Not true. Every person employed in the presidency answers to the COS with probably an exception being the SGF.

President doesn't employ the ministers ( He appoint Ministers) as part of Executive duties all over the state.....and that's why legislative arms and the Judiciary arm have to confirm such appointments not employment. COS is only responsible for the Special Advisers, Entire Staffs of Aso Rock~ because they are personally employed by the Commander in Chief ( the reason why most of them are from his region) but Ministers are part the executive....
So Channelling and booking appointment with the President is coordinated by the COS, but the Ministers are part of the Executive (Authority and immunity) that makes the President has Authorities. And with such Ministers don't Book appointment with the Head of Executive

Its like some idiots don't know that this is standard procedure the world over. In order to book an appointment with the president you have to go through the COS who is like the chief protocol officer in state house.

Ministers DON'T book appointment with the Commander in Chief, the president availability can only be channel to the Principal Permanent Secretary not Chief of Staff.
Chief of Staff only make operations available prior to the President's decision on any matter and sometimes offer advice
