INTRODUCTION

This training aims to develop the capacity of professionals mainly working in Disaster Risk Reduction and Climate Change Impact and Adaptation to design, manage, evaluate and undertake improvements in people-centered early warning systems for hydro-meteorological & geological hazards and extreme events associated with climate change and variability. It builds upon Indepth Research Services (IRES) experience in building capacities on use of GIS, Remote Sensing and space based technologies in disaster risk management for disaster management institutions, disaster management practitioners and communities. It aims to institutionalize weather and climate information applications for disaster mitigation.

The course is tailored for Disaster Risk Reduction and Climate Change Impact and Adaptation practitioners, development workers, including officials of national and provincial governments, extension officers, defense forces, emergency services, and staff of training institutes, institutions of public administration, national and international NGOs, UN agencies and the private sector. Participants who are responsible for disaster mitigation, preparedness, response, recovery, and disaster management policy will gain the most from the curriculum.

TRAINING OBJECTIVES
The main objective of the training is to enhance the capacity of participating professionals and institutions, to effectively develop skills in process design of multi-hazard early warning systems and mitigate the effects of events related to hydro-meteorological and geological phenomena.
Upon completion the participants will learn how to:
• Undertake risk assessment and design of multi-hazard early warning systems for disaster risk reduction
• Effectively integrate scientific and technical inputs into early warning dissemination and communication system
• Develop strategies to institutionalize early warning systems into the process cycle of disaster risk management and development planning, emergency response, and preparedness activities
• Develop risk communication & communication technologies
• Interpret scientific information products into user friendly formats and prepare & communicate tailor made early warning information products
• Design and implement community based early warning systems that are people centered
• Evaluate and introduce public education and training program for the community based early warning systems
• Apply GIS and RS for designing implementations of large scale early warning systems and Participatory GIS skills for community Early Warning Systems
• Apply Mobile Data Gathering technologies for rapid assessment and surveys
• Apply emerging generation climate prediction technologies for anticipating and managing disaster risks associated with climate change & variability

INTRODUCTION

The physical and social environment that surrounds us plays an important part in our health and wellbeing. The geography concept of ‘place’ thus cannot be ignored in public health. Whether investigating the level of environmental pollution, access to recreation or services, or the patterns or spread of disease, Geographic Information Systems (GIS) provide the standard platform for exploring spatial attributes and relationships between our environment and health.
This course offers an introduction to GIS and how it is used in public health and epidemiological research. It will introduce students to the basics including: working with and integrating spatial and non-spatial data; geographic scale and spatial precision; decoding; visualization; thematic mapping; and understanding spatial relationships. Specific skills and tools will be introduced in relation to assessing exposure to a range of environmental risks, and a particular focus will be given to methods for spatial linkage of exposure, contextual and confounder information for epidemiological or health risk assessment studies
Participants will apply their new skills to one of several case studies in topics on epidemiology, risk assessment or infectious disease. The course will offer a mixture of lectures, demonstrations and hands-on exercises in Quantum GIS (QGIS).

Disaster risk within a country has its roots in development decisions that do not adequately address disaster concerns, and the resulting disasters are coming at the cost of development and poverty reduction. By not considering disaster risk in development planning, new risks could be unintentionally created or existing ones exacerbated through investments in infrastructure and public services, and through improper planning and regulation.
Thus it is essential that the process of development planning identifies and analyzes the underlying causes of risk, and factors in measures for risk reduction. By mainstreaming disaster risk reduction into national development processes, disaster risk considerations can be made an integral part of development processes, especially in priority sectors such as agriculture, education, health, housing and roads.
This course has been developed to enhance the capacity of government officials, development partners and stakeholders involved in development planning to mainstream disaster risk reduction into development activities and practices.

The course is particularly useful for government officials responsible for disaster risk reduction policy and planning, national development planning, land-use planning, local development or finance; representatives of national forums on the Millennium Development Goals; and related agencies.
The course will also benefit development professionals from development agencies (e.g., UN agencies, bilateral and multilateral agencies and nongovernmental organizations), working closely with government agencies on issues related to development policy, planning and programs.

COURSE OBJECTIVES
The goal of the course is to enhance understanding of mainstreaming disaster risk reduction (DRR) into the development planning processes through building the capacities of government officials, development partners and stakeholders to implement disaster resilient development.
The specific objectives of the course include:
