The NASS is more important in a democracy than the so called "the presidency". They were elected by the people and for the people unlike the presidency which can also involve the tyranny of the 50.1%. The members can be recalled by their respective constituencies at any given time for whatever reasons notwithstanding. It is not about the present occupants of leadership posts in NASS rather the institution itself.

They are meant to be independent from the influence of executive in relation to how they discharge their duties. The Legislature should be accountable to the people and not to the Executive.

Executive have no right to exercise a minute control over the oversight functions of the Legislature nor Judicial processes. The TSA manages Federation Accounts which involves the three tiers of government (Fed, States and LGAs) and on Fed side, it involves the three independent organs of government hence the need to clip any unforseen tendency of the executive (not necessarily Buhari) to use finance against Legislature and judiciary in terms of disbursment of funds.

Independence is the keyword. Institutions are needed to function outside the influence of one organ of government hence the point raised by the honorable speaker.
