The Deputy Senate President, Ike Ekweremadu, has reacted to rumour he has abandoned the Peoples Democratic Party (PDP).

Mr Ekweremadu said he is still with the party as he and others are currently working on how to oust the All Progressive Congress in the forthcoming elections.

The lawmaker’s commitment to PDP has been brought under doubt since the party primaries that produced former Governor of Anambra State, Peter Obi, as running mate to Atiku Abubakar, a former vice president.

Many believed the lawmaker is the highest ranking politician in the South-east and so should be consulted, if not chosen as Mr Abubakar’s running mate.

The scepticism was further fuelled by Mr Ekweremadu’s ‘silence’ in the media space since the primaries.

Mr Ekweremadu took to his Facebook page to bring the doubt to a conclusion Monday morning.

“My attention has been drawn to the orchestrated attempts by some characters to create the impression of a divided house in People’s Democratic Party, PDP, in the coming presidential election. Such characters dish out fake and divisive stories without source on a daily basis and attribute same to me.

“While I refuse to be distracted by such cheap blackmail, smear campaign, and extreme propaganda, it is important to reassure our supporters that the PDP is united and focused on wrestling power from the All Progressives Congress, APC.

“After the PDP lost the presidency and majority status at the National Assembly in 2015, I made it clear that I would stand by the party, no matter what. It took other party stakeholders and I a lot of efforts, sacrifices, soul-searching, and painstaking negotiations to hold the party together and rebuild it.

“If I did not abandon the PDP at its darkest hour, it does not make the slightest sense to say that I abandoned it now that its sun is rising again,” he posted on his Facebook page.

The lawmaker added that he is working with Mr Obi and others to ensure the victory of PDP in the elections.

He urged his supporters to discard the rumour of his disloyalty.

The post reads further: “Meanwhile, I have held separate meetings with our Vice Presidential candidate, Peter Obi and the Chairman, South East Governors Forum, Dave Umahi, to work out strategies for the success of our party and candidates in the coming elections.

“We are also setting up a meeting of South East PDP stakeholders by weekend to continue to strategise on the coming elections. I have no doubt that the South East leaders will deliver the region overwhelmingly to the PDP and I expect that other leaders will also do the same in their respective geopolitical zones.

“Therefore, I urge our supporters not to be distracted by such propaganda as we approach the critical stages in the coming elections. We should rather focus on delivering the votes to ensure the success of our party.”

Mr Ekweremadu is aiming to return to the Senate in his Enugu West constituency in the National Assembly election slated to hold on March 2.

The presidential election will hold on February 16 according to INEC timetable.

Onnoghen: It’s assault, desecration of judiciary, says NBA

The Nigerian Bar Association,NBA, has condemned the planned arraignment of the Chief Justice of Nigeria, Justice Walter Onnoghen Onnoghen, on charges of non-declaration of assets as an assault on the judiciary.

The NBA, in a statement by its President, Paul Usoro, SAN, said the media trial of the CJN does not follow the rule of law and should be stopped.

The Code of Conduct Bureau has concluded plans to arraign the Chief Justice of Nigeria, Walter Onnoghen, for false declaration of assets on Monday.

The NBA, however, decried the speed at which charges were preferred against the CJN after the petition by a civil society group, Anti-Corruption and Research Based Data Initiative.

The statement read in part, “The Nigerian Bar Association unequivocally condemns this assault, intimidation, and desecration of the Judiciary by FGN agencies and demands that it be stopped immediately.


“In Nganjiwa v Federal Republic of Nigeria (2017) LPELR-43391(CA), the Court of Appeal made it very clear that any misconduct attached to the office and functions of a judicial officer must first be reported to and handled by the National Judicial Council (“NJC”) pursuant to the provisions of our laws. Only after the NJC has pronounced against such judicial officer can the prosecuting agencies of the Federal Government proceed against him.


“As the Court pointed out, these requirements of the law are anchored on the overriding principles of separation of powers between the executive, the judiciary and the legislature and on the need to preserve, promote and protect the independence of the judiciary.

“Our respective liberties and the rule of law are best protected and preserved if the judiciary remains independent and shielded from intimidation and assault by the other arms of the government.

“In Nganjiwa v FRN (supra), the Court of Appeal made reference to Rule 3 of the Revised Code of Conduct for Judicial Officers of February 2016 (“Code of Conduct for Judicial Officers”) and held that the said Rule 3 “makes provision in relation to fidelity to the Constitution and the Law”.

“The provisions in regard to assets declaration as they apply to all public officers including the CJN are contained in both the Constitution and the Code of Conduct Bureau and Tribunal Act 1991, the enabling law that establishes both the Code of

Conduct Bureau (“CCB”) and the CCT.

“The fidelity which judicial officers, therefore, owe “to the Constitution and the Law” pursuant to Rule 3 of the Code of Conduct for Judicial Officers encompasses compliance with the provisions relating to assets declarations as contained in the Constitution and the Code of Conduct Bureau and Tribunal Act.

“Any infraction in that regard by a judicial officer, as the Court of Appeal rightly held, constitutes misconduct by the judicial officer and becomes the subject matter for discipline by the NJC as a condition precedent to any possible prosecution of the judicial officer by any of the FGN’s prosecuting agencies.

“Why has FGN decided to embark on this anomalous course of charging the CJN before the CCT without first presenting whatever facts it purportedly has against His Lordship to the NJC for its deliberation and determination?

“The Petition that triggered the CCB action was on its face received by the Bureau on 09 January 2019 and the Charge was promptly drafted and is dated the following day, 10 January 2019 – giving the CCB a record 24 hours for completion of its investigation and the drafting of the said Charge and ancillary processes!

“If one contemplates the fact that the CCT arraignment is scheduled to take place on 14 January 2019, we have in total a record number of 3 (three) working days between the receipt and processing of the petition, investigation, preparation of Charge and ancillary processes and the arraignment! Such unprecedented speed and efficiency in Nigeria’s criminal justice administration! It is clear, given the rush with which this matter was conducted by the CCB, that the NJC was not privy to it and did not conduct its mandatorily required disciplinary processes prior to the filing of the Charge before the CCT.

“We still wonder why the FGN choose to deviate from the laid down and explicit provisions of the law as expounded in Nganjiwa v FRN (supra). Could it be that it was misadvised? Or is this a naked show of power and force by agencies of the FGN? And why embark on the media trial of the CJN?

“This, unfortunately, is a predilection of the FGN’s prosecuting agencies with the possible exception of the Federal Ministry of Justice. As the NBA pointed out in its International Anti-Corruption Day Statement that was issued on 09 December 2018 “media trial of persons charged with corrupt practices . . . amount to corruption itself.

“Indeed, those orchestrated media trials degrade and corrupt the justice administration system quite apart from the incalculable (but obviously intended) damage that it does to persons who may ultimately be discharged and acquitted.

“In point of fact, it is corrupt practice to use as a license or hide under the cover of the fight against corruption to recklessly destroy the names, characters, and reputations of persons who have not been found guilty of corrupt practices by competent courts and who may ultimately be pronounced innocent of such charges.”

ABUJA, NIGERIA —
A survey conducted by the United Nations Children's Fund (UNICEF) indicates that the population of out of school children in Nigeria has risen from 10.5 million to 13.2 million, the highest in the world. Most of these children are in Nigeria's northern states of Borno, Yobe and Adamawa, where Boko Haram insecurities have disrupted academic activities.

The indistinctive chatter of young children playing outdoors is very familiar. The boys are playing football while the girls are jumping around.

Most of the children are out of school while some have never been to school.

Favour Shikaan a mother, is not left out of the fun. She joins the children's play.

But sometimes she worries about her children’s future.

"They are four in number and... two are going to school. The other one is small actually, but even though she's small, she has grown to the stage whereby she can go to school if not the financial...like the two that are going to transport from here to Apo resettlement everyday is not easy because there's no money due to our economy today,” Shikaan said.

Shikaan and her four children fled a Boko Haram onslaught in Borno in 2015 to settle here, in Abuja.

But she can only afford to send two of them to school. The other two help her at home with cooking and cleaning.

Bright Shikaan is eleven years old and has never been to school, yet she says she wants to be a doctor.

"I want to be a doctor in the future,” Bright says. "But now I'm not going to school, I don't know how I'll be a doctor."

According to the United Nations Children's Fund, UNICEF, more than 13 million children like Bright here in Nigeria are out of school.

Most of them are in Nigeria’s northern states of Borno, Yobe and Adamawa, where Boko Haram has been waging a campaign against Western education since 2009.

The group abducted 110 school girls from a school in Dapchi, Yobe State in February this year, but returned the girls one month later and warned their parents never to take their children back to school.

Education psychologist Mayowa Adegbile explains that increasing numbers of out of school children in Nigeria adversely affects economic growth.

"Sixty percent of that population are girls only, and you know when you bring it back home, every girl becomes a mother or a woman who would in turn take care of other children. And for a woman who goes to school it has a ripple effect, an economical ripple effect. When she goes to school, she has education, she gets a job, even if she doesn't have a job... even if it's just basic secondary school education, she can communicate basic English and mathematics,” Adegbile said.

Boko Haram is a major factor contributing to the increase in out of school children in Nigeria, but not the only factor. Some cultural beliefs and practices also play significant role.

Nigeria's budgetary spending on education is not enough to quell the widening gap - only seven percent of Nigeria's $24 billion 2018 budget is earmarked for education.

And so far, there appear to be no new policies to boost education spending.

2019: IDPs To Vote In 15 States – INEC

The Independent National Electoral Commission on Wednesday said it had made special provisions for Internally Displaced Persons outside Nigeria to vote in the forthcoming general elections scheduled for 2019.

The commission also stated that specially designed forms would be deployed at the polling units of the affected communities.

The chairman of INEC, Prof. Mahmood Yakubu, stated these in Abuja during the stakeholders validation conference on the framework for IDPs voting jointly organised with the International Foundation for Electoral Support.


He assured that, “IDPs in the neighbouring countries of Niger and Chad who left their abode due to insurgency in the North East would not be denied their voting rights.”

But a member of the House of Representatives, Hon. Adamu Kamale, who representing Michika/Madagali federal constituency of Adamawa state differed with the INEC chairman.


Kamale stated that 97 percent of IDPs in the state have since returned to their homes stressing the need to guarantee their security to enable them to vote.

“I can confirm to you that 97 percent of IDPs in Adamawa have since returned home. But the only challenge they have is that of security. Their security needs to be guaranteed in order to enable them vote in the elections”, he said.


Kamale, therefore, urged INEC to commit to ensuring proper security in the North East so that the people will not be disenfranchised.

Momoh, Adio, 12 journalists honoured as stakeholders emphasise threats to Journalism


At the Wole Soyinka Awards for Investigative Reporting on Sunday, December 9, 2018, emphasis was placed on the dangers journalists are exposed to while discharging their functions, just as John Momoh, the Chairman of Channels Media Group, owners of Channels Television; Waziri Adio, the Executive Secretary of the Nigeria Extractive Industries Transparency Initiative (NEITI); and 12 journalists were honoured.

The event, held at the NECA House, Alausa, Lagos was attended by several dignitaries, including Bimbo Oloyede, veteran broadcaster; Ralph Akinfeleye, professor of Mass Communication; Umaru Pate, professor of Mass Communication, Bayero University, Kano; Ayo Obe, lawyer and human rights activist; Femi Falana, human rights lawyer; Lanre Suraj, Executive Director, Human and Environmental Development Agenda; Michel Deelen, Deputy Ambassador to the Kingdom of Netherlands; and Russell Brooks, US Consulate, Public Affairs Officer.

In his opening remarks, Jiti Ogunye, Board Secretary, WSCIJ, congratulated the category winners and the honorary award recipients for the feat. He noted that the award is held annually on December 9 – the World Anticorruption Day and eve of the Human Rights Day – to call attention to the significance of the media generally and investigative reporting in particular, to attaining good governance, accountability and social justice.

Abdulaziz Abdulaziz, with ‘The Kemi Adeosun expose’ published on PREMIUM TIMES, won the online category. PREMIUM TIMES’ Kemi Busari emerged the runner-up for the piece, ‘Investigation: The appalling, risky state of Nigeria’s multi-billion Naira nuclear technology centre’. Oladeinde Olawoyin, also of PREMIUM TIMES, was commended for his two-part story, ‘Investigation: Inside Nigeria’s Drivers’ License Fraud and How Officials Dupe Applicants’.

Mojeed Alabi emerged the winner of the print category for his two-part story, ‘Exposed! Nigeria’s Deputy Speaker In 1.1bn Water Contract Scam’, published in the New Telegraph on 24th and 25th May, 2018. Mojeed is a second-time winner, having won the award in 2016. He was also the runner-up for the category in 2017. The piece, ‘FG’s school feeding programme: The truths, half-truths and outright lies, saw Chinwe Agbeze of BusinessDAY emerge the runner-up in the category. Chinwe was commended in the same category in 2017.

For the photo category, Kolawole Aliu, a 2017 runner-up, won for his photo, ‘The Menace of Lagos State Task Force on People’, published in the LEADERSHIP Newspaper. As there was no runner-up for the category, Elliot Ovadje of The Nigerian Tribune was commended for his work, ‘Slums around us’, published in Saturday Tribune.

In the television category, Sharon Ijasan of Television Continental clinched the first prize for her story ‘Funding basic education in Nigeria’. Azeezat Olaoluwa, also of Television Continental, was runner-up with her story, ‘Failing health sector: Pregnant women seek cheaper alternative’. The television category had no commended work.

Chinelo Ozoalor of Federal Radio Corporation of Nigeria, Enugu, was the only journalist recognised for the radio category. She won the category for her report, ‘NECO Paper Leak Enugu’.

Meanwhile, judges found no entry suitable to win the editorial cartoon category. However, two journalists – Cornelius Emenike of New Telegraph Newspaper, for his editorial cartoon ‘Allowances for senators and governors’, and Bennett Omeke for his editorial cartoon ‘Corruption in NNPC’ published in the PUNCH Newspaper – were commended for their editorial cartoons.

The winners, runners-up and commended works got cash prizes of N200,000, N100,000 and N50,000 respectively, plus a certificate of commendation. In addition, winners got award plaques, and will proceed on an all-expense-paid international study tour in 2019.

For the honorary awards, John Momoh received the Lifetime Award for Journalistic Excellence for his over two-decade commitment to media excellence as evidenced by the success of Channels TV. In his acceptance remark, John Momoh, observed that journalism in the country is currently under attacks, and appreciated the Wole Soyinka Centre for Investigative Journalism for the award.

Waziri Adio was conferred with the Anti-Corruption Defender Award for his consistent public stance against corruption, evidenced by the work he is championing on transparency and accountability in Nigeria’s extractive sector. Adio is the 10th recipient of the award. Accepting the award, Adio said the struggle against corruption and those who champion it can be seen as crazy. He expressed his happiness to be in a company of people who have blazed the anti-corruption path he is treading today. He thanked his family for not making undue demands of him and his friends for supporting him.

Umaru Pate, the Chairman, 2018 Judges’ Board, applauded the finalists for the quality of their reports among 136 other entries received across the six categories. According to Pate, who is also a professor of Mass Communication, a lot of the entries depend on the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices and Other Related Offences Commission (ICPC) and other government agencies for information, rather than those conceived by the reporters themselves.

Abdulaziz Abdulaziz was announced as the 2018 WSCIJ-Nigerian Investigative Reporter of the year. He dedicated the award to the team at PREMIUM TIMES, whose input made the story and the award happen. He celebrated the courage of Nigerians who asked for action on the report.

Iyanuoluwa Bolarinwa of BudgIT read a statement by the Coalition of WSCIJ, Civic Hive and Gavel to ‘Stop suspect parade’ by the Nigerian Police Force and other security agents, in reaction to a video that went virile on the social media on the parading of a woman for allegedly impersonating the wife of the president, Aisha Buhari. He urged editors to take the oxygen out of the practice, by not covering the parade of suspects. He referred to the practice as barbaric, unnecessary and a violation of fundamental human rights. Human Rights Lawyer, Femi Falana, also declared the practice has already been pronounced illegal at four rulings in different Nigeria courts.

Kininso Koncepts enlivened the ambience of the award ceremony with a musical drama. The performance was a satire on Nigeria, doling out different messages – from ethnic conflict, to domestic violence, fuel scarcity and vote buying.

In his closing remarks, Dapo Olorunyomi, WSCIJ Founder, observed that in the history of journalism, there was never a time when journalism was under more attacks than it is today. He also canvassed for funding support and media ownership of the programme to ensure its sustainability.

Held first in October 2005, to develop investigative tradition among journalists, the Wole Soyinka Award for Investigative Reporting has produced 91 finalists, eight investigative journalists of the year and 20 honorary awards recipients so far.
