2019 presidential poll result may take five days to announce –Investigation

The presidential election, which is scheduled to hold on February 16, 2019, may take five days to collate and announce its result, Saturday PUNCH has learnt.

Multiple sources within the Independent National Electoral Commission told our correspondent that they envisaged three to four days because of the large number of candidates, which now stands at 73, as well as the number of registered voters, which is about 84 million.

Checks by Saturday PUNCH showed that only two parties — the Peoples Democratic Party and the Alliance for Democracy — participated in the 1999 presidential election, which held on February 27 but its outcome was announced on March 1, two days after.

In 2003, when 20 political parties contested, the presidential election held on April 19, while the result was announced on April 22, three days after.

In 2007, when 18 parties contested, the presidential poll was conducted on April 21, while the outcome was announced on April 23, two days after.

The presidential election of 2011 saw 20 parties contesting for the highest political office in the country. It held on April 16, while the result was announced on April 18.

Fourteen candidates contested the presidential election in 2015, while the number of persons who voted was less than 30 million out of 68 million registered voters.

The 2015 presidential election, which began on March 28, continued into the afternoon of March 29, while the outcome of the poll was announced in the evening of April 1, 2015.

However, a senior INEC official told our correspondent that it might take five days to collate and announce the results from the over 120,000 polling units across the country.


He said, “In 2015, only 14 candidates contested the election in which about 30 million persons voted. Today, there are 73 to 79 persons running for President, so, obviously, it will take longer than it did in 2015.

“You know the size of this country and one thing Prof. Attahiru Jega did during his time was to make sure that he did not rely on the electronic copy of the results but waited for the Returning Officers from all the 36 states to come to Abuja and authenticate what they sent to the head office.

“This is because we must see the handwritten results and compare them with the electronic one. But I believe it should not take more than four days in all. All the Returning Officers will have to travel from their respective states to announce the results of over 73 parties one after the other in Abuja.”

The source stated that INEC would also be doing the collation manually and electronically in 2019 in order to avert the kind of political crisis that Kenya faced in 2017.

He added, “No one can say for sure if it will be four or five days because, for us, the most important thing is to deliver a credible election. Even in the United States, the governorship election in Georgia State during the last mid-term elections took 10 days before a clear winner could be announced.

“But we are planning to ensure that it doesn’t go beyond that. It could have been shorter but we cannot rely on the electronic results sent in from states.

“If you recall what happened in Kenya last year, they tried to announce results obtained electronically very quickly but they messed up and the main opposition candidate, Raila Odinga, discovered loopholes and took the matter to the Supreme Court and the whole process was annulled. This plunged Kenya into crisis.”

Incidentally, the INEC Chairman, Prof. Mahmoud Yakubu, had told reporters in April that INEC would do the collation of results electronically and manually in order to ensure that the process was thorough.

He added that this was meant to prevent Nigeria from being plunged into the kind of Kenyan controversy.

According to INEC, in collating the results of presidential elections, Presiding Officers send results of polls to the Ward Collation Officers, who in turn send it to the Local Government Area Collation Officers, who shall collate results and send them to the State Collation Officer.

The State Collation Officer collates results and sends to the Chief Electoral Commissioner who is the Chairman of INEC.

The Chief Electoral Commissioner (Chief Returning Officer) collates results from the State Collation Officers, declares the result and returns the winner as President elect of the Federal Republic of Nigeria.

Also speaking with our correspondent, a former INEC National Commissioner, Prof. Lai Olurode, stated that timeliness was very important but noted that a credible election was more important.

Olurode said the fact that the results of the elections in 120,000 polling units would be sorted in 79 places could imply that the process would take longer than that of 2015.

He added, “When you look at the population of the electorate, which is about 84 million, and consider the 79 political parties and the fact that you need to do sorting, it will take some time but whether it will take longer than 2015 will be difficult to say.

“Don’t forget that some of the parties may record zero votes but, again, you need to do sorting in 79 places. Even if it is one vote that a candidate scores, you must sort it for him. You must count the votes in 79 places.

“So, definitely, it will take more time to do sorting and more time to do collation and when you look at the entire country, it is large. About 120,000 polling units and you will move from ward level to local government to state constituency before you end up in Abuja.”

When contacted on the telephone, the INEC Director of Publicity and Voter Education, Mr Oluwole Osaze-Uzzi, said he could not say how many days it would take to collate and announce results.

He stated, “I don’t think the number of candidates will affect the credibility of the election but on how long it will take, I don’t know.”

Wale Oluwo, Lagos state commissioner for energy and mineral resources, has quit the All Progressive Congress (APC), vowing to work for Jimi Agbaje, candidate of the Peoples Democratic Party (PDP) in the next governorship election.

Oluwo has also quit the cabinet of Akinwumi Ambode, governor of the state.

In his resignation letter, seen by TheCable, Oluwo accused the leadership of the ruling party of being anti-democratic in the process through which Babajide Sanwo-Olu emerged as the flagbearer of the APC in the 2019 governorship election.

Sanwo-Olu, who enjoy the support of Mandate Movement, a group loyal to Bola Tinubu, a national leader of the party, made history by beating a sitting governor to the ticket of the party.

Oluwo said the governorship primary has diminished the reputation of the APC in the state.

He alleged that a powerful group in the APC had been violating the principle of separation of powers and “intimidating critical institutions of democracy in the state”.

Below is the letter he sent to the chairman of the APC in the state:

A few hours ago, I submitted to His Excellency, the Governor of Lagos State, a letter of resignation of my appointment as the Honourable Commissioner for Energy and Mineral Resources. Consequently, as a registered member of the All Progressives Congress, I have deemed it necessary to formally notify you of my intention to reconsider my membership status.

My decision to resign is not unconnected with the events of the last few weeks, which have created a heavy moral burden for me. I have found it rather difficult to come to terms or rationalize the party’s conduct of the October 2018 primary elections, which were largely characterized by massive voter disenfranchisement, intimidation, violence, undue influence and non-compliance with all known principles of democracy. In the particular case of the gubernatorial primary, which was conducted using the “open ballot” option in violation of the guidelines of the APC that specified the “open-secret ballot” option, it is clear to me that the core principles of merit, competence, justice and fairness have been sacrificed by the APC on the altar of political expediency.

The integrity-deficient nature of the primary has significantly diminished the hard-earned reputation of our State as a reference point for free and fair democratic practice. Ihave struggled for weeks to understand the rationale for the apparent desperation and brigandage brazenly displayed by the party apparatchik in the various elections. Ihad never thought such vicious attack could be unleashed on the progress that the state had made in its steady democratic journey.

The indifference of the APC to the continued use of an arm of government by a powerful group within the party, to intimidate critical institutions of democracy in the State, undermines the doctrine of separation of powers, creates an atmosphere of uncertainty and impairs government’s ability to implement policies and programmes that will benefit the majority of the people. This is in conflict with my strongly held belief that group interest, no matter how powerful, must be subordinated to the interest of the majority.

I am convinced that the present atmosphere of encirclement will not abate anytime soon. I therefore resign my membership of the All Progressives Congress, immediately.

Activist Deji Adeyanju released from prison, re-arrested over ‘Buratai petition’


Deji Adeyanju, a political activist who was arrested by the Nigerian police on November 28, was released from a federal prison in Keffi on Monday — but was re-arrested by a police team which had laid a siege around the correctional facility, his associates have told PREMIUM TIMES.

“He was released on Monday afternoon after we met his bail conditions,” Ariyo-Dare Atoye, his long-time associate, told PREMIUM TIMES Monday night. “We are now aware that they are plotting to charge him on allegations of aiding terrorism on social media.”

Mr Atoye identified the Chief of Army Staff, Tukur Buratai, as the author of the petition, but PREMIUM TIMES could not independently corroborate this as of 8:30 p.m. Monday.

Mr Adeyanju was leading a protest against partisan conduct of top security chiefs ahead of Nigeria’s general election next February when he was arrested.

Before the November 28 protest that dispersed with his arrest by a police team, Mr Adeyanju had led demonstrations outside major foreign diplomatic missions in Abuja, saying in his complaints that Nigeria’s future could be on the brink should security chiefs be allowed to continue in their current partisan posturing.

The police denied Mr Adeyanju’s allegations that they were working to ensure the reelection President Muhammadu Buhari, even if it involves upturning the will of the majority through rigging of ballots.

They arraigned him late Monday afternoon before Karshi Chief Magistrate’s Court on the outskirts of the nation’s capital, alongside two others who were said to have taken part in the protest.

Daniel Abobama and Boma Williams were released from Keffi Prison on Monday afternoon, hours before Mr Adeyanju regained his temporary freedom from the same facility.

Following his re-arrest, Mr Adeyanju was moved to the Abuja police command headquarters, Mr Atoye said, amidst uncertainties over his fate.

“We are expecting him to either be arraigned tomorrow, be released on administrative bail or be kept in perpetual custody under the pretext of continuous investigation,” Mr Atoye said. “This does not bode well for our democracy.”




Abuja police commissioner Bala Ciroma told PREMIUM TIMES he could not immediately comment on Mr Adeyanju’s matter, but said a police spokesperson would be detailed to issue a statement on it later.

A spokesperson for the Nigerian Army did not return requests for comments about the petition from Mr Buratai.

Mr Adeyanju’s detention has continued to draw stern condemnation from rights groups and individuals, and many Nigerians also see it as a descent into brazen abuse of power reminiscent of the dark days of military dictatorship.

Foremost rights group, Amnesty International, said Mr Adeyanju has a right to protest, especially in a constitutional republic like Nigeria, warning that his continued incarceration could further deteriorate Nigeria’s appalling human rights records.

Some prominent Yoruba leaders under the aegis of South-West Forum has adopted the presidential candidate of the Peoples Democratic Party, PDP, Atiku Abubakar for the 2019 election.

At the end of the colloquium tagged, “2019: South-West Speaks”, the Yoruba leaders resolved to support the Abubakar for the 2019 Presidential election because of his promise of restructuring. The event was held at at Muson Centre, Onikan Lagos.

A prominent Yoruba leader, Dr. Remi Akitoye moved a motion for the adoption of Atiku as the South-West candidate for the 2019 election. The motion was unanimously adopted.


Reading the communique, Prince Uthman Shodipe declared that Atiku has been unanimously adopted as the candidate of South-West in the 2019 Presidential election.

He said the Yoruba leaders remain cohesive and believes in the restructuring of Nigeria.

Prof. Banji Akintoye who is the father of the day said the Yoruba nation is going through a high degree of poverty, hopelessness; “the type we have not seen before”.

But he expressed confidence that the Yoruba people will rise up and fight the endemic poverty and hopelessness bedeviling them.

Eddy Olafeso said the glory of the Yoruba nation which he described as one of the finest civilisations in the world is waning but all sons and daughters of the tribe must work together to arrest the drift.

In attendance are PDP Governorship candidate in Lagos, Mr. Jimi Agbaje and his running mate, Mrs. Haleemat Busari, Advanced Democratic Party (ADP) candidate, Babatunde Gbadamosi and PDP governorship candidate in Oyo State, Engr. Seyi Makinde.

Others are Senate Minority Leader, Senator Abiodun Olujimi, National Vice-Chairman, South-West PDP, Dr. Eddy Olafeso; former National Secretary, Chief Ebenezer Babatope; PDP Chairman in Lagos, Dr. Adegbola Dominic and Chairma, ADP, Barr. Adewole Bolaji.

2019 polls: Parties to meet Dec 11 to sign peace accord


As part of measures to ensure the success of the 2019 general elections, all registered political parties will on December 11 in Abuja formally signed a peace accord for the conduct of the elections.

The National Peace Committee headed by a former Head of State, Gen. Abdulsalami Abubakar (rtd) said this in Abuja on Thursday at the end of a marathon meeting with the parties and other stakeholders.

While presenting the resolutions of the meeting, the Catholic Bishop of Sokoto Diocese, Hassan Kukah, said the parties have resolved to adopt the same principles that guided the success of 2015 elections as a template for ensuring that all stakeholders commit themselves to peaceful conduct of the 2019 elections.

He said the committee and political parties discussed extensively on the need to ensure that politicians create a favourable and conducive environment for the conduct of free, fair and credible elections in 2019.

“We discussed the theme of trust as a key ingredient in the conduct of our affairs.

“In the end we have resolved to adopt the same principles that guided the very successful in 2015 elections and therefore commit ourselves to run issues-based campaigns at national, state and local government levels.

“In this, we pledge to refrain from campaigns that will involve religious incitement, ethnic or tribal profiling, both by ourselves and by all agents acting in our names,” Kukah said.

The committee said political parties and politicians must refrain from making or sponsoring public statements, pronouncements, declarations or speeches that have the capacity to incite any form of violence, before, during, and after the elections.

It said that the parties are also expected commit themselves to monitoring the adherence to the provisions of the peace accord and to support institutions of government and the security agencies to act and be seen to act with impartiality.

The committee said the parties and politicians are to forcefully and publicly speak against provocative utterances and oppose all acts electoral violence whether perpetrated by supporters or opponents.
