would be done in all other federal constituencies. The Governor said the selection process was powered from the ARISE Youth Employment portal and that the beneficiaries were qualified citizens of the Federal Constituency. Governor Eno who appreciated the people of Uyo for the massive turn out, said it was indicative of their status as the landlords of Government House, and also appreciated the Secretary to the State Government, Prince Enobong Uwah for leading his people to unite with the centre, assuring everyone of more development projects. The State Chief Executive said he received the needs document from the people of Uyo with an open heart, and promised to treat it accordingly, based on availability of funds. Governor Eno appreciated the President Bola Ahmed Tinubu-led federal administration for making funds available to States, which, according to him, has made it possible to execute the empowerment scheme, the entrepreneurship support and different development projects. He directed the Ibom Leadership and Entrepreneurial Development Center (Ibom LED) to commence the process of training another 50 persons each from all the recognised female and male support groups, for another set of empowerment. The Governor also announced the federal government-funded ward development empowerment initiative for 100O persons per ward, and urged the people to return to their respective wards to ensure that entrepreneurs at their respective wards partake in the programme. He called on the people to support the President for a second term in 2027 as well as other APC candidates in the 2027 elections, to further the synergy with him, having enjoyed an overwhelming endorsement as sole candidate for Governorship in the 2027 elections. Governor Eno who has since inception of his administration remained committed to celebrating Akwa Ibomites who are making impacts in their different careers across the world, also took out time to celebrate a daughter of Uyo Federal Constituency, Uduak Otu Ita, Deputy Commandant, Nigeria Police College, Oji River, Enugu, who was recently promoted to the rank of Commissioner in the Nigerian Police Force, and presented her with a brand new SUV, saying that the stride was a source of encouragement and motivation especially for the girl child. He urged everyone to continue to remain united with a focus on the Akwa Ibom project, warning against insulting any leader irrespective of political affiliation, stressing that a united and progressive Akwa Ibom supercedes every other consideration. "We want to continue to ask you to remain united. Please don't abuse anybody and when people abuse you, don't answer them. We want to continue to build this state for our generation and generations unborn," he said. Presenting the needs document, the Secretary to the State Government and political leader of Uyo, Prince Enobong Uwah, appreciated the Governor for the impactful development projects in the Federal Constituency, adding that they have been enjoying double of the projects executed in other federal constituencies, and assured of more support in the 2027 election. Earlier while setting the tone for the event, the Director General of campaigns, Ambassador Assam Assam, said having moved round the State with the Governor during the 2023 electioneering campaign, he was proud that the Governor has kept to his campaign promises. On their parts, the local government chairmen, Commissioners, House of Assembly members and Paramount Rulers from the Federal Constituency, as well as non indigenes, appreciated the Governor for all his impactful strides in their domain, and assured him of their continuous support. High point of the event was the unanimous adoption of the Governor as the sole Governorship candidate for Uyo Federal Constituency in the 2027 election following a motion moved and seconded by Rt. Hon. Mark Esset, and Hon. Ubong Attah respectively.

GOVERNOR ENO READS RIOT ACT ON STUBB CREEK, ASSURES OF MORE DEVELOPMENT IN EKET FEDERAL CONSTITUENCY …receives Support for his ARISE Agenda beyond 2027 Akwa Ibom State Governor, Pastor Umo Eno has announced plans by government to bring lasting solution to the contentious ownership of the Stubb Creek, calling for calm from interested parties, with the reminder that the disputed area being a forest reserve had since been taken over by government. He said with crises in the area, it would be difficult for Government to attract investments to the contentious area, and vowed to resist any attempt by any party to erect monument in the contentious spots of the federal constituency. Governor Eno announced his position today at the Eket/ONNA/Ibeno/Esit Eket Federal Constituency ARISE Town Square Meeting at the Eket Local Government Cenotaph, where over several indigenes were empowered with various grants and items. Citing patriotism and peaceful coexistence as values that would hasten development in the Constituency, the Governor called on people of the area to allow peace reign, promising to constitute a high powered committee that will explore ways of returning peace to the troubled areas. He announced his administration’s commitment to massively invest in the area, warned against efforts geared towards sabotaging the government in developing the federal constituency, which he described as his second home, and thanked the people for the reception accorded him in Eket. “Let me thank you for the overwhelming welcome back to Eket. I know Nsit Ubium and Uyo is the constituency of my birth, but Eket is the constituency of my rebirth. “So there is a difference, it is in this land that I cut my teeth of business, it is from here I campaigned and moved to Uyo, I am not surprised,” Governor Eno said. GOV ENO STRENGTHENS MEDIA TIES, COMMISSIONS NUJ AUDITORIUM, PRESENTS CARS TO EXCO Akwa Ibom State Governor, Pastor Umo Eno, has further strengthened his ties with the media community as he commissioned an ultra- modern NUJ Auditorium Complex and presented brand new cars to members of the State Working Committee of the Union. In his remark, before inauguration of the complex located within the Union's Secretariat along Information Drive in Uyo, the Governor commended the State Council of Nigeria Union of Journalists for promoting the ARISE Agenda and the Akwa Ibom project. He further commended the Union members for using their various platforms to promote the State rather than demarketing it as obtainable in some other places. "You have made your profession not about fighting the Governor or government, but about your true loyalty to Akwa Ibom for its meaningful development and progress. "Why? Because this is our brand. This is the only State that we have. Government would come, government would go, but Akwa Ibom remains constant. So, I want to thank you and your leadership for the collaborative work that you have done in the State," he stated. In his appreciation of the good works of the NUJ leadership, the Governor donated vehicles to the outgoing State Executive and appointed the outgoing State Chairman of the Union, Comrade Amos Etuk, as a Senior Special Assistant on Local Media. "This appointment comes because we expect you to continue with the good work; continue to galvanize the media in development of our State," he stressed. The Governor appreciated the State NUJ leadership for naming the new NUJ Auditorium Complex after his late wife, Patience Kemi Umo Eno, saying, "It is not something that I expected. It's a bit emotional, but as I continue to see people immortalize her, it gives us, as a family, comfort that she didn't live her life in vain. So, I want to thank you so much for this honour." Pastor Eno assured the in-coming State Executive members of the Union of the Government's readiness to continue to work in partnership for the development and growth of the State. "For the incoming NUJ Exco that will be elected tomorrow, whoever will win, please, let there be no victor no vanquished. Let there be no bad news concerning the elections. Continue to work together in unison for the overall progress of the State," he said. Earlier, the NUJ Chairman, Comrade Amos Etuk thanked Governor Eno for fulfilling his campaign promise to the union by completing the Secretariat project which has been abandoned for about 20 years. He acknowledged the Governor's numerous contributions towards the success of the project even before he assumed office as Governor, describing the achievement as a historical footprint which has never been recorded anywhere in the country since independence. Highlighting the resolution of the last congress of the union, he said they decided to name the newly commissioned auditorium after the late first Lady, Mrs Patience (Kemi) Umo Eno as a mark of honour and in memory of her passionate contributions to the development of the State. Comrade Etuk therefore, pledged the Union's commitment to supporting the Umo Eno-led administration to ensure the successful implementation of the ARISE Agenda. On his part, the Commissioner for Information, Hon Aniekan Umanah, and the President of NUJ, Comrade Alhasan Yahaya, commended the Governor for his exceptional support and partnership with the Union, urging journalists to reciprocate the gesture by remaining resolute in their support for the Governor and development of the State. GOV ENO PLEDGES SUPPORT FOR YOUTH OPPORTUNITY SUMMIT In furtherance of the Youth empowerment component of the ARISE Agenda, Akwa Ibom State Governor, Pastor Umo Eno, has expressed readiness to support the hosting of a Youth Opportunity Summit to connect young people to both local and global opportunities. Governor Eno gave the hint when the Summit Convener, Mrs Hauwa Liman, Technical Adviser on Women, Youth Engagement and Impact to the Vice President, Kashim Shettima paid him a visit in his office at Government House, Uyo, the State Capital. He said youth empowerment is on the front burner of his administration, and urged all youths to take advantage of available empowerment opportunities for their personal growth and development. The Governor has empowered thousands of youths in the State through different initiatives including the Entrepreneurship Accelerator Programme (EAP) at the Ibom Leadership and Entrepreneurship Centre, trade, agriculture, and equipment support schemes for Micro, Small, and Medium Enterprises (MSMEs). Giving a brief on the summit, Liman said it is essentially about connecting young people to local and global opportunities hence the theme, "Leveraging Opportunities, Building a future - ready youth." She noted that most young people across the country just want to finish school and wait for government jobs which, according to her, is insufficient, adding that other youths have gone out to look for opportunities within and outside Nigeria and are making impact. Liman who is a Mandela Washington Fellow, said, for purpose-driven youths, there is room to excel without knowing anyone, stressing that opportunities abound both online and offline, including through the Federal Ministries of Communications and Digital Economy and that of Youth Development, with lots of programs for youth development particularly in Technology that can equip them with relevant skills to access jobs including remote ones. She said the summit will be an avenue to bring the opportunities closer to the people and also connect the youth to these opportunities. Liman said programmes in the summit will include an indigenous language business pitching competition where young entrepreneurs present their ideas and innovations in their indigenous language and are supported accordingly. She mentioned other areas to include; guidance and counseling technical sessions for secondary school students, and training and breakout sessions on different areas of focus. The convener said the summit, which has taken place in Kano, Kaduna, Jigawa, Katsina, will see Akwa Ibom become the first port of call in Southern Nigeria.

GOVERNOR ENO REAFFIRMS COMMITMENT TO GRASSROOTS DEVELOPMENT, OPENS NEW MODEL SCHOOL IN OBOT AKARA The unwavering commitment of Governor Umo Eno to grassroots development was once again on display as a model primary school was commissioned in Obot Akara Local Government Area. The event took place at St. Patrick's Model Primary School, Nto Ide, Obot Akara Local Government Area on Thursday, 31st July, 2025. Representing the Governor at the commissioning event, former Nigerian Ambassador to Russia, Chief Assam E. Assam, SAN, commended the people for their support and urged them to take ownership of government projects. “During campaigns, I kept saying this man will do what he says he will. That he is a man of his word. “The development in this community has shown that Umo Eno is serious with grassroots development. “The governor has done his part. the traditional institutions and the youth must protect this investment.” Describing the newly commissioned model school as “a garment” given to the community, Chief Assam emphasized that its care would determine future government interventions. “When a child is given a cloth and he does not wash it or handle it well, the father would not be encouraged to give him more. “The governor is very focused on what he wants to do. This model primary school here is like a garment to Obot Akara. “You must guard it jealously.” In a strong appeal to community youth, he cautioned against vandalism and theft. “To the youths, this property must be protected by you. It is not a place for stealing equipment and selling them to the nearby community. As the school is being celebrated today, it should be kept as posterity for tomorrow. “The government is very serious about the fact that if a project is cited in a community and the community does not protect it, more projects may likely not come to such place again. And that is the statement I am telling you, because it is important that you know.” Chief Assam also conveyed Governor Eno’s assurance that all promises made to Obot Akara remain active. "The governor asked me to assure you that there is no project he had said he will do in Obot Akara that he has forgotten because he is interested in the growth of the land – taking stock of the project evaluation of the local government. "I want to thank these children. It is because of them that this school was built. After passionately receiving and celebrating the governor, he was moved to do this for you." Former Commissioner for Youth and Sports, Monday Ebong Uko, who was also present, expressed deep gratitude for the Governor’s fulfilment of campaign promises. “When we had campaigns in 2023, the governor made a promise to the people of Obot Akara. I never went back to him. “But on his own, he called us and awarded the Nko-Usaka-Annang road project.” He recalled how the children's performance during the commissioning of a nearby bridge moved the governor to initiate the school project. “It was the outstanding performance of the children during the commissioning of the bridge nearby that prompted him to promise to build this school. Today, we are here to commission it, and I thank the governor.” Also in his goodwill message, Rt. Hon. Saviour Udoh, thanked the governor, appreciating him for the good works he has done in Obot Akara and pledged the peoples support come 2027. ”Today is a very wonderful day in the life of Nto Ide people. The Governor is a promise keeper. The prayer from this community is to give him long life, may God almighty keep him for us. his second term is assured come 2027.” Giving an overview of the facility, the Permanent Secretary, Ministry of Education, described the school as a prototype for what primary education infrastructure should be across the state. “This is a facility developed by our education-friendly governor. If you look at the playground, it's very spacious. We have play equipment, televisions, child-friendly furniture, and even a headteacher’s residence fully furnished.” The school also features ICT-equipped classrooms and a library to prepare children for global competition. “We have a computer room so that children learning in this school can compete with other children all over the world,” she said. Earlier, the Chairman of Obot Akara, Rt. Hon. Simon Akpan, welcomed the governor’s delegation and lauded him as “a promise keeper and true son of the land,” citing the numerous ongoing projects in the local government and pledging continued support for the Eno administration “even beyond 2027.” Also speaking, the Clan Head of Nto Ide, Okuku Jacob Afangideh, offered prayers for the governor, saying, “May God bless and illuminate the governor’s path.” He also appealed for more development projects, including roads and a general hospital to tackle maternal mortality in the area. The commissioning of the model primary school marks another stride in Governor Umo Eno’s ARISE Agenda, further cementing his administration’s focus on inclusive and community-based development.

AKSG DONATES LAND FOR AIR FORCE BASE ... pledges continuous partnership with security agencies Akwa Ibom State Governor , Pastor Umo Eno, has announced the donation of a parcel of land for the establishment of barracks for the Forward Operational Base (FOB) of the Nigerian Air Force (NAF) in the State. At a courtesy visit on him by the Chief of Air Staff, Air Marshal Hassan Bala Abubakar, at the Government House, Uyo, the Governor made a presentation of the land documents. He said the State under his leadership was committed to sustaining the trajectory of security in the State and expressed hope that the Air Force base will be of great value in protecting the State's and national boundaries. The Governor who has paid high premium on security since assumption of office, said the State will continue to partner with all the security agencies including NAF, and urged the force to continue with its good works in the State and county generally. "We thank you for the Air Force base that is going to be strategically located in Akwa Ibom State. Before now, apart from the school and the presence at the airport, the Air Force was the only arm of security that was not really on ground in Akwa Ibom State. "But with this establishment of forward base operations, we believe that the Air Force is now fully integrated into our security architecture as a State and we welcome you. We hope and trust that you will continue to work to protect our international boundaries knowing that Akwa Ibom is a litoral State, especially to help with our air operations to ensure that we continue to maintain security in the land. "As a State we take security very seriously, and that is why the State has continued to remain one of the most peaceful states in this country. So we will continue to work with all security agencies including the Air Force," he said. The Governor who appreciated the Chief of Air Staff for the academic standard at the Air Force School, requested for some concessions to enable the school accommodate more Akwa Ibom children. In his remark, Air Marshal Abubakar appreciated the Governor for the land donation, his continuous support to national security initiatives and for his proactive vision in promoting infrastructural development and investment in the State. "Permit me to, on behalf of the entire NAF family, appreciate you for the gracious donation of land for the establishment of barracks accommodation for a Forward Operational Base (FOB) at an accessible distance from the Eket Airstrip. "This would not only fast track the setting up of the necessary facilities for this strategic process but would add great value for both national defense and homeland security in support of other forms of civil commercial enterprise. The FOB, when established would provide further assurance of safety and security of persons and property, thereby fostering the entrenchment of Akwa Ibom State as a very good investment and tourism destination. "I am particularly grateful for the strategic collaboration between Akwa Ibom State and the Nigerian Air Force (NAF), especially in providing the enabling support for the momentous transfer of the Eket Airstrip to the NAF. This significant step demonstrates your commitment towards the strengthening of security within the State for several reasons." He said the transfer of the Airstrip to NAF would help to extend air power for national security, protection of territorial integrity as well as support the drive to promote a thriving blue economy, adding that NAF would be better positioned to protect critical national assets around the Akwa Ibom State shoreline when they become fully operational. GOV ENO ASSURES TETFUND OF COMMITMENT TO INVESTMENTS IN EDUCATION ... appreciates TETFund's support to state's tertiary institutions Akwa Ibom State Governor, Pastor Umo Eno, has restated the commitment of his administration to investments in education as it is central to the development blueprint of his administration. The Governor gave the assurances when the Board of the Tertiary Education Trust Fund (TETFund), led by its Chairman, Alhaji Aminu Bello Masari, paid a courtesy visit on him in Government House, Uyo. He said his administration has thus far focused more on primary education, and has built model Primary Schools across the 31 local government areas in the State. Beyond the structures, he said the government has provided school uniforms, books, shoes, and bags for the pupils to encourage learning. "We will continue to focus on education as a critical component of the ARISE Agenda. As a State, we are more focused on our primary education, building Model Primary Schools across the 31 local government areas of the State. The primary schools stand as models to be replicated. We have also provided uniforms, books and shoes to encourage learning," he said. Announcing that government will soon flag off model secondary schools, the Governor assured that his administration will stop at nothing to ensure quality and qualitative education for Akwa Ibom children. Governor Eno said the State Executive Council meeting was extended to accommodate the courtesy visit given the strategic importance of the visit, and appreciated TETFUND for its support to tertiary education in the State and the Akwa Ibom State University, AKSU, in particular. He also appreciated Senator Udoma Udo Udoma, a former Pro-Chancellor of the State University for his remarkable contributions to the development of the State, describing him as a perfect gentleman with innumerable impacts across the State. The Governor who appealed for more support in the development of tertiary institutions in the State, assured the board of continuous partnership and assurance of a conducive environment for the hosting of their annual retreat in the State. He used the opportunity to commiserate with Alhaji Masari, a former Governor of Katsina State, over the death of his close ally and leader, the late President Muhammadu Buhari and prayed for God to grant him rest. Earlier, Alhaji Masari said they were in the State to commission projects at AKSU, saying they were even more delighted than the recipient institutions to have the projects completed and commissioned. He commended the Governor for his development strides, the peaceful ambience and hospitality they enjoyed since arrival, saying the Board has agreed to host its annual retreat in the State. EXECUTIVE COUNCIL RESOLUTIONS • Council resolved to ensure the continued maintenance of the Godswill Akpabio International Stadium and ratified the Finance and General Purpose Committee (FGPC) memo on the renewal of the maintenance contract with Julius Berger Plc for an additional one-year term, effective July 1, 2025. • Council also considered and approved an FGPC memo from the Honourable Commissioner for Finance and Supervising Commissioner for Special Duties and Ibom Deep Seaport on additional works at Ewet Luxury Estate, occasioned by topographical challenges and revised architectural designs for the project. • Furthermore, Council ratified two FGPC memos presented by the Honourable Commissioner for Lands and Town Planning and approved the Construction of 4.541km internal single carriage roads with 0.48km discharge drains, including service ducts, walkways, and manholes at Dakkada Luxury Estate, Uyo. • In accordance with Section 18(1) of the State Fiscal Responsibility Law, Council following the presentation by the Hon Commissioner for Budget and Economic Planning, considered and approved the Akwa Ibom State Medium-Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP) for 2026–2028. The three-year indicative framework, based on macroeconomic assumptions, is to be forwarded to the Akwa Ibom State House of Assembly for legislative action. • The Executive Council, as a follow up to the presentation by the Ministry of Finance, deliberated on the report on Harmonization of the IGR Treasury Single Account (TSA) and approved the formal adoption of the TSA Policy to enhance revenue efficiency, block leakages and promote transparency. The TSA platform, Akwaremit, alongside the State Land management platform, AkwaGIS, are scheduled for official launch on September 1, 2025. • Following a status report by the Commissioner for Sports on preparations for the forthcoming Akwa Ibom Sports Festival, Council approved the replacement of obsolete sporting equipment to host the various events. The Governor further directed the Ministry to develop a comprehensive State Sports Assets Inventory System to enhance safety and ensure proper maintenance. • As part of efforts to consolidate the ARISE Food Security Programme, Council considered a report from the Honourable Commissioner for Humanitarian Affairs and approved the commencement of Phase III of the Free Food Distribution Programme across the 31 Local Government Areas, beginning August 20, 2025. • Following a report by the Economic Adviser to the Governor, Council considered and approved the public Presentation of the ARISE Socio-Economic Impact framework to access governance performance and present factual developmental data on the present administration. The truth is far simpler: Akwa Ibom never took what wasn’t rightfully hers. The oil wells in question lie within Akwa Ibom’s maritime boundaries as determined by scientific demarcation, verifiable geographic data, reinforced by constitutional processes and the judgment of the Supreme Court. In 2012, Nigeria’s apex court issued a definitive ruling: Cross River State ceased to be a littoral state following the ceding of the Bakassi Peninsula to Cameroon under the Green Tree Agreement and International Court of Justice (ICJ) directive. As such, it lost any basis to claim offshore oil wells. This legal reality did not arise from conspiracy, but from international diplomacy and the recalibration of Nigeria’s maritime boundaries. Yet Obogo ignores this context and instead directs his ire at Akwa Ibom, irresponsibly stoking regional grievance with a narrative that collapses under factual scrutiny. Obogo’s use of Abiku - a Yoruba mythology tragic spirit-child who returns again and again to torment its mother may be poetic, but it is ultimately misplaced and misleading in this context. Comparing Cross River’s loss of maritime rights to an Abiku myth distorts a legitimate geopolitical and judicial process into an irrational curse. It casts Cross River as a helpless victim of fate, rather than a state navigating the outcome of an international treaty. More critically, it romanticizes a legal issue and weaponizes cultural imagery to stir resentment against Akwa Ibom, which has simply defended its rightful entitlements within the law. Oil wells are not spirit-children wandering between worlds - they are fixed, measurable national assets governed by cartography, constitutional law, and federal oversight. Akwa Ibom did not inherit them through mystical reincarnation or bureaucratic magic; it claimed them because the facts, maps, and laws placed them squarely within its jurisdiction. In this case, Abiku has been conclusively laid to rest and no amount of rhetorical mischief can resurrect it. Obogo goes further to accuse respected federal institutions like the National Boundary Commission (NBC) and the Revenue Mobilization, Allocation and Fiscal Commission (RMAFC) of complicity in what he terms a “heist wrapped in bureaucracy.” This is not only baseless but profoundly irresponsible. These institutions followed established legal processes and technical evaluations rooted in Nigeria’s constitutional and judicial frameworks. They did not “gift” anything to Akwa Ibom but acted on clear legal direction, applying cartographic science and judicial authority to determine rightful ownership. To suggest otherwise is to undermine national institutions and insult the integrity of governance itself. It is even more morally reprehensible that Obogo would brand Akwa Ibom as a “beneficiary at a rigged auction” - a deeply insulting and unfounded assertion. Labeling the state’s firm, evidence-based defense of its position as “gloating” or “arrogance” is a deliberate mischaracterization aimed at demonizing a state that has simply upheld the rule of law. Elder Aniekan Umanah, Akwa Ibom’s Commissioner for Information, was not boasting when he described the matter as “sealed” and “settled” - he was stating the obvious as reiterated by the State Attorney General and Commissioner for Justice, Uko Udom, SAN: that the Supreme Court has spoken, and federal agencies have acted accordingly. When did it become arrogance to defend the outcome of a lawful process? Should Akwa Ibom remain perpetually apologetic or open to endless political negotiations over a matter that has been conclusively adjudicated? Justice does not become unjust simply because it does not favour Cross River. Obogo’s attempt to use the citing of military and public infrastructure like the Eastern Naval Command or the Nigerian Ports Authority in Calabar as evidence of maritime status is equally misleading. Strategic infrastructure does not equate to territorial entitlement. One can host a naval base inland. But to claim offshore oil wells, a state must have a legally recognized maritime boundary, something Cross River no longer possesses. Perhaps most troubling is Obogo’s reckless invocation of infamous court decisions like Plessy v. Ferguson and Dred Scott to suggest that the Supreme Court’s ruling in favour of Akwa Ibom is akin to judicial atrocity. Such comparisons are inflammatory and intellectually dishonest. They diminish the gravity of real historical injustices and falsely equate them to a ruling grounded in law, fact, and international diplomacy. Cross River’s disappointment, while understandable, does not equate to systemic injustice. There was no theft, no fraud, and certainly no moral crime but only a judicial conclusion rooted in undeniable geopolitical change. Akwa Ibom will continue to stand by the truth, defend its entitlements, and refuse to be shamed into silence by the emotional blackmail of political rhetoric. To put it succinctly, the 76 oil wells matter is not akin to an ‘Abiku’ spirit that Obogo and his kinsmen can invoke at will to torment the peace loving people of Akwa Ibom State. It is the story of a child returning home finally, and rightfully to where it has always belonged.

Government of Akwa Ibom State 76 Oil Wells: Restatement of Facts 1. In light of the renewed petitions, misinformation, and incitement directed at the peace-loving people and Government of Akwa Ibom State by the Government of Cross River State, particularly regarding the ownership of the 76 offshore oil wells validly belonging to Akwa Ibom State, as repeatedly affirmed by all relevant arms of government, it has become necessary to restate the facts and reset the records for the benefit of the general public, especially those unfamiliar with the matter. 2. Contrary to the narrative currently being propagated, the Government of Akwa Ibom State did not initiate any legal action against the Government of Cross River State regarding the disputed oil wells. Rather, it was the Cross River State Government that instituted and serially lost two suits against Akwa Ibom State. 3. In its first case, *Suit No. 124/1999*, the Cross River State Government sued Akwa Ibom State over the northern non-estuarine boundary (involving 24 villages of Oku/Itu/Ayadehe Ward in Itu Local Government Area of Akwa Ibom State), as well as the southern estuarine boundary where the 76 oil wells are located. On 24th June 2005, the Supreme Court ruled in favour of Cross River State only on the matter of the 24 villages in the north. It, however, dismissed their claim over the estuarine southern territory, where the oil wells are situated. 4. In its landmark ruling, the Supreme Court declared: “In considering the merit of the plaintiff’s case, it is important to bear in mind that the effect of the judgment of ICJ dated 10/10/2002 on the land and maritime boundary case between Nigeria and Cameroon is that it has wiped off what used to be the estuarine sector of Cross River State… Cross River no longer has a seaward boundary.” 5. Before the second case, Suit No. SC. 27/2010, the Government of Akwa Ibom State made several conciliatory efforts to resolve the issue amicably. These included a proposed ₦250 million ex gratia monthly payment to Cross River State from Akwa Ibom’s derivation revenue, a gesture misunderstood and ultimately rejected. This rejection was formalized in a letter dated 27th March 2006. 6. Elder statesmen and other stakeholders were also engaged by the Akwa Ibom State Government to discourage litigation, emphasizing the bond of kinship and the potential for long-term damage to inter-state harmony. Unfortunately, these peace overtures were rebuffed. 7. Despite Akwa Ibom’s posture of restraint and goodwill, the Cross River State Government initiated fresh legal action seeking judicial clarification on ownership and revenue entitlements over the 76 oil wells, which are situated within the 200-meter isobath and contiguous to Akwa Ibom State. 8. After nearly three years of litigation, the Supreme Court on 10th July 2012 again ruled decisively in favour of Akwa Ibom State. The Court stated, per Adekeye, JSC: “The facts before the court do not support the claim of the plaintiff to being a littoral state. A non-littoral state cannot claim oil wells offshore, as it has no maritime boundary.” 9. And per Rhodes-Vivour, JSC (as he then was): “The plaintiff’s case crumbles due to the wrong assumption that it is a littoral State… That reasoning is strange and unfortunate. It is wrong.” 10. This reaffirmed the principle of derivation as provided under Section 162(2) of the 1999 Constitution (as amended) and Section 1(1) of the Allocation of Revenue (Abolition of Dichotomy in the Application of the Principle of Derivation) Act, 2004. 11. A critical legal and geographical fact underpinning this matter is the 2002 International Court of Justice (ICJ) judgment ceding the Bakassi Peninsula to Cameroon. This effectively stripped Cross River State of littoral status and rendered it ineligible to claim offshore oil assets—a fact confirmed by the Supreme Court. 12. In a recent meeting convened by His Excellency, the Vice President, both Governors were encouraged to meet and amicably recommend a political solution. As Chairman of the South-South Progressive Governors’ Forum, the Governor of Cross River State was expected to initiate this engagement by inviting the Governor of Akwa Ibom State to settlement talks. 13. Unfortunately, instead of embracing dialogue, the Cross River Government chose to prosecute this process through media platforms, public statements that are capable of infuriating the process. 14. Even more concerning, several officials of the Cross River State Government have made incendiary and patently false claims that have agitated the people of Akwa Ibom State and introduced an unwarranted sense of apprehension. It is for this reason that we are compelled, once again, to set the records straight. 15. We reiterate that Akwa Ibom State remains open to a political solution, provided such does not seek to deny our people their lawful and judicially-affirmed rights. However, political solution cannot be limited to the matter of the 76 oil wells. It must also address the Akwa Ibom communities added to Cross River State.*These were the two issues considered by the supreme court in determining the land and maritime boundaries between Cross River State and Akwa Ibom State*. 16. The Federal Government has several policy and fiscal options for assisting Cross River State to mitigate the economic consequences of the ICJ judgment. For instance, ecological funds, environmental remediation programmes, and interventions under the South-South Development Commission could be directed to address and support genuine needs without dispossessing Akwa Ibom of its legitimate entitlements. 17. Ot should also be noted that while Akwa Ibom lost 86 oil wells to Rivers State in *Suit No: SC.27/2010* (Rivers State v. Akwa Ibom State) decided on 18th March 2011, we accepted the Supreme Court’s verdict in good faith and have remained committed to due process and peaceful coexistence. 18. Therefore, we strongly caution against renewed incitement, inflammatory media campaigns, or misrepresentation of settled legal matters. We align fully with the counsel of President Bola Ahmed Tinubu, GCFR, that both States should pursue constructive dialogue and mutually beneficial cooperation. 19. The Government of Akwa Ibom State will continue to uphold the sanctity of judicial pronouncements, promote peace, and defend what rightly belongs to our people. Uko Udom, SAN Hon. Akwa Ibom Government Dismisses 76 Oil Wells Scare The Akwa Ibom State Government has dismissed the renewed controversies surrounding its ownership of 76 offshore oil wells, maintaining that the Supreme Court decision on the issue is final. The Apex Court in July 2012 had placed a seal on Akwa Ibom’s ownership of the oil wells, dismissing claims to it by the Cross River State Government. But recent reports attributed to the government of Cross River State, suggested that the issue of ownership of the wells would be up for review and that a political settlement was in the offing. But in a swift reaction; the Government of Akwa Ibom State is firm that a decision made by the apex court of the land is judgement in rem and cannot neither be appealed nor deliberated further. Addressing the issue on ARISE NEWS TV, Sunday morning, the State Commissioner for Information, Elder Aniekan Umanah, urged the public to disregard any circulating claims or rumours, emphasizing that the July 2012 ruling of the Supreme Court remains final and binding. "This is a settled matter. The Supreme Court, in July 2012, ruled on this matter and placed a permanent seal on this conversation. “That is the highest court of the land. Once the Supreme Court gives a ruling, it is final. This is not a matter we should even talk about. “This is a matter that Akwa Ibom State did not even take to court. I mean it is sealed”, he argued. The Commissioner also took the opportunity to spotlight the progress being recorded under Governor Umo Eno’s administration, noting that the ARISE Agenda continues to deliver visible results across various sectors of the state. He highlighted achievements in education, agriculture, rural development, youth empowerment, security, micro, small and medium enterprises (MSMEs), and road infrastructure, noting that the ARISE Agenda is not just a policy; but a real experience for Akwa Ibom people, as its impacts are being felt across the nook cranies of the State. He gave further insight on the tourism sector where Governor Eno is turning a ravine ravaged community into a one-stop tourism and hospitality resort, the ARISE PARK in Uyo, the Marine Resort In Oron, the 5000 Seats International Convention Center and Ibom Tropicana Hotel project among indicators of the plans to make the State a tourism hub, and also harped on the initiatives to sustain the peace enjoyed in the State. On the recent visit by Governor Umo Eno, Senate President Godswill Akpabio, and two other Senators from the State to President Bola Ahmed Tinubu, Commissioner Umanah described the visit as a strategic move to strengthen ties with the Federal Government for the accelerated development of the state. He mentioned that discussions during the visit focused on securing federal support for critical infrastructure projects in Akwa Ibom, including the Ibom Deep Seaport and other priority initiatives. It would be recalled that following discontent over the political solution on the oil wells by the then President Olusegun Obasanjo Administration, the Cross Rivers state government under Liyel Imoke had dragged the Federal Government and the Akwa Ibom state government to court on grounds that some of the oil wells ceded to her by virtue of the agreement reached at a meeting called by the former President, Olusegun Obasanjo, in 2006, were not released. Cross River lost her status as a littoral state after the Federal Government ceded the oil-rich Bakassi Peninsula to Cameroon in 2008. The seven justices of the court headed by the outgoing Chief Justice of Nigeria, Dahiru Musdapher, in their ruling, submitted that the Revenue Mobilisation, Allocation and Fiscal Commission (RMFAC) was right in attributing the oil wells to Akwa Ibom at the inter-agencies meeting. Before delivering the lead judgment, the court dismissed Cross River’s application, pointing out that the agreement which initially gave the state rights to the 76 oil wells was frustrated by the handing over of Bakassi to Cameroon. Mrs Adekeye held that the 13 per cent derivation revenue on the 76 oil wells between Akwa Ibom state and Cross River State must continue to be attributed to the state that has the maritime territory. “Cross River State no longer has any maritime boundary,” she said. “It is landlocked. The plaintiff not being a littoral state and not having a maritime boundary, the 76 oil wells, which are the subject matter of the suit, which lie offshore and within a maritime territory, cannot be attributed to it. “The plaintiff has no maritime territory since the cessation of Bakassi Peninsula, and the Cross River estuary, which used to be part of the state prior to August 2008. The present position of the plaintiff cannot be blamed on any government agency, particularly the National Boundary Commission and the RMAFC. The two statutory bodies must perform their statutory duties based on facts and realities to compile the indices for the payment of the derivation revenues to entitled states,” she said.

PREAMBLE The Akwa Ibom State Ministry of Health on Saturday, July 12, 2025, convened the ARISE Health Sector Town Hall Meeting at the Emerald Event Centre, Uyo. The meeting brought together leaders and representatives of over 20 professional health associations, unions, and key stakeholders across the health sector. Also present at the meeting were Civil Society groups, the Nigerian Union of Journalists ( NUJ), and the Nigerian Labour Congress ( NLC). The forum was initiated at the instance of His Excellency, the Executive Governor of Akwa Ibom State, Pastor Umo Bassey Eno, Ph.D, as part of a consultative and participatory process to engage stakeholders on ongoing health sector reforms, share updates, and deliberate on the proposed Ibom International Hospital (IIH). The Permanent Secretary of the Ministry of Health, Dr Patrick Essiet, presented the welcome remarks. In his overview address, the Honourable Commissioner for Health, Dr. Ekem Emmanuel John, highlighted the transformative health sector agenda of the Governor under the ARISE philosophy. He provided a comprehensive overview of initiatives already underway, including the launch of the Akwa Ibom State Health Insurance Scheme (AKSHIA), revitalization of Primary Health Centres, and the establishment of the Emergency Medical Service and Ambulance System (AKISEMSAS) and the soon-to-be commenced Ibom International Hospital. The high point of the meeting was the unveiling of the blueprint for the Ibom International Hospital by the Project Consultant, Dr. Teinye Isokariari, who detailed the scope, structure, and innovation of the proposed 350-bed, nine-floors, world-class quaternary health facility. The Town Hall recorded the active participation of the Akwa Ibom State House of Assembly, led by Hon. Moses Essien, Chairman of the House Committee on Health, along with Dr. Nsidibe Akata, Deputy Leader of the House, and Hon. Lawrence Udoide, Member representing Ini State Constituency. Their presence signified strong legislative interest in advancing health sector transformation. Other notable dignitaries present at the event included Dr J. Esenowo, the oldest medical practitioner in Akwa Ibom and Cross River States, both chronologically and by length of years of qualification, Mr Aniekan Umanah, Honourable Commissioner for Information, Dr Henry Archibong, Honourable Commissioner for Housing, Dr Ekerette Ekanem, Honourable Commissioner for Youth, Prof Emem Bassey, Chief Medical Director of the University of Uyo Teaching Hospital (UUTH), Prof Etete Peters, former CMD UUTH, Rt. Hon. Pat Ifon, elder statesman and stakeholder, Prof Augustine Umoh, Delivery Advisor among others. Following robust deliberations, the participants made the following observations and reached the following resolutions: 2. OBSERVATIONS / DELIBERATIONS A. The meeting discussed in detail the Governor’s plan to build the Ibom International Hospital (IIH)—a quaternary-level, referral health facility and wellness centre for advanced clinical interventions, specialist care, and medical research. B. Stakeholders noted with excitement the innovation and futuristic design-thinking embedded in the hospital blueprint, including robotic surgical theatres, a helipad, multi-specialties, and modern diagnostics. C. The meeting welcomed the sustainability framework of the project which features: (i) A robust human resource training and recruitment plan; (ii) An alternative power solution via a 2MW solar farm; (iii) A green architectural design; (iv) A fully ICT-driven automated smart building; (v) A post-commissioning management, operational, and business plan. D. Stakeholders received with satisfaction the explanation by the Honourable Commissioner for Health and Delivery Advisor that this is coming side-by-side with the plans by the Government to revitalize the Ibom Multi-specialty Hospital and ensure it is re-focused to serve select specialties in medicine as part of the Ibom Medical City Corridor. E. Participants observed the commendable achievements of the Akwa Ibom State Health Insurance Scheme (AKSHIA) since its launch in October 2024, particularly in improving access to affordable healthcare. F. The meeting took cognizance of the ongoing revitalization of Primary Health Centres (PHCs) across the State, in line with the government’s primary healthcare strengthening agenda. G. Stakeholders examined and applauded the impact of the newly established Akwa Ibom State Emergency Medical Service and Ambulance System (AKISEMSAS), which has delivered life-saving services since March 2025. H. The meeting acknowledged the establishment of critical State Taskforces under the Ministry of Health by the Governor, including: (A) The State Taskforce on Primary Health Care Services; (B) The State Taskforce on Counterfeit and Fake Drugs and Unwholesome Processed Foods; (C) The State Taskforce on Monitoring of Private Health Facilities and Anti-Quackery. I. Health professionals at the meeting expressed concern over the lack of a comprehensive welfare review in the health sector since 2015. It was observed that CONMESS and CONHESS salary scales have been reviewed upward thrice by the Federal Government since then. J. The meeting recalled the Governor’s public commitment to review salaries of health workers in the State and to introduce a rural retention incentive to encourage professionals to serve in underserved areas. Stakeholders also invited the Governor to observe that the health sector professionals have expressed implicit confidence in his promises due to his track record and proven integrity and have never for once distracted his administration by threatening an industrial action. The meeting believes the Governor as the father of all health professionals will reciprocate this strong gesture by instructing the Honourable Commissioner for Health to initiate the process of negotiations towards an upward salary review. K. Stakeholders further proposed the introduction of a Scarce Professional Skill Retention Allowance to attract and retain specialized health personnel in the State. L. The meeting noted the exemplary partnership between the Akwa Ibom State House of Assembly Health Committee and the Ministry of Health, describing it as a model for legislative-executive collaboration in health system strengthening. 3. RESOLUTIONS A. The stakeholders at the meeting fully endorsed the plan by the Governor, Pst. Umo Eno, PhD. to establish the Ibom International Hospital, recognizing its potential to alleviate healthcare delivery in the state, Nigeria and internationally and attract medical tourism. B. The meeting commended the heart warming developments in the Primary Health Care system and commended the transformation being witnessed at the facilities. C. The Town Hall urged the Governor to issue an Executive Order making enrolment in the Akwa Ibom State Health Insurance Scheme (AKSHIA) mandatory for all residents and businesses, as practiced in other leading states such as Lagos. D. The Stakeholders requested increased awareness and publicity for the Emergency Medical Services and Ambulance System, and urged all residents and health facilities to utilize the service to minimize preventable deaths during emergencies. E. Participants commended the Governor for approving the recruitment of 1,000 health professionals, and further called on the Head of Civil Service, Ministry of Science & Digital Economy, and the Civil Service Commission to expedite the recruitment process without further delay. F. The meeting endorsed the broader health sector reforms under the leadership of the Honourable Commissioner for Health, and called on all health professionals to support these reforms aimed at eliminating quackery, strengthening health institutions, restoring public trust, and safeguarding public health. The meeting further called on all health professionals to continue to be disciplined, diligent and dedicated at their duty posts and eschew all forms of unethical practices within the health sector. G. The stakeholders urged the Taskforces under the Ministry of Health to commence full-scale operations immediately, especially the Taskforce on Fake and Counterfeit Drugs and Unwholesome Processed Foods, to rid the State of expired, adulterated, and unsafe food items. H. The Town Hall called on the Akwa Ibom State House of Assembly to accelerate legislative action on pending health sector reform bills including the enactment of a Drug Management Agency (DMA), many of which are outdated and require urgent modernization to meet current realities. I. Furthermore, the Town Hall urged the Government to take into consideration the peculiarities of the health sector and ensure prompt interventions in the secondary healthcare ecosystem. It also reminded the Governor of his promise to install Solar energy in the General Hospitals. J. The meeting expressed strong confidence that our promise-keeping Governor Umo Eno will immediately fulfill his salary & welfare-related promises to healthcare workers, who have remained professional, hardworking, dedicated and supportive of his administration. All stakeholders called for an immediate significant upward salary review in order to stem the tide of the Japa syndrome and attract our best hands. K. Stakeholders called for the creation of a special single-digit loan revolving fund for the benefit of the Private health sector by His Excellency the Governor of Akwa Ibom State, Pst. Umo Eno. Ph.D. L. A resounding vote of confidence was unequivocally and unanimously passed on the Governor, His Excellency Pst. Umo Bassey Eno, Ph.D, for his grassroots, people-first, visionary, and accountable leadership. M. Participants also commended the Honourable Commissioner for Health, Dr. Ekem Emmanuel John, and his management team, including the Permanent Secretaries of the Ministry of Health and the Hospitals Management Board, for their passion, commitment, and leadership in steering the sector forward. He had gained admission into a prestigious acting program at Oxford University, but couldn’t afford the fees. Unknown to him, Denzel Washington quietly paid his tuition. That single act of generosity didn’t just send Boseman to school, it launched a legacy. This is what true leadership does: it becomes the ladder others climb on to rise. He immediately approved ₦2 million in cash support and followed it up with ₦3 million worth of equipment to set her up properly. SECURITY: GOV ENO REITERATES PARTNERSHIP WITH NAF Akwa Ibom State Governor, Pastor Umo Eno, has reiterated his administration’s commitment to partner with the Nigerian Air Force (NAF) to enhance security in the State, especially along the waterways. The Governor stated this while receiving a delegation from the Nigerian Air Force, led by the Air Officer Commanding (AOC), Mobility Command, Yenagoa, Air Vice Marshal Sunday Aneke, on a courtesy visit to his office at the Government House, Uyo. Governor Eno commended NAF for its strategic collaboration with other security agencies in curbing insecurity, especially in states within the Mobility Command’s jurisdiction. Highlighting the State’s effort in maintaining security, he said all the security agencies in the State, including units of the Nigerian Air Force, have been working collaboratively, adding that the synergy has enhanced the security of lives and property in the State. “We welcome you warmly, first of all to Akwa Ibom, and as a visitor on your tour of duty to the State that is within your jurisdiction. “We would like to celebrate the work that you have done already, and particularly in collaboration with the Air Force. “As a State, we take security very seriously, and work with our security team. The Commander knows that we work as a team to ensure that we keep our people safe because it is the primary responsibility of any responsible government,” he stated. He acknowledged and appreciated the cooperation and support of the Mobility Command to the State and also thanked the Chief of Air Staff, Air Marshal Hassan Abubakar, for his excellent, diligent, and professional service to the country. The Governor said the only missing link in the State was the lack of air assets, which, according to him, was in the works. He appealed for the continued support of the Force in clearing creeks and isolated islands of sea pirates and other criminals. “The missing link that we had in the State had been the absence of air assets which, of course, by the grace of God, had been created now with a base in Eket. “The State Government has already earmarked land for the adjoining barracks to show you the level of our cooperation. With that, we will be able to support air operations there so that we can continue to work together. “We want to continue to count on the support of the Air Force in clearing our creeks and isolated islands of criminals and sea pirates,” he added. Earlier in his address, Air Vice Marshal Aneke expressed gratitude to the Governor for the support, contribution, and collaboration the Command has enjoyed from the State Government. He said the State and the Force have remained strategic partners for years, which, according to him, has yielded immeasurable peace and stability as well as economic growth for the State and its people. He expressed the commitment of NAF to continue working closely with the State Government to ensure the safety of lives and property in the State. His visit to Akwa Ibom State as the 17th AOC of the Command, he said, was in line with the Force’s long-held tradition to pay homage and respect to the owners of the land on assumption of office in a new domain. GOV ENO CHARGES A'IBOM YOUTHS ON SKILLS, PROFESSIONAL DEVELOPMENT Akwa Ibom State Governor, Pastor Umo Eno, has implored youths of the State to develop themselves in skills and professional areas that are critical to their employability, and relevant in providing solutions to myriads of challenges in the contemporary society. The Governor gave the charge today during the opening ceremony of the 2025 International Pastors' Conference at Insight Bible Church, Uyo. "The truth is, this is a human capital development programme; and looking at it realistically, the world is in short supply of human capacity. Whether in ministry, politics, management, and so on, we are really in short supply of capable men. "In our State currently, there are some vacancies to be filled in some specific areas, and our people need to rise up to these needs. We are seriously looking for Special Assistants on Climate Change, Carbon Credit, Blue Economy, and the likes, not some kind of general purpose personnel. "There is a dearth of serious capacity in critical areas in the State, and our youths and our people should rise to the occasion by developing themselves in critical skills and professional areas of our present societal needs," he said. The Governor commended the Coordinator of the programme, Pastor Sylvanus Ukafia, for his commitment and consistency in organizing quality training for Pastors and church leaders across the country for years. "We thank God for the grace that He has given to Dr. Ukafia and the Insight Bible Church to carry on this Pastors' Conference since 1999. "I don't know of any other church leadership in Akwa Ibom State that has been consistent with pastors' training and leadership conference like this. So I thank you," he said. Pastor Eno reiterated the need for Pastors to be effectively trained or updated on the necessary knowledge and skills in order to deliver excellently on their assignments as church leaders, social influencers and transformers. "As Pastors, we need pastoral training because if a pastor is well trained and sound, he would be able to stand the test of time to impact the necessary knowledge and experience on the people. "No matter how much a leader, like us, knows, when he comes to a church, he listens to his Pastor. He expects the Pastor to help him in sound counselling, motivation, and superior ideas to function well in his leadership position," he said. Earlier, Pastor Ukafia commended the Governor for his exceptional support and commitment to ensuring that the conference was a success. The Governor, who embarked on another round of inspection on Monday, immediately after the State Executive Council meeting with all members of the State EXCO, visited the Uyo City tourism ecosystem projects comprising the 5,000 capacity International Convention Centre, the 200-bedroom Ibom Hotel, ARISE shopping city, amusement park, and others. Fielding questions from Government House Correspondents after the inspection, Governor Eno noted that what drives his routine inspection of the projects is his passion to deliver to the people what is of global standard. "It is the Akwa Ibom people that drive our passion for quality service delivery. They voted for us to work, and we will continue to work for them. This is part of the responsibilities of the Exco – to inspect and monitor projects, it is simply putting money where your mouth is. We are making sure the reports we are getting are in line with what is on ground," he said. According to the Governor, the entire infrastructural projects in the Uyo City are tailored towards transforming the State's tourism ecosystem for economic benefit of the people and the State. "The Shopping City is in our overall design to help develop the tourism ecosystem around here in Uyo, which boasts of the International Convention Centre, the hotel, shopping city, amusement park, and more. "All of these form part of our tourism ecosystem around here. That was the concept, and we intend to realize it. People should be able to come here for their conferences, do their shopping in standard malls just like what we usually see outside the country," he added.

The meeting was presided over by His Excellency, Pastor Umo Eno, PhD, Governor of Akwa Ibom State and Chairman-in-Council. In attendance were the Deputy Governor, Senator Akon Eyakenyi, the Secretary to the State Government, the Head of Civil Service, the Executive Assistant and Chief Delivery Advisor, Commissioners and Special Advisers. In his opening remarks, the Governor warmly welcomed Council members and emphasized the need for renewed dedication, commitment and collective responsibility in advancing the ARISE Agenda. *RESOLUTIONS* • The Executive Council considered a memo from the Finance and General Purpose Committee (FGPC) and ratified the approval for the construction of the 2.15 Km dual carriage rigid pavement and the rehabilitation of a 0.8 Km dual carriage flexible pavement at Itam Industrial Park in Itu Local Government Area. The project is designed to provide strategic infrastructure to support the growth and development of the industrial estate, thereby contributing to the State’s economic advancement. • Following the presentation of the State’s investment portfolio, Council constituted a Committee to engage with the management of key investment, including Rafia City Hotels (Four Points by Sheraton), with a view to strengthening mutually beneficial business relationships. The Committee was given 30 days to submit its report. • The Committee was further mandated to design and propose a sustainable and efficient management framework for the Ibom Hotels and Apartments brand across Nigeria, including the establishment of a functional and well-composed Board to oversee its operations. • In a move to enhance youth welfare, the council extended the 20,000 naira monthly Allowance earlier approved for NYSC members serving in the state to all corps members of Akwa Ibom State origin serving across the nation. This decision aligns with the Renewed Hope – ARISE Youth Support Initiative and is intended to cushion living expenses and promote the well-being of Corps members. The grant is subject to periodic review based on prevailing circumstances. • To improve security and preserve the aesthetics of the Ewet Housing Estate, Council directed all legitimate allottees of undeveloped plots and abandoned units to commence development within 90 days or risk revocation. The Ministry of Housing and the Akwa Ibom State Property and Investment Company (APICO) were mandated to ensure compliance. •The Executive Council received a progress briefing on preparations for the forthcoming Akwa Ibom State Sports Festival and directed the Planning Committee to fast-track all arrangements to ensure a timely and successful hosting of the event, which is aimed at discovering and nurturing the sporting talents of Akwa Ibom youths. • EXCO also reviewed updates on the International Hospital project and directed the Ministries of Health and Justice to finalise all outstanding legal and administrative processes to ensure the timely commencement of the project. Response to Allegation of Wrongful Dismissal by Norah Edet Ukoh By Archibong Udo, writing from Uruan I have read the article published regarding the alleged wrongful dismissal of Norah Edet Ukoh from the services of Ibom Hotel and Golf Resort. However, it is imperative to provide the accurate context and clarify the circumstances that led to the disciplinary action taken by the management. On Wednesday, June 11, 2025, Norah Edet Ukoh was formally served a letter inviting her to appear before a duly constituted disciplinary panel. The panel had been tasked with investigating serious allegations of financial irregularities involving her. The hearing was scheduled for Friday, June 13, 2025, at 10:00 a.m. Despite receiving ample notice, Ukoh failed to appear before the panel. No valid explanation or prior notice of absence was provided. On the morning of the hearing, as the panel—comprising senior management and relevant stakeholders—convened ahead of time, a call was received from her stating that she was out of town. Given the gravity of the allegations and the seriousness with which the case was being handled, such a last-minute excuse was unacceptable and constituted a violation of the organization’s internal procedures. It must be emphasized that Ukoh was given a fair opportunity to present her defense. Her noncompliance with internal processes strongly indicates an unwillingness to clear her name and casts doubt on her claim of innocence. The management’s decision was not made arbitrarily but was based on her documented conduct and the overwhelming need to uphold organizational integrity. Furthermore, credible reports suggest that Ukoh has begun issuing threats to members of the management team through intermediaries, including high ranking elected officials, local government officials and even thugs. This form of intimidation is not only unprofessional but deeply troubling. It is worth noting that Ibom Hotel and Golf Resort operates a recognized staff union which represents employee interests. In this case, the union has remained silent, which further suggests there is little support for her claims, likely due to the nature and weight of the misconduct. In conclusion, the narrative of wrongful dismissal being circulated by Ms. Norah Edet Ukoh is both misleading and inconsistent with the facts. Her dismissal was the result of due process, which she repeatedly ignored. No organization can function effectively if such serious breaches of conduct are left unaddressed.

GOV ENO DEFIES DOWNPOUR, KICKSTART CONSTRUCTION OF 12.6 KM UYO–IKONO LINK ROAD …Reaffirms commitment to rural development Braving a heavy downpour, Akwa Ibom State Governor , Pastor Umo Eno has formally launched the construction of the 12.6 Km Nung Ukim–Afaha Obio Enwang–Nung Udoe–Itak Road, a strategic rural link between Uyo and Ikono Local Government Areas in Akwa Ibom State. The project commencement ceremony, held on Wednesday, July 2, 2025, and performed on behalf of the Governor by the Secretary to the State Government, Prince Enobong Uwah, marks a significant step in fulfilling a major campaign promise and advancing the ARISE Agenda’s rural development thrust. Describing Governor Eno as a promise keeper, Prince Uwah emphasized that the road project is another testament to the administration’s resolve to connect rural communities to the state capital through durable, accessible infrastructure. He assured that the road will be completed and commissioned within two years. Welcoming the Governor on behalf of the two benefitting local government areas, the Chairman of Ikono , Engr. Otobong Essien accompanied by the Vice Chairman of Uyo LGA, expressed profound appreciation to the Governor for his focus on rural transformation. The Governor of Akwa Ibom State, Pastor Umo Eno, has redeemed prize monies to the various winners at the 2023/2024 Akwa Ibom State Governor's Cup football championship. It would be recalled that Governor Umo Eno gave the nod for the revival of the Akwa Ibom World Cup, as the competition is popularly known, at Akwa Ibom Dialog - a townhall meeting of critical stakeholders in the Akwa Ibom polity to herald the new dispensation, only a few weeks into his administration, with the competition running from September 2023 to March 2024. Team Ikot Abasi defeated Team Uyo 4-3 via penalties after a 1-1 regulation time scoreline in what turned out to be a colourful and eventful final to lift the coveted trophy before a sell-out at Uyo Township Stadium on March 28, 2024. Prior to the final, Urue-offong/Oruko defeated Essien Udim 1-0 in the third-place play-off to emerge second runners-up. Presenting cheques to the winning LGAs at a brief ceremony held at Godswill Akpabio Stadium, today, Tuesday, the Governor congratulated the winners on having competed fairly and peacefully, describing their victories as just reward for hard work. The Commissioner for Sports, Elder Paul Bassey, who represented the Governor, explained that the slight delay in the redemption of prizes was as a result of the Governor's magnanimous and compassionate decision to double the prizes.
