The visit, which featured an extensive tour of the multi-billion-dollar Dangote Refinery, took place over the weekend in Lagos State. Welcoming the delegation, Alhaji Dangote congratulated the Commission’s leadership on their appointments and reaffirmed his commitment to supporting economic development across the South-South region. He announced that preparations are underway to establish the Group’s operational presence in the region. He also expressed readiness to train more youths from the South-South region to acquire globally competitive technical expertise for high-skill jobs abroad, noting that such opportunities would help grow the economy through increased skills export and remittances. According to Dangote, this expansion will significantly improve regional access to fertilizer, boost agricultural productivity, and strengthen the Compressed Natural Gas (CNG) value chain in alignment with Nigeria’s clean-energy transition goals. He further noted that the Group will establish CNG cogeneration stations across the South-South region, ensuring broader energy access and deeper support for local industrial growth. On the agricultural sector of the South-South region, Dangote stated that the Group will collaborate with the SSDC to empower farmers with soil-test-specific fertilizers to enhance crop quality for both consumption and export. Implementation is scheduled to commence in the first quarter of 2026, leveraging the high-tech petrochemical and fertilizer laboratory of Dangote Industries. Dangote also commended the Nigerian engineers from the South-South region who were trained under the Presidential Amnesty Programme, noting that he had successfully engaged their expertise in previous projects. Describing them as exceptionally skilled, he affirmed his intention to deploy them again in the execution of upcoming expansion projects in the region. In her remarks during the session, SSDC Managing Director, Ms. Usoro Akpabio , expressed the Commission’s readiness to collaborate closely with the Dangote Group. GOVERNOR UMO ENO LOVES THE MEDIA The recent report by the International Press Institute (IPI), Nigeria, authored by the Editor-in-Chief of Premium Times alleging an unfounded " Media Repression" in Akwa Ibom State under the leadership of His Excellency, Pastor Umo Eno, Ph.D, Governor of Akwa Ibom State is clearly misinforming, baseless, and unjustified for a government that has done so much for the media community that has enhanced the synergy of development in the State. For the record, I was the State Chairman, Nigeria Union of Journalists, Akwa Ibom State when Pastor Umo Eno came into Office. During his consultations prior to his nomination as a Candidate of his Party for the Gubernatorial election, one of the earliest institutions he visited and met with members to sell his aspiration was the NUJ. He was warmly received by the leadership and members and pledged a support of N10Million for the roofing project of the auditorium which was redeemed and that project executed successfully for that stage. It is also on record, the regular media interactive sessions with Governor Umo Eno which further strengthened his media relationship as he has consistently addressed our welfare challenges. During one of such interactive sessions, Governor Umo Eno directed that his administration will take full completion of the auditorium project at the NUJ premises, a project started over 20 years ago. Let me also recall that when the ARISE Agenda was to be launched in July 2023, the NUJ was part of the team that made significant contributions to the template of the success story of the implementation so far, of this governance work plan for Akwa Ibom State. Governor Umo Eno also invited the NUJ to be part of the inaugural retreat of his administration held in Lagos State which the Union made significant contributions. Governor Umo Eno is the first Governor in Nigeria's history to have over 50 media aides driving the projection of the ARISE Agenda positively. Governor Umo Eno is the first and only Governor in Akwa Ibom State to have hosted the 2025 NUJ Thanksgiving Service in his hometown Church, The Apostolic Church, Ikot Ekpene Udo, Nsit Ubium Local Government Area in January this year and acknowledged the role and partnership of the media in nation building. At that memorable event, he announced a donation of an SUV to myself and cars for members of the State Working Committee. Governor Umo Eno is the first Nigerian Governor to be honoured by the national leadership of the Nigeria Union of Journalists for two years consecutively as Nigeria's Most Friendly Media Governor. He has been honoured by the Akwa Ibom State Council of the NUJ and is also our Grand Patron. On August 1,2025 Governor Umo Eno made history in Nigeria when he visited the NUJ, Akwa Ibom State Council and commissioned the auditorium project which started over 20 years ago and completed by his administration, and presented cars to members of the State Working Committee, the first by any Governor in Nigeria since Independence. That event was witnessed by the National President of the NUJ, Comrade Alhassan Yahya and the leadership of the NUJ, Zone F (South South). He has hosted the Nigerian Guild of Editors Conference few months after his inauguration and was widely celebrated for his media friendly disposition; an event that was attended by notable veterans like His Excellency, Aare Segun Osoba, Uncle Sam Amuka Pemu , publisher of the Vanguard Newspaper and other notable personalities. He has also hosted the 2025 Annual General Meeting of the Nigeria Institute of Public Relations Practitioners where he was commended on the legacies he is building in Akwa Ibom State. The Governor has further supported Journalists in their welfare and human capacity development programmes. For the International Press Institute to spew such negative narrative about a Governor who has strongly built the State on a platform of unity in which the media community clearly identifies and projects the milestones of the ARISE Agenda is clearly mischievous For the record, Journalists continue to have a strong synergy of working relationship with the Government as no record exists anywhere of any form of repression in the state or being hounded by security agencies . For a renowned Institution like the IPI, the basis of judgement lacks ethical valuation. Facts must remain sacred and as Journalists we must work along the lines of our professional callings and build our democracy with stronger ethical standards. Governor Umo Eno loves the media and the media will put Akwa Ibom first in building a united and prosperous State with the ARISE Agenda. He will continue to do more for Journalists and the Media community

AIDE REVELS GOV ENO’S EMPOWERMENT, YOUTH EMPOWERMENT SCHEMES The Akwa Ibom State Government has recorded major strides in youth empowerment and tourism to attract visitors and stimulate the local economy. Disclosing this on Comfort 95.1 FM’s Arise Akwa Ibom show, the Senior Special Assistant to the Governor on Research and Documentation, Dr. Essien Ndueso, said the administration of Governor Pastor Umo Eno has already surpassed several campaign promises by implementing targeted support programmes for young entrepreneurs, farmers, and small business owners across all local government areas. Dr. Ndueso outlined completed youth-focused interventions, including the Ibom-LED training for 800 young people, each receiving ₦500,000 after successfully completing entrepreneurship courses. He added that 400 more female beneficiaries received ₦750,000 each. He further highlighted the Federal Constituencies Town-Hall Grants, where traders, farmers, and transport operators received between ₦250,000 and ₦750,000, while selected high-performing entrepreneurs were awarded ₦5 million to expand their businesses. The SSA also referenced the statewide mega empowerment programmes, including the ₦5 million grant given to a female truck driver at the Uyo Township Stadium, noting that these interventions were designed to build “real entrepreneurs at the grassroots” and stimulate commerce especially as the state enters its bustling December season. According to him, the festive activities beginning with the Christmas unplugged will open fresh opportunities for vendors, entertainers, artisans, and small businesses. “This month brings a full economic cycle. People spend, people sell, and new businesses emerge. “The governor is intentionally creating the environment for businesses to thrive,” he said. Dr. Ndueso also commended the recent upgrade of the Victor Attah International Airport by the federal government, describing it as a significant boost to the state’s tourism and investment aspirations. The new status, he explained, will make Akwa Ibom more accessible to tourists, filmmakers, investors, and returning citizens adding that recent film productions shot in the state already showcase its growing creative and tourism appeal. Reaffirming the administration’s commitment to expanding economic opportunities, he noted that with robust empowerment programmes, a booming festive season, and an upgraded international airport, Akwa Ibom is fully positioned for increased tourism, business expansion, and youth prosperity.

In a statement jointly signed by the Commissioner for Information, Rt. Hon. Aniekan Umanah, Ph.D, and the Commissioner for Education, Prof. Ubong Umoh, the government said the report was entirely false, noting that "no abduction or security incident ever occurred at Mary Hanney Secondary School or anywhere in Oron." When Entitlement Fights Equity: The Michael Bush Miscalculation Solomon Okon In recent weeks, Michael Bush, a very known broadcaster in the state has taken to the public square with a bitterness that reveals more about his expectations than about Governor Umo Eno’s performance. His sudden leap into the opposition reads like the story of a man who mistook governance for a private buffet. As Chinua Achebe once wrote, “When a mad man carries a child on his back, no one knows if the child is crying or laughing.” In this case, Bush’s political posture tries to mask personal dissatisfaction as ideological conviction—but the cracks are too visible. Governor Umo Eno came with a vision radically different from the politics of “select few first.” His government is a table where every citizen has a chair, not a banquet reserved for political insiders. It is a shift that favours fairness over favoritism—naturally unsettling to those accustomed to being first in line for government favours. The governor insists on a simple principle: “Let the people eat first.” This single sentence captures the heart of his leadership. It is a philosophy that irritates those who believe their political involvement should place them above the people. Bush’s discomfort stems from this tectonic shift. A system designed for everyone has no throne for entitlement. Recently, the governor presented the 2026 fiscal plan—“The People’s Budget of Expansion and Growth.” The message is clear: this budget belongs to the carpenter in Ikot Ekpene, the fish seller in Oron, the teacher in Eket, the farmer in Ini—not the few voices who believe their private expectations should overshadow the public good. It is a budget shaped by citizens, not lobbyists; by Town Square inputs, not backroom whispers. The administration’s Town Square Meetings across the 10 federal constituencies represent democracy in its purest form—governance where the people speak and the government listens. In the words of Nelson Mandela, “A good leader listens to the smallest voice.” These consultations ensured that every project in the 2026 budget carries the fingerprint of the masses, not the signature of a single man seeking personal reward. Moreso, this government’s commitment to merit-based employment is one of its greatest strengths. Recruitment into the civil service no longer depends on which political godfather one kneels before. The era of “man-know-man” is fading. And like every fading era, it takes with it those who thrived in systems of privilege. For some, such as Michael Bush, this transition from selective advantage to collective opportunity feels like a loss. However, Michael Bush’s recent theatrics suggest a man unable to reconcile with a new Akwa Ibom—one where merit is valued above personal connections. His loud discontent echoes not the voice of the oppressed but the voice of someone who misses an old order that gave him disproportionate access. But as the saying goes, “When the tide rises, even the tallest man must learn to swim.” This new tide is the tide of fairness. Bush’s popular claim that he “coordinated wards” during the 2023 elections, therefore deserves payment, exposes a troubling understanding of public service. Political participation is not a commercial transaction—it is an investment in the future. True supporters wait for the harvest of good governance; transactional actors demand payment before the sun rises. Remember, the governor has barely completed two years in office. For anyone to expect instant personal gratification—then weaponize public commentary when such gratification is not forthcoming—reveals impatience and entitlement. In leadership, patience is a virtue; in public discourse, it is a mark of maturity. Bush’s abrupt hostility suggests neither. Democracy is not a marketplace where influence is traded. It is a collective journey. Governor Umo Eno is building a road where every Akwa Ibomite walks with equal dignity. Those who once enjoyed exclusive lanes may find the new traffic uncomfortable. But fairness demands shared pathways. One must ask: Is Bush truly fighting for the people, or fighting because he is not personally benefiting? A critic’s voice carries weight only when it rises from principle, not from wounded expectations. When entitlement speaks, the people know. They can smell it. They can hear it. They can distinguish it from the genuine cry for accountability. Bush, having observed the governor up close, should by now understand that Governor Umo Eno does not reward noise—he rewards merit. He does not bow to personal pressure—he bows to the will of the people. The governor’s body language has always said, “Service first, politics later.” Bush’s misreading of this philosophy is telling. Many Akwa Ibom people view Bush’s sudden opposition as a misstep—a miscalculated leap. Those who campaigned for Governor Eno did so with conviction, not with the expectation of personal compensation. Their reward today is witnessing a government that has returned dignity and fairness to public service. Constructive criticism is welcome in every democracy. But criticism born from unmet personal desires is not patriotism—it is self-serving frustration dressed in political clothing. To oppose a people-centered government simply because one’s personal expectations were not met is to place oneself above the very people the government seeks to uplift. At the end of the day, Akwa Ibom must choose between a government building for all and voices fighting for themselves. Governor Umo Eno has chosen the path of fairness, equity, and collective progress. Those who cannot walk that path may choose to walk away—but they cannot derail the journey. As the elders say, “When the farmer’s hand is clean, he fears no soil.” This administration’s hands are clean. And it will continue to build for the people, with the people, and in the interest of the people.

Through this revolution, government will actively get involved in palm tree planting and will eventually off-take from our farmers.” “To make this project take off and run smoothly, I recently directed AKADEP, to be moved from the Ministry of Agriculture to the Office of the Secretary to the State Government and a massive renovation exercise is ongoing in the facility. I intend to visit the facility from this presentation. We have bought tractors to aid our farmers, we will commission the tractor leasing company in December. “We remain intentional in ensuring that there are ongoing projects in all the 31 local government areas- from model primary schools to model healthcare centres, 78 new feeder roads, 30 wet markets, water projects, electricity etc, all in line with our desire to stem rural- urban migration and ensure a good quality of life for our rural dwellers.” “Also, Government has made provision for one project each for the 31 Local Government Areas taken specifically from the NEEDS documents earlier submitted by the 10 Federal Constituencies of the State during our Town Square Meetings. “The outcome of this budget is based on citizens inputs documents as submitted to government during The State-Wide Town Square Meetings or Needs Assessment. In other words, it is a citizens-oriented budget.” Governor Eno maintained that, “the policy thrust of the 2026 budget, which is titled THE PEOPLE’S BUDGET OF EXPANSION AND GROWTH will be anchored on the ARISE Agenda”, and will among other things, “Strengthen food security and sufficiency by expanding mechanized agriculture small-holder producers and promote value chains. Income earning potentials of rural households will be enhanced through home farm schemes, provision of access to farm inputs, credit and extension services as well as agro-processing support. “The total Capital Receipts and Expenditure for the year 2026 is estimated at N1.035 trillion as against the approved revised provision of N1.224 trillion for 2025. A total projected Capital Receipts shows that N791.978 billion will be transferred from the Consolidated Revenue Fund, while the balance of N243.155 billion is to be realized from other capital receipts.” The Governor maintained that the Commissioner for Budget and Economic Planning, will as usual, provide additional details on the sectoral allocations, insisting that “the 2026 people’s budget for growth and expansion reflects the request made by the stakeholders of each of the 31 Local Government Areas during our Town Square Meetings. “The funds allocated to each of these 31 projects will be disclosed by the Hon. Commissioner for Budget during his planned media briefing.” He urged the speedily passage of the budget, assuring that “our governance compass, the Arise Agenda, is on a steady course, the achievements we have recorded in the past two years plus are inspiring. Let us continue to stay together in peace and in harmony so our people can thrive in this great Land of Promise. In his response, the Speaker Akwa Ibom State House of Assembly, Elder Udeme Otong, commended the Governor on the presentation of the budget, saying it aligns with the State’s ARISE Agenda with emphasis on Agriculture, rural development, healthcare and other things. You Can't Be in Govt and Work Against Same Govt - Gov Eno … _Says Disloyal Aides Should Quietly Exit • Clears ₦75.2bn, 13-Year Gratuity Backlog, Swears in new HoCS_ *By Henshaw NYONG, Uyo.* “...Everybody will not agree with us, and that is understood and that is allowed, but what we will not tolerate is for people to believe that they can be in government and be working against the government...Every action carries a consequence. And I say it again: either you carefully and quietly leave, and we will be glad to receive resignations, than to stay inside and begin to rock the boat. We will not tolerate it, and that is the truth.” Akwa Ibom State Governor, Pastor Umo Eno, issued the stern warning on Tuesday at the Banquet Hall, Government House, Uyo, while addressing government appointees, stakeholders and senior bureaucrats at the swearing-in of Mrs. Elsie Anietie Peters as the new Head of Civil Service. The warning comes less than 24 hours after two of his aides were relieved of their appointments over alleged acts of disloyalty. The State Chief Executive who stressed on the subject of loyalty, anchored his position on biblical teachings, noting that stewardship demands faithfulness, not convenience. Quoting 1 Corinthians 4:2, he reminded political appointees that “it is required in stewards that a man be found faithful,” insisting that loyalty remains the irreducible minimum for anyone privileged to serve. He explained that Scripture does not permit divided allegiance, pointing to Matthew 6:24; “no man can serve two masters” - and Amos 3:3; “can two walk together except they agree?” The Governor said such principles apply not only to spiritual responsibilities but also to public service. He stressed that those who dine at the government’s table must be prepared to stand with its vision, and that anyone unwilling to do so is free to step aside. “There are people who eat at the table of the king yet feel comfortable working against the same king. That era is over,” he said. “Faithfulness and loyalty are not negotiable. They are universal standards.” Governor Eno warned that while his administration prioritises peace, it should not be mistaken for weakness. “Those who think they can try our resolve to maintain peace should rethink. Meekness is not weakness. I got this job on the mandate of Akwa Ibom people, and I will discharge it till the very last day,” he said. Turning to the welfare of workers, the Governor restated his commitment to a civil service-friendly administration. He recalled that he inherited gratuity arrears of ₦110 billion covering 2012 to May 2023 and has, in two and a half years, cleared ₦75.2 billion of that backlog. “This month alone, I released another ₦1.3 billion. We have cleared arrears from 2012 to March 2021. We have two years left, 2022 and 2023, before we start clearing obligations accrued under our own tenure,” he said. He thanked President Bola Ahmed Tinubu for supporting the State with resources for capital and recurrent obligations, adding that such interventions have made ongoing development possible. He reaffirmed his administration’s support for President Tinubu’s reforms and encouraged all progress-minded citizens to join in building a stable State. On labour relations, he noted that Akwa Ibom enjoys one of the most cooperative labour–government partnerships in the country, stressing that salaries and pensions have remained timely. Earlier, the Governor congratulated the new Head of Civil Service, Mrs. Elsie Anietie Peters, describing her as the seventh Head of Civil Service in the State and the fourth woman to hold the office. He also applauded the immediate past Head of Service, Elder Effiong Essien, for aligning the civil service with the ARISE Agenda and driving reforms aimed at creating a lean, professional, ICT-driven workforce. The ceremony drew top government officials; members of the State Executive Council, serving and former State and National Assembly members as well as senior bureaucrats.

Oku Ibom Ibibio Backs Gov Eno’s Agricultural Revolution, plants Tenera Palm Seedlings Oku Ibom Ibibio and President General of Akwa Ibom State Supreme Council of Traditional Rulers, His Eminence, Ntenyin (Dr.) Solomon Daniel Etuk, CFR, has thrown his weight behind the ongoing agricultural revolution in the state, under Pastor Umo Eno's ARISE Agenda initiative. This was demonstrated when the supreme monarch warmly received the Akwa Ibom State Agricultural and Food Security Team, comprising representatives from the Akwa Ibom Agricultural Development Programme (AKADEP), the Ministry of Agriculture, and the National Palm Produce Association of Nigeria (NPPAN), at his palace in Ikot Ukobo, Nsit Ubium Local Government Area, on Monday, October 27, 2025. The leader of the team, Mrs. Bernadette John Ekanem, State Chairperson of the National Palm Produce Association, apprised the monarch of strategic plans to distribute hybrid Tenera palm seedlings and other vital agro-inputs, geared towards enhancing sustainable food production and achieving food security in Akwa Ibom State. According to Mrs. Ekanem, the new Tenera hybrid seedlings offer superior advantages, boasting significantly higher yields and oil production compared to the traditional Dura species prevalent in the state, and would effectively meet growing local demand and substantially boost export potential. She said, "We are here to inform you, our revered royal father, about Governor Umo Eno's initiative on the planting of new palm seedlings, specifically the Hybrid Tenera variety." "The idea is to identify with oil palm farmers at the grassroots level, ensuring proper distribution of the new species to them, and as directed by the state government" she added. Others, who joined the delegation to witness the symbolic planting of these generational palm seedlings by Oku Ibom Ibibio were Amb. Alphonsus Inyang, Dr. Edem Udongho, both members of the Akwa Ibom Committee on Agriculture and Food Security, and Mr. Emmanuel Ekanem of AKADEP. In his remarks, Ntenyin Etuk commended the state government for its life-touching initiatives, noting that our forebears adopted oil palm production as a means of livelihood and sustained it for years. However, he lamented that the palm trees is now overgrown and become useless, urging the people of Akwa Ibom to align with the new vision. "Our forefathers used to depend on oil palm production, which served as their major source of income. It's disheartening to see our people today depending on government all the time instead of embarking on generational wealth creation such as oil palm farming". "Let us embrace these innovative ideas by supporting this policy to thrive, thereby contributing to our economic growth"- Ntenyin Etuk stated. Oku Ibom Ibibio further emphasized that Akwa Ibom people should prioritize farming, especially oil palm cultivation, as one of the key drivers of economic growth, job and wealth creation, and a catalyst for charting a path to greatness. Highlight of the visit was the symbolic planting of hybrid Tenera palm seedlings by the supreme monarch.

MIRRORING GOVERNOR ENO’S 2026 VISON FOR YOUTH EMPOWERMENT Vehicles convex side–view mirror often carry the warning, “objects in the mirror are closer than they appear”, a prompt that calls every driver to caution; those who pay attention never regret in the end. So also is Governor Umo Eno’s commitment to fleshing his administration’s promise of elevating the socioeconomic prospects of young people in the State. A promise scorned at during the campaigns, the last two years have already witnessed the manifestation of what seemed impossible - a groundswell of youth development programmes, from entrepreneurial mentoring to skills acquisition, empowerments and other opportunities that are daily energizing young people’s aspirations. Every push at populating the state with socioeconomically- independent youths appeared ambitious, until Governor Eno pulled the scary one; the 31 billion Naira youth empowerment package billed for 2026. Nobody saw this live-sized canvas of youth development and inclusion; nothing suggested it could ever be bigger, save the bearer of the mandate who ahead of the journey, had warned that better days were ahead. Two months shy of year 2026, the people are beginning to behold the manifestation of how close objects in Governor Eno’s ARISE Agenda mirror were. Tuesday, October 21, 2025, marked a significant shift in the administration’s youth development resolve with the flag-off of Youth Friendly Centres in Etinan, Mkpat Enin, Etim Ekpo, Urue Offong/Oruko, Nsit Ubium, Eastern Obolo, Uruan, Ikono, Nsit Atai, Itu and Oron LGAs, as pilot scheme for the innovation hubs planned for all 31 LGAs of the State. Conceptualised to have well-appointed facilities like multi-sectoral training centre offering modular programmes, an accelerator/incubation hub to nurture startups, co-working spaces that promote collaboration and recreational lounge that fosters wellness and social engagement. The centre is designed to cater for creatives, techies, research and access to global information resources. While many still grapple with how far a leader’s intentional approach to enterprise development could stretch, a careful listing of Akwa Ibom State Government’s numerous grit and entrepreneurial development initiatives would easily put out the administration as one that would spare nothing to win the future. It is an era of strategic thin-out on ‘elitism and selective inclusion’. Sectors and demographics that were hitherto untouched have found a space on the priority shelf of Governor Eno’s administration; where mutual benefits and advantage have replaced needless competition. While work on various sites of the Youth Friendly Centres progress, the much anticipated N1 billion Enterprise Development Fund earmarked for each of the 31 LGAs, is a flight young people cannot boycott. This fund conceived to empower several entrepreneurial niches, including grants to Traders Farmers, MSMEs Support and Skills Acquisition is a launchpad that will redefine how deep the State plays in Nigeria’s socioeconomic turf. With about 10,000 indigenes already captured on the beneficiaries roll of farmers’ grant, trader’s grant, equipment support programme, MSMEs, and skills acquisition programmes, Governor Eno rather than slowing down on raising an army of economically-viable citizens, is daring bolder strides. A cursory check on beneficiaries of the N5 million MSMEs Business Support; from Margaret Okon in Abak, to Imo Imaha in Ibiono Ibom and Rebecca Okon in Oron and Aniekan Edet in Uruan, are people who heeded the portal registeration call; without knowing anyone and were lucky to be benefit from these intervention programmes. Testimonies of their listing never end without appraisals of the system’s credibility; most of them prior to this huge break had very little experience on how their businesses could better run, but for the mentorship of enterprise and business development representatives of the government. Interestingly, the system is so wired that previous beneficiaries will have to make way for others, who in turn may never make the big win if they have not been registered on the government portal. This speaks volume to the administration’s commitment to integrity and ensuring everyone is treated on equal terms. Leveraging on mileages such as the Enterprise Accelerator Programmes of Ibom LED and Dakkada Skills Acquisition Centre, entrepreneurs in the state are breaking new grounds, with some daring opportunities of pitching business ideas on global platforms. These much could have all remained in passive dreams, if Governor Eno never dared, when it mattered most. While political pundits are already making year 2026 inconsequential, with the focus of every conversation now shifting to 2027 and electoral matters, one thing is sure, the future for Akwa Ibom young demographic is already planned out. The vision is to see them play big in their various endeavours; an idea that would achieve more than subsistence. Perhaps, Nigerians may only return from their fixation on year 2027 to find young Akwa Ibom people who took advantage Governor Eno’s enterprise development vistas in 2026, strategically positioned for roles in the global market place. Looking over the glory of creating an entrepreneurially- charged community where none hitherto existed, Governor Umo Eno in repositioning young people to be economically viable is already winning the fight against insecurity and in its wake deepening the destination Akwa Ibom narrative that would bring the world to savour the beauty of our evolution. Samuel Ayara writes from Ibong Otoro in Abak LGA.

Pastor Adeboye, who was accompanied by the Governor of Akwa Ibom State, His Excellency, Pastor Umo Eno, described the late Dr. Ukpai as a friend and true general of faith who had completed his divine assignment on earth and gone home to glory. Welcoming the revered cleric and his delegation, Governor Umo Eno said it was a great honour for the Government and people of Akwa Ibom State to receive the General Overseer, who had come on a private visit to console the bereaved family. The Governor expressed appreciation to Pastor Adeboye for taking time out of his busy schedule to visit, describing the gesture as a source of comfort not only to the family but also to the entire Christian community in the State. In his message of comfort, Pastor Adeboye said he was not in Uyo merely on a visit but on a family mission to console the widow and family of his late friend, Evangelist Uma Ukpai. “The last time I was in this town was because of my friend, Uma Ukpai, during his 80th birthday. My friend felt he had done his part and it was time to go home,” he said. Recalling his sermon at that 80th birthday celebration, the RCCG leader noted that anyone who had caught a glimpse of heaven would not wish to remain on earth, adding that comparing heaven with earth is like comparing freedom with prison. He urged the family and the Christian community not to mourn but to rejoice, saying: “Let us not mourn Dr. Uma Ukpai. Rather, let us mourn ourselves. He has finished his race, fought a good fight, and gone home to rest. We should rejoice that a true general of God has gone home. One day, we shall meet again, as long as we continue in the ways of the Lord.” Turning to Pastor (Mrs.) Philomena Uma Ukpai and the family, Pastor Adeboye prayed for divine comfort and strength, assuring them that God would stand by them in this season of grief. “For me, my heart is with you. We will continue the work. He was a focused man. When we came, Uyo was a glorified village; today, it is a beautiful city. I have spent 90 percent of my life in Akwa Ibom State. We are grateful for all the love and solidarity,” she said. SSDC, House Committee Push For Implementation of Abandonment,Decommissioning, and Environmental Remediation Funds Under the Petroleum Industry Act Abuja, October 23, 2025: The South-South Development Commission (SSDC) has reaffirmed its commitment to the effective implementation of the Abandonment, Decommissioning, and Environmental Remediation Funds (A& /ERF) established under the Petroleum Industry Act (PIA), 2021, describing the initiative as a statutory and moral responsibility toward restoring the environment of the South-South region. The Managing Director and Chief Executive Officer of the Commission, Ms. Usoro O. Akpabio, joined the Chairman, House of Representatives Committee on South-South Development Commission, Hon. Julius Pondi, and other key stakeholders during an interactive session on Thursday at the National Assembly Complex, Abuja. The engagement focused on addressing the persistent non-implementation of the environmental and decommissioning funds mandated by the PIA. Ms. Akpabio commended the Committee for its proactive oversight, noting that the South-South region; Nigeria’s oil-producing heartland, has borne the brunt of environmental degradation for decades despite its central role in sustaining the national economy. She stressed that the SSDC, established by an Act of Parliament in 2025, has a clear statutory mandate to coordinate sustainable development, environmental protection, and remediation across the six South-South states. Citing relevant provisions of the law, she explained that Sections 8(1)(h) and 9(1)(f) of the South-South Development Commission Act, 2025, empower the Commission to develop and implement environmental protection measures, as well as to collaborate with key regulatory bodies such as the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), National Oil Spill Detection and Response Agency (NOSDRA), and the Federal Ministry of Environment on environmental management and remediation efforts. “This legal alignment between the SSDC Act and the Petroleum Industry Act underscores one fact; the South-South Development Commission must be integrated as a statutory partner in the operationalization of the Abandonment, Decommissioning, and Environmental Remediation Funds,” Ms. Akpabio stated. She noted that, despite clear provisions under Sections 232–242 and 103–104 of the PIA mandating oil companies to set aside funds for decommissioning and cleanup, there has been no public evidence of operational escrow accounts, contributions, or disbursements since the Act came into effect. The situation, she said, reflects institutional fragmentation, poor coordination among regulatory agencies, and the exclusion of the SSDC from the fund management process, despite its regional mandate and community engagement capacity. Ms. Akpabio described the consequences of this neglect as severe, citing over 2,000 identified spill sites, widespread destruction of mangrove ecosystems, loss of livelihoods in fishing and farming communities, and increased public health risks. She warned that continued inaction undermines the spirit of the PIA, the Renewed Hope Agenda of the Federal Government, and Nigeria’s Energy Transition Plan (ETP 2060). To address these gaps, the SSDC proposed a tripartite framework between the NUPRC, NMDPRA, and SSDC to establish a “South-South Window” within the A& and ERF structures. Ms. Akpabio recommended that the arrangement be formalized through a memorandum of understanding within 90 days, enabling the SSDC to coordinate regional projects, ensure transparent fund deployment, and align remediation activities with community development priorities. She also called for the creation of ring-fenced Central Bank of Nigeria escrow sub-accounts for assets located in the South-South, the launch of a Public Environmental Accountability Dashboard for real-time transparency, and the integration of remediation financing with Green Bonds, ESG-linked investments, and partnerships with multilateral institutions such as UNEP, UNDP, World Bank, and AfDB. According to Ms. Akpabio, effective environmental recovery in the Niger Delta aligns with global sustainability commitments under the United Nations Sustainable Development Goals (SDGs 6, 13, 14, and 15) and should be treated as part of a broader climate justice agenda. She urged the Federal Government to lead an International Donor Compact to support the South-South region’s environmental rehabilitation. “The operationalization of the Abandonment, Decommissioning, and Environmental Remediation Funds is not just a statutory obligation; it is a moral duty to restore the dignity, health, and livelihoods of the people who have sustained Nigeria’s energy wealth for generations,” Ms. Akpabio declared. She reaffirmed SSDC’s readiness to collaborate with all relevant agencies, the National Assembly, and international partners to ensure that the next chapter of Nigeria’s petroleum story is written in restoration, inclusion, and renewal rather than pollution and neglect.
