Bros diz is what we call ''checks and balance''. It's an instrument used by the three arms of govt. to check on the excesses of each other in order to prevent abitrary use of power by any of the arms of govt. In diz case each arm of govt. is suppose to act as a watch dog on the others so as to ensure that they act only within the confines of the constitution. So I think the senate is only trying to bring it(checks & balances) into play......don't 4get diz is a Democracy.
